Attached you will find the Cash Flow Worksheet for September 2008. The intent of this report is to provide a snapshot of revenues and expenditures for the month and for the year to date. More detailed reporting will be conducted on an annual basis, as are all other city funds. Par 3 September Cash Flow Worksheet Course revenues for 2008 have outpaced expenditures by a total of $75,166. In September 2008 expenditures exceeded revenues by $4,006. While payroll costs were down considerable, maintenance costs reflect the work done to finish rehabbing bunkers, and aerate greens. Significant expenditures in the month include materials for redoing bunkers and chemicals for fall application. September 28th, 2008 was customer appreciation day, with $3 rounds of golf — we had 60+ golfers turn out on a partially rainy day to play. The event was meant as a way to say thank you to customers who "played through" a season full of i n proveinent projects. Operations Update 1131 rounds of golf were played at the Par 3 in September 2008 (1156 in September 2007). Year to date, we have seen 11,613 rounds played, up slightly from the same time period last year, where 11,497 rounds had been played. As was included in the 2008 budget, the course has purchased a fairway mower to replace the unit which carne with the course. The new machine has just less than 1,200 hours, and was certified by Jerry Murphy (and his recommended mechanic) prior to Council consideration. Purchasing at this time will allow staff to run the machine before winterizing it. City of Mendota Heights MEMORANDUM October 1, 2008 F1 L E C OPY Memo to: Mayor, City Council and City Administrator From: Guy Kullander, Operations & Projects Coordinator Subject: Update: Restoration of Historic Pilot Knob BACKGROUND: Restoration efforts began in early 2006 with a 'Buckthorn removal event' coordinated by Great River Greening, the consultant engaged by the City to prepare Restoration and Management Plans for the site and to manage restoration efforts. DISCUSSION: Last Saturday, September 27th, Great River Greening conducted a `Public large seeding event' at the site utilizing over fifty volunteers from around the metro area. Gail Lewellen and other members of the Pilot Knob Preservation Association were amongst the volunteers. In addition, Council member Ultan Duggan and Commissioners Paul Portz, Larry Craighead, and Sally Lorberbaum toured the site with Wiley Buck, Restoration Ecologist who is the managing this project for Great River Greening and Representative Rick Hansen participated in the closing program (attached). Attached is a `Project Profile' prepared by Great River Greening. This handout will be a discussion item on the October 14th Parks and Recreation Commission meeting agenda. This document, with modifications to the front page of text, could be a useful tool to inform residents interested in Historic Pilot Knob of the City's roll in this effort (could be a hand out at City Hall). RECOMMENDATION: hope to have photo images of this event to present at tonight's meeting and will be prepared to answer questions the Council may have regarding this project. MENDOTA HEIGHTS , MN 27, 2008 Great River Greening's history with the Pilot Knob Hill restoration harkens back to the day when over 10 partners, including Trust for Public Land and DNR Metro Greenways, catalyzed Mendota Heights' acquisition of the original 8 acres dedicated on June 1, 2006. Stakeholder groups, such as Pilot Knob Preservation Association and Mendota Mdewakanton Dakota Community, had been actively supporting the acquisition. Greening was awarded the contract for developing a management plan for the Phase I site a management plan being a condition of some acquisition funders. The site had some challenges, including steep slope and an array of woody and soft -stemmed invasive species, and historical and cultural significance.. But the plan was made after thorough examination and review, and a complete reconstruction to prairie and savannas was called for. Several restoration organizations, including Greening, Friends of the Minnesota Valley, Friends of the Mississippi River supported the restoration with pledges for funding. Soon after, work began. Phase lI was acquired in early 2008, and a second Greening management plan was written as part of the process. The City of Mendota Heights supported both of the ten year plans for restoration, which is a key to their success, through significant funding (allowing us to leverage additional funds) and excellent on -the -ground in-kind support from staff and Administrators. Great River Greening has a very strong history of raising matching funds for the project. The volunteer community has also responded vibrantly, glad to see this important site with breathtaking vistas and such an important site ecologically, historically, and culturally, be protected and restored. G R E A T f `f Gr&d �LJ cr G-cc�j Phase I On schedule. Currently dominated by annual weeds, this is typical for a prairie reconstruction at this stage. Seeded in fall 2007, mowed 3x in 2008 and treated for invasive species. Two more years of mowing and invasive species control are scheduled before prairie plants dominate. 2. Phase II, Area l: On schedule. Currently undergoing site preparation (spraying and harrowing) for fall 2008 seeding. The old home site is now savanna -like, with a grove of large trees. 3. Phase II, Area 2: Currently undergoing invasive species control as the first step to prepare for future reconstruction to prairie. Spotted knapweed and Siberian elm are major invasive species. Ahead of schedule as invasive reductions are better than expected. Many of the trees have been killed standing up; this reduces the cost and provides woodpecker and raptor habitat. 4. Phase II, Area 3: Ahead of schedule with clearing, but experiencing some seeding challenges. This site received the first DNR `Biofuels for Restoration Grant', in January 2008, greatly accelerating the removal of trees by clearcutting 3 acres to prep this site and sending 18 truck loads of chip to District Energy. The radical restoration was hand seeded in March using the'snow seeding' technique; look for black-eyed susans, anise hyssop, common evening primrose, and big bluestem. Volunteers will do additional spot soil preparation and seeding at the fall 2008 event. Prescribed Burn Biofuels Grant Site Plan Volunteer Events Snake Hibernaculum 5. Wildlife: The standing dead trees provide habitat for woodpeckers, raptors, and cavity nesting wildlife. Pilot Knob Hill is in a top -tier township for habit opportunities for SGCN wildlife. In summer 2008, a snake hibernaculum was been created in the foundation of the former north homestite. Made by Greening and the City, in a few years it will be winter quarters for harmless garter snakes and red -bellied shakes. The spring eruption is a very notable event. 6. Invasive Species: Signs, barrier fencing, mulch piles, windbreaks and landscape fabric are all being used in the fight against the explosive spread of invasive species at Pilot Knob Hill. These techniques are in addition to the cutting, pulling, and spraying that has occurred but is not visible. 7. Pilot Knob Facilities: The Phase I gravel trail was completed this summer and the Phase I overlook will be located at the loop at the end of the current trail.
