been rescheduled to 6:00pm on Monday, April 15, taking place in the City Hall
Council Chambers. The original workshop scheduled for Thursday, April 11 was postponed
due to weather concerns.

Public Reception & Jerry Murphy Community Service
Award Ceremony Honoring Mr. Bert McKasy
The public is invited to attend a reception honoring the 2019 Jerry Murphy Community
Service Award recipient Mr. Bert McKasy, from 6-7pm on Tuesday, April 16 at City Hall.
Following the reception, the award will be presented in memoriam to the family of Mr.
McKasy during the City Council meeting at 7pm.
As a forty-five-year resident of Mendota Heights, Mr. McKasy volunteered on a local level,
working with Jerry Murphy to establish and grow the Mendota Heights Community
Criminal Apprehension Fund (MCCAF), an organization dedicated to crime prevention
through community and police partnerships. He was also one of the founding members of
the Mendota Heights Foundation, which is in the final stages of its legal organization
process. Once registered, The Mendota Heights Foundation will be able to accept and
make philanthropic donations which will benefit the Mendota Heights community.

Mendota Heights Parks—Updated Tobacco Policy
On April 2, the City Council adopted Ordinance 539 updating the Tobacco-Free Policy in
city parks. Parks have had a tobacco-free policy since 2006; the new policy added
restrictions for all forms of tobacco use including E-cigarettes and chewing tobacco. The
ordinance is currently in effect, and new signs will be posted in the parks in the near future.

Spend the morning at Mendakota Park,
Rogers Lake, or Valley Park assisting
with garbage and landscape debris
removal, raking, clearing sediment,
buckthorn removal, and more. There
will be kid-friendly and adult-only tasks
available. Volunteers should bring work
gloves, wear closed-toe shoes, and
appropriate clothing. Work equipment,
bags, and safety vests will be provided
as needed.
At 11:30am volunteers will gather at
Mendakota Park for a tree planting
(weather permitting) and appreciation

Support more than 8,200 athletes of Special Olympics of Minnesota by
participating in the 5K on Saturday, June 1. Proceeds support year-round
sports training and competition for these talented athletes. Registration is $25
before 6pm on May 31, or $30 on the day of the event.
Participants will receive a T-shirt and have an opportunity to compete for
awards in age categories 19 and under, 20-49 Open Division, and 50+ Master
Division. There will be an awards ceremony and prize drawing upon conclusion
of the race near the finish line.

2040 Comprehensive Plan Update
The Comprehensive Plan is an official and formal document adopted by the
City every 10 years, and contains the City’s goals and policies as they relate
to land use, housing, parks and open space, transportation, utilities, and other
issues. The Comprehensive Plan provides a general future plan or guide for
the community from 2020 to 2040. The 2040 Comprehensive Plan update is

Accepting Applications for a Natural Resources/GIS Intern
The Natural Resources/GIS Intern assists the Natural Resources Technician and Engineering staff with planning,
administration, and implementation of programs relating to water resources, upland habitat management, and forestry.
The position will also assist with general engineering projects and GIS work. The Natural Resources/GIS Intern reports
to the Public Works Director.
Minimum Qualifications:
Enrollment in an accredited college or university program in a natural resources, biology, geography or
engineering related field with a minimum of one year of course work completed.
Experience in native plant identification, habitat management, and water resources.
Familiarity with GIS, AutoCAD desirable.
Valid MN Driver’s License and a good driving record.
Hourly Rate: $12.00 to $15.00 per hour, depending on qualifications
Length of Internship: Up to 40 hours per week for 13-15 weeks, depending on student's school schedule.

Opening April 15
Dakota County Community Development Agency's
Senior Housing Program provides affordable rental
housing to Dakota County's growing and active senior
population, and serves adults age 62 and older. Waiting
lists for 2-bedroom units at the Parkview Plaza
and Village Commons in Mendota Heights will
open at 9am on April 15. In addition to Mendota
Heights, properties will open in Farmington, Hastings,
Inver Grove Heights, Lakeville, Rosemount, West St.
Paul, and South St. Paul. For more information review

City Hall— Business Hours Change
To provide improved service, the City Council has
approved summer business hours at City Hall. These
hours better accommodate contractor and resident
needs for an earlier opening time during the busy
summer season. The new hours will go into effect
Monday, April 29 and run through Friday, Sept. 27. Please
note that these hours do not affect MHPD or Public
Works building hours. The lower level doors to the
police area at City Hall will remain open 8:00am-4:30pm,
Monday thru Friday, for assistance with police-related
business.

