NOTE: The City Council may choose to go into one or more closed sessions for the
purpose of discussing the proposals for the Village Lots development, as permitted by
Minnesota Statutes, Section 13D.05, Subdivision 3(c)(3), as the Council will be
considering offers for the sale of City-owned property. As required by state statute,
any closed session will be audio recorded and the real property at issue will be
identified before and during the closed session.

Comment:
At a workshop meeting to be held on June 4th, the Council will hear presentations from the two firms—At
Home Apartments, and Grand Real Estate Advisors--which were determined by the majority of the
Council on May 28th as being its preferences for development of the City-owned Village lots. These were
amongst the five original proposals which responded to the Request for Proposals.
The presentations by the developers will take place in the Council Chambers and will be open to the
public, but they will not be telecast. The first candidate firm will begin at 5:00 PM, and will have 20
minutes to present. It is then recommended that, as permitted by State law, the City Council will then
adjourn to a closed session in City Hall’s large Conference Room for follow-up questions for that
developer, and discuss private information, such as the purchase price.
The second candidate firm will have been directed to be prepared to begin by 5:30, although, depending
on the amount time that the City Council is in the closed session with the first candidate firm, the start for
the second firm could be delayed by as much as 10 minutes. The second candidate firm will also have the
same 20 minute presentation allocation, to be followed by a closed session with the City Council.
Following the closed session with the second firm, the Council will remain in a closed session to discuss
the options. This is allowed under Minnesota law, as the City is still in a negotiations process.
If a consensus is reached in the closed session, the Council will announce the decision in its regular
meeting to follow. The Council will then be asked to direct staff to prepare a purchase agreement with
the preferred candidate firm. That purchase agreement will then be brought to a future Council meeting
for action.
