Meetings can be viewed on the City website www.mendota-heights.com Draft CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION MEETING January 13, 2009 The January 2009 meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, November 13, 2009, in the City Council Chambers at City Hall, 1101 Victoria Curve. The meeting was called to order at 6:30 P.M. The following Commissioners were present, Chair Paul Portz, Tom Kraus, Ray Morris, Larry Craighead, Maureen Brackey and Liz O'Brien. Staff present were: Jake Sedlacek, Assistant to the City Administrator, Guy Kullander, Parks Project Manager, Teresa Gangelhoff, Recreation Programmer, and Nancy Bauer, Recording Secretary. MINUTES: Commissioner Brackey made a motion to approve the minutes, seconded by Commissioner O'Brien. AYES: 7 NAYES: 0 PARKS AND RECREATION REPORT Chair Portz reported that the winter youth trip was bowling and a movie. Ms. Gangelhoff reported that South St. Paul's spring break is a different date than Mendota Heights' and an activity that would require a bus was not feasible. A program is being planned with Boltz's Tae Kwon Do in Mendota Heights on April 6th with lessons, games and lunch. Also a fun day is being planned on April 7th at the Thompson Park Activity Center with West St. Paul Park and Recreation including lunch, craft station and a Mario Kart Wii tournament. Ms. Gangelhoff also reported that the simple steps program is back with participants tracking their activity and a chance to win prizes. Registration starts on April 1 st on line. Chair Portz said the school flyer went out in mid December. Gymnastics has started and another session will be starting. Skating lessons are also under way with 31 children. The parks celebration is June 6, 2009. Ms. Gangelhoff reported that the school districts 150th anniversary celebration has been scaled down because of budget issues. There will be a vintage baseball game, free cake and music provided by students and alumni that will be at Mendakota Park. Chair Portz said it should be a good parks celebration with a good turnout. Mr. Sedlacek said that volunteers are always needed for the park celebration and contact Ms. Gangelhoff to volunteer. P-1 1/13/09 Draft Chair Portz says he volunteers at the park celebration and it's good to see all the families and kids come out and it's always fun. Chair Portz asked if the ice rinks were good. Ms. Gangelhoff reported the rinks were opened on December 12th. The earliest she remembers them opening. They were closed a few days because of below zero temperatures. Commissioner Brackey asked how the Marie rink was being flooded with the hydrant broken. Ms. Gangelhoff reported that the hydrant across the street is being used. The broken hydrant will not be fixed until after the season is over. Marie is in rough shape. Commissioner O'Brien asked if there were problems with flooding at the Friendly Hills rink. Ms. Gangelhoff reported that it was not freezing right and it cracks and crumbles because of the weather. There is blacktop under the rink. Mr. Blum is trying to address the issue at Friendly Hills. Chair Portz commented that there is a new tennis coach for 2009 and is interested to see how the program is run. Ms. Gangelhoff says it will be the same tennis program as last year and at the end of the season the program will be reevaluated. Chair Portz asked if national night to register for tennis was a new program. Ms. Gangelhoff responded that it was and participants can register for all recreation programs that night. She is thinking of holding the registration at the Par 3 clubhouse on March 2, 2009. Mr. Sedlacek added that on line registration is coming soon to the City's website with Revtrak. Commissioner Morris asked how much it cost. Mr. Sedlacek responded that there is a 3% fee per transaction. It should be coming soon in the next month or two. City staff will load in program offerings and Revtrak will take the registration and send a check and list of people registered. There will be a lot of reporting opportunities. It will be a benefit to the citizens to register any time from the office or home. Commissioner Morris asked where Revtrak was based. Mr. Sedlacek responded they are a twin cities company. The City of Hutchinson is one of their clients. It could be expanded to include tee times at the Par 3 and other things. Chair Portz reported some of the upcoming summer programs are safety camp, golf programs, tennis programs, skateboard camp, soccer camp, and performances in the parks, summer playhouse and the fishing derby. Ms. Gangelhoff said a twins game is being planned on a giant screen outdoors on June 5th at the Village of Mendota Heights. It would be like tailgating party. P_2 1/13/09 Draft Chair Portz commented on the recreation programmers report being a very good report and there being a lot of activities. SUMMER AND FALL PROGRAMS Mr. Sedlacek said a couple of commissioners asked about looking at what programs are being offered and what might be offered. Some of the things to look at would be what is being offered and the cost of these programs. Unfortunately, a report has not been done yet and