Mendota Heights Par 3 Update
The Par 3 opened April 9, however due to weather conditions is
currently closed. Stay tuned to the City’s website and social media to
be the first to play when it reopens! The Mendota Heights Par 3 Golf
Course is a 9-hole, par 27 golf course owned and operated by the City
of Mendota Heights. The course features a forgiving layout and caters
to golfers of all ages. In addition to golf, the Par 3 offer a 9-hole
footgolf course. Footgolf is a combination of golf and soccer. Bring
your own ball or rent one at the course.

Free Water Testing Kit and Open Houses
Attend an Open House hosted by Dakota County on Tuesday, April 30, 5-8pm
at the Dakota Lodge in Thompson Park. Complete a survey and receive a free
water test kit for lead. The kit is for city water or private well use. At the Open
House, you can share your ideas on groundwater and land conservation in
Dakota County. There are additional Open Houses coming up in Farmington,
Hampton, and Hastings for private well owners to bring a water sample to for a

The New Adopt-a-Drain Program is
coming to a Storm Drain near You!
Have you taken a look around your street lately? Is your street
filled with sediment, leaves, grass clippings, or other debris? While
leaves and grass clippings seem ‘natural’, when it comes to surface
water quality, they are considered a pollutant, because they add
more nutrients to our surface waters and cause harmful algal blooms, and lower oxygen levels. This can be harmful to
animals, people, and aquatic life. Everything that’s in the street, including leaves, grass clippings, sediment, oil, gas, and
garbage all find their way to our lakes, rivers, streams, and wetlands, often untreated.
Now there is a new program that is available to Mendota Heights residents, created by Hamline University and the
Metro Watershed Partners. This program allows citizens to take action to improve water quality in their community.
The program is called Adopt-A-Drain and signing up is simple! Just click on the link below, enter your address, and
choose a drain near your house. When you volunteer to adopt a storm drain, you are helping to keep harmful
pollutants and nutrients out of lakes, wetlands, rivers, and streams that cause excess algae blooms. These blooms block
sunlight and prohibit the growth of plants that provide habitat, as well as depleting much needed oxygen for fish and
aquatic life.
Adopting a storm drain simply involves keeping it free of sediment, trash, leaves, and other debris by sweeping and
collecting it at least twice a month. Please use caution and follow the safety procedures on the Adopt-a-Drain website.
You can even track how much you are collecting using the website. It is a simple, easy way you can help do your part

Speed limits on MN roads are set based upon typical roadways under ideal
condiƟons MN Statute 169.14. All other speed limits are set by the DOT
Commissioner based upon an engineering and traffic invesƟgaƟon. The following
factors are considered:
Road type and condiƟon
LocaƟon and type of access points (intersecƟons, entrances, etc.)
Sufficient length of roadway (1/4 mile minimum)
ExisƟng traffic control devices (signs, signals, etc.)
Crash history/traffic volume/sight distances (curve, hill, etc.)
Test drive results/speed study
What are the most current common speed limits?
10 mph in alleys
30 mph on streets in urban districts
55 mph on other roads
65 mph on expressways
65 mph on urban interstate highways
70 mph on rural interstate highways