asked if there was an interest from the Commission to look into these questions with a subcommittee or the whole commission? Chair Portz said it's a good idea to look at and Ms. Gangelhoff does all the programming. Mr. Sedlacek said that Ms. Gangelhoff is a part time employee and remind the Commission that former Chair Spicer always lobbied for a full time person. If adding any new programs, Ms. Gangelhoffs time would need to be looked at to make new programs work. Commissioner O'Brien said it was discussed to ask the community if they would like to see anything added to the recreation programs to generate new ideas. Mr. Sedlacek said the next Heights Hilites is going to print tomorrow maybe a small article could be put in. An email account could be set up for residents to give feedback on recreation programs. Commissioner Morris asked if the parks had a page on the website and maybe set up a link to geocaching. Mr. Sedlacek said there is some information on the parks. The City is hoping to redesign their website. Commissioner Morris said it would be nice to have a page or two for the parks on the website. Mr. Sedlacek said the current web pages could be brought to the February Parks and Recreation Commission meeting for discussion and ideas. Commissioner O'Brien asked when the summer programs are finalized. Ms. Gangelhoff responded mid February for the flyers to get out to the schools. Mr. Sedlacek said the last community survey was done in 1985 for the referendum process. Chair Portz asked where geocaching was at. Ms. Gangelhoff said it was a program she was looking at but the units are about $100.00. She was thinking of holding a class on geocaching. Commissioner Morris suggested having a group come in and talk about geocaching. Ms. Gangelhoff said maybe Gander Mountain could come in and talk about it at the parks celebration. P-3 1/13/09 Draft PAR 3 Mr. Sedlacek reported that 10% of his time is funded from the golf course. That is the correct amount of time. The annual report will be ready for the February meeting. The 2007 format will be used for the 2008 annual report. Commissioner Morris asked if the annual report was posted on the website. Mr. Sedlacek said it was not and should be. Chair Portz liked the format of the report in 2007. Mr. Sedlacek reported that the addition is complete at the Par 3. The addition took most of the summer and fall. The green fees committee met and came up with expenditures for the next three years. Some of the expenditures for 2009 would be: clubhouse carpet $1,500, clubhouse roof (if necessary) $6,000, clubhouse light fixtures $500, course monument sign $3,000, course misc. landscaping $1,000, course tree maintenance $2,000, course tee signs $3,000, hitting mats, $500, building sheet rock in maintenance building $1,500, cage for mech. tools $2,500, and equipment mower $11,000 for a total $32,500. There are no burning issues except for the tee signs. When the numbers come in for 2008 some decision can be made about expenditures. There is no insulation in the roof and would only be needed if the building were to be used in the winter. 2010 expenditures could be patio furniture $2,000, hot water heater $500, extend heat $3,000, tree maintenance $2,000, clean storm water pond $3,000, misc. landscaping $1,000, pond feature $3,000 and mower $11,000 for a total of $25,500. 2011 expenditures could be misc. landscaping $1,000, maintenance restroom, $2,000, wash pad for equipment $15,000, clubhouse heat $3,000, fence on property line $5,000 for a total of $23,000. Mr. Kullander pointed out that natural gas heaters for the maintenance building should be considered maybe in 2012. There is no heat in the maintenance building right now except for portable heaters. It does need to be heated for the sprinkler system room. Chair Portz said good progress has been made at the Par 3. The first year was focused on safety and water. Last year a bathroom was added and brought up to code. Mr. Sedlacek said the big expenses are mowers. The machinery is old at the Par 3 and don't get a lot of hours. They are not the highest priority. The mower scheduled to be replaced in 2009 is the rough mower. If it does die some parks equipment can be used as a back up. There is time to make the decision. The fairway mower was replaced last year. Commissioner Morris asked if there was air conditioning in the club house. Mr. Sedlacek responded there was. Commissioner Morris responded it would be nice to have insulation to save energy. Mr. Sedlacek said the Greens Committee met with a landscape architect, who is excited to provide a landscape plan for around the clubhouse. She's going to submit a couple of plans to the Greens Committee who will forward a recommendation to the Parks and Recreation Commission. P_4 1/13/09 Draft Mr. Sedlacek reported that the Greens Committee is also talking about the Mendota Invitational for Council members, Commission members, staff members, and families with a shot gun start. A Saturday in May is being planned. The Mendota Open is also being discussed for kids to be held in mid June. A couple of individuals have offered to help coordinate the event. It could easily draw a lot of kids. Commissioner O'Brien asked what ages were being discussed. Mr. Sedlacek responded that hasn't been decided yet. Chair Portz was thinking of having two flights based on age — one would be 5, 6 & 7 the other 8, 9 & 10. Commissioner Brackey asked if the Greens Committee was working on the Mendota Open. Mr. Sedlacek said they were. He also reported that Jerry Murphy and Tom Perkins were excited to come back and work at the Par 3. Commissioner O'Brien asked if something could be put in the Heights Hilites about renting out the Par 3 clubhouse for private events. Mr. Sedlacek said a policy needs to be done but a birthday party program is being worked on. The Greens Committee is also talking about the storm water pond. They believe more can be done with it. PARKS PROJECT UPDATES Mr. Kullander reported that the City Council did not accept the recommendation for the Victoria Highlands Park. Council told staff to cut the price by $6,000 and to add the shade shelter. Some of the play elements were taken out. There will be concrete sidewalks around the playground. The free standing 2-5 year old element was eliminated and a couple more spring toys were added. A sandbox sink was also added. The equipment was ordered in December. Victoria Highlands Park and Friendly Hills Park new equipment will be installed in early spring. City Council expressed that expenditures be frugal until the economy improves. Chair Portz asked if the equipment included the shade element. Mr. Kullander reported that it did. Chair Portz said he liked the process for the Victoria Highland Park play equipment and the final outcome. There was a lot of good discussion. Good playground equipment was purchased at a reasonable price. It will be interesting to see how the shade element goes over. Chair Portz asked about the trail request from the Lilydale Planning Commissioner and whose property it was on. Mr. Kullander responded that John Deihl who is on the Lilydale Planning and Zoning Commission brought up the request. He is a new member and was not aware of what happened when this was brought up in 2003. The trail would be along Highway 13 on the riverside. In 2003, Lilydale P_5 1/13/09 Drgfl approached Mendota Heights and asked to help share to costs of building the trail. The project would require storm sewer because there is a lot of rock in the area. The cost would be about $240,000 to $250,000. The Parks and Recreation Commission recommendation was not to participate in the project and City Council agreed. Mr. Deihl was sent the information from 2003 to look over and has not responded. Commissioner Portz asked if the property was in Lilydale. Mr. Kullander responded that a couple hundred feet of the trail would be in Lilydale and the rest of it would be in Mendota Heights. STAFF COMMENTS Mr. Kullander reported that the aerator was turned on at Rogers Lake on Friday, January 2nd. The DNR notifies the City when it needs to be turned on. There are no more fish kills like in the past and it has been a success. Mr. Sedlacek reported that the spring clean up is scheduled for May 2nd at the Mendota Plaza. No household hazardous waste will be accepted. Also, the Mendota Mall redevelopment talks have been very productive the last couple of months. City Council will vote on it next Tuesday night. The creek is being preserved and there is discussion of a trail. Park dedication fees will need to be discussed at the February Parks and Recreation meeting. A final plan will come before Council in about six weeks. COMMISSON COMMENTS Commissioner Kraus said he has appreciated Commissioner Craighead's involvement on the Parks and Recreation Commission and asked how long he has been on the Commission. Commissioner Craighead responded he has been on the Commission for 10.5 years. Commissioner Kraus commented that someone would have to be found who would advocate for trails and it has been nice working with Commissioner Craighead. Commissioner Brackey commented that she has worked a short time with Commissioner Craighead and wanted to thank Commissioner Craighead for all the service he has given to the City of Mendota Heights. Commissioner Toth invited Commissioner Craighead to come back and help with the fishing derby. Commission Craighead said he would like to come back and help at the fishing derby. Chair Portz said that he is a friend and neighbor of Commissioner Craighead. Commissioner Craighead has made a contribution to the community by being on the Parks and Recreation Commission. Commissioner Morris said he enjoyed hearing Commissioner Craighead's opinions and counsel when there were debates and it will be missed. P_6 1/13/09 Draft Commissioner Morris asked Mr. Sedlacek what the financial situation was looking like for Mendota Heights. Mr. Sedlacek responded that Mendota Heights has also been fiscally responsible and has been for years. There is a healthy reserve balance and seems to be in good financial shape. Commissioner O'Brien agrees with everyone's comments about Commissioner Craighead and hopes he enjoys his travels. Commissioner Craighead thanked Mendota Heights