THEFT FROM MAILBOX — 1X HINGHAM CIRCLE 04/05/19, 1614 HOURS
Officers were dispatched on report of mail lying across several yards on the 10 block of Hingham Circle. Officers
collected the mail and returned it to the owner. No mail is known to be missing at this Ɵme. It appeared that other
mailboxes had been gone through as well.
3RD DEG DWI — 9XX DOUGLAS RD 04/05/19, 0149 HOURS
Officer conducted a traffic stop for an equipment violaƟon on the 900 block of Douglas Road. While speaking with
the driver, the officer could smell a strong odor of consumed alcoholic beverage coming from inside the vehicle. The
officer conducted a field sobriety test on the driver who was subsequently arrested. Driver was transported to the
Dakota County Jail where he was booked for 3rd Degree Gross Misdemeanor DWI. The vehicle was legally parked on
the side of the road.
THEFT FROM MV — 21XX SIBLEY MEMORIAL HWY 04/05/19, 0915 HOURS
Officer responded to the report of a theŌ from motor vehicle on the 2100 block of Highway 13. The vicƟm reported a
credit card was stolen from his vehicle someƟme during the day. There is no suspect informaƟon at this point.
CIVIL ASSIST — 13XX NORTHLAND DR 04/06/19, 2115 HOURS
Officers responded to the 1300 block of Northland Dr on reports of a disturbance at a hotel. Upon arrival it was
determined that the taxi cab driver was over‐charging riders for their fares. Because no transacƟons had taken place
the driver was paid the correct amount and a stern warning was given.
DETOX — 7XX HIGHWAY 62 04/07/19, 1321 HOURS
Officers responded to an intoxicated person causing a disturbance on the 700 block of Highway 62. Officers
determined that the party was intoxicated and unable to care for himself. He was ulƟmately transported to Ramsey
County Detox and placed on a Detox Hold.
ILLEGAL DUMPING — 7XX SIBLEY MEMORIAL HWY 04/07/19, 0826 HOURS
Discovered an abandoned boat on private property. Spoke to the owner of the property and the boat. It has been
removed. Case Status: Closed/Civil.
4TH DEG DWI — I35E/MENDOTA HEIGHTS RD 04/08/19, 0053 HOURS
While patrolling the area of Interstate 35E and Mendota Heights Rd officers stopped a vehicle for speeding and
crossing over the lane lines. Field sobriety tests were performed and the driver was arrested for DWI. Driver was
transported to the Dakota County Jail.
DAR/NO INSURANCE — LEXINGTON AVE/MARIE AVE 04/09/19, 0002 HOURS
Officer conducted a traffic stop near the intersecƟon of Lexington Avenue and Marie Avenue. The adult male driver
of the vehicle was found to have a revoked driver's license, and the vehicle was uninsured. The vehicle was
impounded and the driver cited.

CRISIS — 13XX SIBLEY MEMORIAL HWY 04/09/19, 2128 HOURS
Officer was dispatched to a report of a male on the trail who appeared to be going through withdrawals. Officer
located the male and aƩempted to gather informaƟon from him. The male was in an altered mental state and he
could not answer simple quesƟons such as his name. The male was considered a danger to himself and transported
to Regions Hospital for evaluaƟon.
STOP ARM VIOLATION — MENDAKOTA CT/MENDAKOTA DR 04/10/19, 0820 HOURS
ISD 197 faxed a school bus stop arm violaƟon form to the police department. The incident took place on 04‐09‐2019
at 1538 hours, near the intersecƟon of Mendakota Dr. and Mendakota Ct. Through invesƟgaƟon, the driver will be
mailed a citaƟon for the offense.
TAMPER W/MV — 13XX 2 ST 04/10/19, 0905 HOURS
Officers responded to a phone call request on a damage to property call from the 1300 block of 2nd St in Mendota.
Damage was done to the frame of the door as the suspect tried to pry open the door. Access to the vehicle was not
gained and nothing was stolen. No suspects are known at this Ɵme.
DOMESTIC ASSAULT — 13XX NORTHLAND DR 04/07/19, 1955 HOURS
Officers responded to a reported domesƟc assault in progress on the 1300 block of Northland Drive. When Officers
arrived they could hear a party crying inside and another party screaming. Officers eventually entered the unit and
arrested an adult male for domesƟc assault. The male was transported to the Dakota County Jail.
FRAUD — 11XX VICTORIA CURVE 04/10/19, 1613 HOURS
Officers responded to the police department on a walk in fraud report. Resident lost their card at a shopping center
and it has been fraudulently used since. The total charges have amounted to over $4000. Officers are waiƟng for

Responded to the 1800 block of Delaware Av to invesƟgate a possible theŌ involving two juveniles. Both juveniles
became disorderly during the invesƟgaƟon and one of them assaulted an officer. Both juveniles were subsequently
released to their parent/guardian. Case to be forwarded to County AƩorney for charging consideraƟon.

the PD where Dakota County residents can safely &
anonymously dispose of their prescription drug
medication. This program is mainly meant to keep
narcotics off the streets and dispose of medications in
environmentally sound ways.