for the opportunity to serve for the last 10.5 years. He also thanked Mr. Kullander for his good services to the Parks and Recreation Commission. He got involved because of his three boys that were in Mendota Heights' programs. He encourages people to get involved and apply for the open seat. Mr. Sedlacek said the open seat will be advertised and if anyone is interested to call city hall at 651- 452-1850 or email city hall at cityhall@mendota-heights.com. Chair Portz said that after the meeting there will be treats for Commissioner Craighead. Commissioner Craighead made a motion to adjourn the meeting. Commissioner Kraus seconded the motion. P-7 1/13/09 CITY OF MENDOTA HEIGHTS MEMORANDUM Date: FEBRUARY 10, 2009 To: PARKS AND RECREATION COMMISSION From: TERESA GANGELHOFF RE: JANUARY/FEBRUARY PARK AND RECREATION REPORT Youth Trips Greg Bolton from Boltz's Tae Kwon Do met with me to plan a spring break program at his center in MH on Monday April 6 during spring break. (So. St. Paul has a different spring break this year so we can't do any activity that will require a bus as we would not get enough participants without them to share bus cost.) On Tuesday, April 7 we have planned a Fun day for youth at Thompson Park Activity Center with WSP Park and Rec. Again parents will drop off kids at the center and we have a day full of fun activities planned including a Mario Kart Wii tournament! I met with SSP and WSP and we have planned our summer Thursday youth trips. I am currently working on the summer flyer and will have them listed for you next month. Simple Steps and "Do the Parks" and NRPA "Achieve" Grant Application Simple Steps program which will start on April 1. Again participants can register on line and track their activity and win prizes. We are working with Dakota County to develop a better Do the Parks/Simple Steps website that will have all our city information on with activities residents can do outside to get active and enjoy recreation opportunities in our community. We will have registration available at the Park Celebration and I will I have 50 t -shirts to give a way that day for the first 50 that sign up. We have applied for this Achieve Grant. We are looking at other "Healthy" programs to implement for MH and together with Eagan, Hastings, IGH, MH and Dakota County Public Health we applied for a grant to NRPA to help with promote better health in our communities by addressing physical activity, nutrition and tobacco use as our top priority. School Fiver Currently working on a flyer to go out last week of Feb. to the schools to promote our summer activities and give notice of our Youth sign up night. Gymnastics The Sibley Gymnastics team offer gymnastics for Mendota Heights that started up Jan 24 and runs to Feb. 28 at Henry Sibley HS. OVER Learn to Skate Outdoor skating lessons began Jan. 3`d and are held at Friendly Hills though the month of January and Feb. for 5 weeks. 31 children registered for classes and lessons are offered according to skating ability. The last lesson finished Feb. 7. 55+Programs MH Park and Rec promotes the Northern Dakota County-TPAC programming for our area seniors and I continue to help Barb Eschle with some of the programming representing the City of Mendota Heights. I met with WSP, SSP, IGH and TPAC today Feb. 10 on some programs we plan to promote together this spring and summer. Park Celebration Plans are in place for this year's celebration to be held Saturday, June 6, 2009. If you have any ideas you would like to see or want to volunteer please let Teresa know. I am working with Deb McConnell who is in charge of the Dist. 197 150th Anniversary Celebration. They have decided by taking a survey with parents and teachers that they will not plan any programming at the high school on June 6 but have decided to promote the birthday with fee cake, a vintage baseball game, music provided by students and alumni and displays that will be set up at our park celebration. Ice Rinks We opened the rinks on Friday December 12. We have closed a few days because of weather below 0. We have closed the rinks for this week (Feb 9) until it gets cold again and we can flood them over, we hope to try and re -open Thursday or Friday. MENDOTA HEIGHTS WARMING HOUSE/RINK HOURS The City of Mendota Heights has 3 outdoor hockey and pleasure rinks that are opened weather permitting December 13th until Early March, A rink attendant will be on duty during the regular warming house hours listed below. The outdoor rinks and warming houses will be CLOSED and outdoor programs will be canceled when the air temperature is below zero. Please keep children home on these days. For information concerning ice rinks call the ice rink/warming house hotline at 255-1174 or for skating lesson info call 255-1173. Tony Olson who was a past tennis coach at Highland High School and is currently a teacher at Harding HS in St. Paul is excited to get back to coaching and very enthusiastic about becoming our program and Jr. Tennis team instructor/coach. He will implement the same programming we have done in the past for 2009 and then decide after the summer season if he feels we should make any adjustments. We are planning a tennis team program with neighboring cities and Terry will coach our youth and travel between the cities for games in the afternoon after our lessons. More info will be available on this program next month. Recreation Registration niqht Monday, March 2, 2009 We are planning a registration night along with USTA (National Night to register for Tennis in Your Community.) I am also planning to hold registrations for all summer Golf, Tennis camps, leagues, lessons and all recreation events on this night. We will hold this at the "Newly Remodeled" Par 3 Golf Club House. Registrations time 6:30 — 8 pm I hope to have our tennis coach -Terry and the Par 3 manager or golf instructors on hand during this event. Recreation Programs Going to On -Line Registration The date is still to be determined but we plan to use RevTrack to register for programs online. Residents will still be able to walk in or register by mail also. Possible Summer Playgrounds Programming Liz, Maureen and I are meeting to discuss a possible new program for MH this summer. We are thinking of having weekly program where a child comes for the week for one fee and our instructor will have activities planned or geared to a certain themed week. We will need to look into start up cost for the program and the fees will need to cover staff. We also have an interest in kids from Vis/St. Thomas/Sibley that are looking to volunteer. Gearing up for Summer Currently I am putting together the summer programs to include: Safety Camp August 11, 12, 13 Golf and Tennis programs Skateboard Camp Soccer Camp Performances in the Parks (to include a Twins Game on Giant Screen Outdoors on June 5111) Summer Playhouse Fishing Derby FAQs on DEDICATED FUNDING September 2008 Minnesota voters, when they go to the polis on Nov. 4, will have an opportunity to vote on a proposed Clean Water, Land and Legacy Amendment. During the 2008 session, the Minnesota Legislature agreed to place the amendment on the ballot. While state employees are not authorized to use state time or resources to advocate for or against the amendment, we can provide some general information to the public. Below are answers to frequently asked questions about the Clean Water, Land and Legacy Amendment. What does the ballot question actually say? The question that will be on the 2008 General Election ballot will state: "Shall the Minnesota Constitution be amended to dedicate funding to protect our drinking water sources; to protect, enhance, and restore our wetlands, prairies, forests, and fish, game, and wildlife habitat; to preserve our arts and cultural heritage; to support our parks and trails; and to protect, enhance, and restore our lakes, rivers, streams, and groundwater by increasing the sales and use tax rate beginning July 1, 2009, by three-eighths of one percent on taxable sales until the year 2034? Yes O No O How much money would this raise and what would it be used for? The current general sales and use tax rate is 6.5%. Sales tax revenue is deposited in the state General Fund. If the ballot question passes, it would increase the general sales and use tax rate by three-eighths of one percentage point (0.375%) to 6.875% and dedicate the additional proceeds as follows: 33% to a newly created Outdoor Heritage Fund to be spent only to restore, protect, and enhance wetlands, prairies, forests, and habitat for game, fish, and wildlife (approximately $80 million in FY 2010 and $91 million in FY 2011); 33% to a newly -created Clean Water Fund to be spent only to protect, enhance, and restore water quality in lakes, rivers, streams, and groundwater, with at least 5% of the fund spent to protect drinking water sources (approximately $80 million in FY 2010 and $91 million in FY 2011); 14.25% to a newly created Parks and Trails Fund to be spent only to support parks and trails of regional or statewide significance (approximately $35 million in FY 2010 and $39 million in FY 2011); 19.75% to a newly created Arts and Cultural Heritage Fund to be spent only for arts, arts education, and arts access, and to preserve Minnesota's history and cultural heritage (approximately $48 million in FY 2010 and $54.5 million in FY 2011). These figures are estimates from the Minnesota Department of Revenue; the total amount of money available from future sales tax receipts can be greatly affected by general economic conditions in the state. The money dedicated under the constitutional amendment will be appropriated by law. The dedicated money must supplement traditional funding sources for these purposes and could not be used as a substitute. Will the DNR receive this money? These dollars will not go directly to the Minnesota Department of Natural Resources (DNR). The Legislature will make final funding decisions based on the merits of any proposed projects. Projects can be proposed by the DNR as well as other organizations and agencies. The constitutional amendment states that funds can only be used for projects that meet the criteria established by law. That is, they must restore, protect, and enhance wetlands, prairies, forests, and habitat for game, fish, and wildlife; protect, enhance, and restore water quality in lakes, rivers, streams, and groundwater; and support parks and trails of regional or statewide significance. Friendly Marsh Park 2150 Apache Lane This 33.4 acre passive park is located adjacent to the Dodge Nature Center. The natural area adjacent to a pond and drainage way attracts a variety of wildlife. A paved pathway through the park connects the adjacent neighborhood to the Mendota Plaza shopping center. Hagstrom King Park 575 Mendota Heights Road Mendota Heights Road, east of Huber Drive This 9.6acre neighborhood park offers half -court basketball, grass volleyball, play equipment, paved trail and a youth softball field. Ivy Hills Park 635 Butler Avenue This is a 9.3 acre neighborhood park. Facilities include a youth softball field (youth soccer overlay), playground, double tennis court, paved trail, grass volleyball, half -court basketball and scenic pond surrounded by wildflower/natural plantings. Kensington Park 2627 Concord Way Concord Way and Stonebridge Road This is a 14.6 acre neighborhood park with two full-sized soccer fields, paved parking lot, play area, two picnic shelters, paved trail connections, stone overlook of pond and wildflower/natural plantings. Mendakota Park 2171 Dodd Road This premier nineteen acre community park offers something for everyone. There are four adult softball fields, a paved basketball court, grass volleyball court, a large play area with resilient surfacing, a large picnic shelter and a concession/restroom building with a second level observation deck located in the "hub area" of the ball fields. There are paved walking paths throughout the park. Rogers Lake Park 1000 Wagon Wheel Trail This 9.2 acre community lakefront park is a popular picnic area. It offers a mature natural area, skateboard park, play area, picnic shelter, paved trails, sand volleyball court, horseshoe pit and half - court basketball. Although there is no swimming beach, a fishing pier constructed in 2001 provides an opportunity for fisher persons of all skills and ages to catch several varieties of fish. In 2001, the Minnesota Department of Natural Resources provided and installed shore line plantings as a five year Shoreline Restoration Demonstration Project. Only non -motorized boating is allowed on the lake. Sibley Park 1819 Delaware Avenue Developed in cooperation with Independent School District 197, this 11.2 acre athletic complex is located adjacent to Henry Sibley High School. Facilities constructed by the city include a large soccer field, two adult sized softball fields and a full sized baseball field. A concession building/comfort station is available in the center area. Paved trails provide access from the High School parking lot. Additional facilities on the Sibley site include baseball/softball fields, track, soccer/football fields and eight tennis courts. Valley Park 825 Marie Avenue Valley Park is a 94.4 acre community/neighborhood park. Valley Park's uninterrupted areas provide residents with a quality natural habitat. Its mature and diverse vegetation and undulating terrain and trail linkages offer an outstanding opportunity for nature walks and bicycle tours. Facilities include natural areas, ponds and a creek that meanders the length of the park, paved trails, foot bridges, double tennis court, picnic shelter, half -court basketball, playground area, and youth softball field. The paved trail runs 1.8 miles from Highway 13 to the intersection of Dodd Road and Highway 110. Par 3 Golf Course Business Profile% A. Business Concept The Mendota Heights Par 3 (Par 3) is a self-supporting enterprise. Revenues generated by the course as well as retained earnings pay for all expenses including depreciation, equipment replacement, and capital improvements. The Par 3 is a seasonal facility, generally opening in Mid -April and closing in Mid -November. B. Scope of Products and Services The Par 3 offers a quality par three public golf course with a simple layout. Primary users are local youth, including Parks and Recreation programs from the neighboring communities, as well as adult and corporate league play. Open play draws customers of all ages from the City and surrounding communities. C. Competitive Advantage 'The Par 3's competitive advantage is rooted in its community-based focus, low level of difficulty and central location. The course is easy to find from all directions. Shorter than most Par 3 courses, the Par 3 provides a welcome environment for beginners, and a quick round for experienced players. Having been in the community since 1961, the course has strong sentimental value for customers who learned to play on the course as kids. D. Geographic Markets Communities within five miles of Mendota Heights are the P3's primary geographic market. Secondary markets include other communities within the metro area, but primarily within a 20 - mile radius. All public play golf courses located within the 494/694 metropolitan loop are government owned facilities. E. User and Customer Groups Leagues and lessons are a significant portion of the P3 customer base, but open play has historically been the focus of this business. There is rarely a time in the week when walk-up customers are unable to get on the course with little delay. The returning Clubhouse Manager has plans in place to coordinate more tournaments and parties help to fill the course on Saturday mornings, which has developed as our slowest period for walk-up players. F. Distribution Channels The Clubhouse Manager is the primary staff person responsible for developing leads to generate business, making customer contacts, developing relationships and marketing the facility. G. Key Competitors There are a handful of Par 3/executive courses in the P3 primary market area and a number of regulation 9 -hole courses. While customers to Par 3 and executive courses typically stay within their own community, staff is aware of families travelling from as far as Apple Valley to play our Par 3, citing price, friendliness of the staff and the simple course layout as reasons to make the drive. Mendota Heights Par 3 Annual Report 2008 2 H. Organizational Structure�4�GS� The Par 3 is a publicly owned facility supported by its own revenue stream. The course is expected to "pay its own way" including capital improvements. It is not anticipated that Mendo Heights general tax dollars will be necessary to support the facility. Operations are administered as an enterprise fund, overseen by the Assistant to the City Administrator. A part time Clubhouse Manager oversees clubhouse operations, while maintenance operations and activities are contracted out. Part time staff covers clubhouse, ranger and instructor shifts. Recommendations are made by the Parks and Recreation Commission to the City Council regarding policies which direct the operation and use of the golf course. 11. 2008 Rounds Played The P3 experienced approximately 12,314 open golf rounds played this year on 191 days of operation, an increase over 2007, when there were 12,114 open golf rounds over 203 days of operation. Staff does not have an accurate count of rounds relating to recreation programs and leagues, but have captured raw data and hopes to have comparisons available for future reports. 111.2008 Revenue/Expenditures and Capital Expenses A. Expenses in 2009 are anticipated to be in the range of $33,000, with completion of purchases dependant upon the success of the golf season. The roof on the clubhouse is a major concern — it is old, but currently functioning. Current estimates for replacement are 6,000, which may or may not need to be completed this year. The other significant expense is the replacement of the rough mower, budgeted at $11,000. This item ultimately can be put on hold if necessary, as the city can back up this piece of equipment in the event of a major breakdown. IV. Analysis of 2008 The 2008 golf season at the P3 experienced a soggy start, with numerous rain outs and one snow out. Despite a slow start, greens fees for 2008 were slightly ahead of 2007. Even a slight increase reverses a national trend in the golf industry which on the whole, saw the number of rounds played was down approximately 3% from the previous year. In the first full season as a municipal golf course, the Par 3 saw a number of improvements — a clubhouse addition project added handicapped accessible doors and bathrooms. While the project was anticipated for completion in late may, the work ended up taking the entire golf season. Course conditions were improved through better turf maintenance principles, and all sand traps on the course were re -worked improving both the play and appearance of the course. Despite constant work, course attendees managed to play through, and will be able to enjoy a course which is not only more welcoming and more appealing, but also much quieter in 2009. The Clubhouse Manager was new for 2008, and has a number of ideas to maximize the balance between programs and active tee times. The quality of the golf experience at the Par 3 has been reported to staff as the best it has been in years. Course improvement projects for 2009 will have less impact on the golfing public, and V will ensure that the course is resistant to adverse conditions of weather and disease. An ad-hoc greens committee has connected with a local landscape architect to develop a master plan for the clubhouse area, to be implemented in phases. Given current economic conditions, staff is anxious to see what the impact of play may be. In 2008, there appeared to be no change in consumer habits at the course. Fee changes and promotions may be warranted, staff is prepared to make changes as necessary to ensure a steady stream of business. V. Fee Analysis Staff has surveyed similar courses in the surrounding area and found the Par 3 to be the least expensive Par 3/Executive course in the Twin Cities area. As a result of this study, staff recommended that Senior and Junior golf rates stay the same, and fees will be increased $1 for other golfers. Staff will keep a close eye on the impact of this rate change and it's impact on the course. VI. 2009 Pro -Forma A pro -forma for 2009 will be developed as a tool for gauging month-to-month budget performance.
