There will be a community listening session, arranged by the cities of Mendota

NCAA Final Four Flying into the Twin Cities
The Metropolitan Airports Commission (MAC) is counting down to the big events being
hosted this year in Minneapolis for the 2019 NCAA Men's Basketball Final Four
Championships. This series of games and associated events will take place April 2-8, and will
bring many visitors to the Twin Cities and surrounding area. Residents may notice unusual
amounts of aircraft activity at Minneapolis-St. Paul International Airport and surrounding
general aviation airports, and in the skies above. The busiest air travel days are anticipated

City Hall— Business Hours Change
To provide improved service, the City Council has approved summer business hours at
City Hall. These hours better accommodate contractor and resident needs for an earlier
opening time during the busy summer season. The new hours will go into effect Monday,
April 29 and run through Friday,
Sept. 27. Please note that these
hours do not affect MHPD or
Public Works building hours. The
lower level doors to the police
area at City Hall will remain open
on Friday afternoons for walk-in
traffic.

Support more than 8,200 athletes of Special Olympics of Minnesota by
participating in the 5K on Saturday, June 1. Proceeds support year-round
sports training and competition for these talented athletes. Registration is $25
before 6pm on May 31, or $30 on the day of the event.
Participants will receive a T-shirt and have an opportunity to compete for
awards in age categories 19 and under, 20-49 Open Division, and 50+ Master
Division. There will be an awards ceremony and prize drawing upon conclusion
of the race near the finish line.

The Comprehensive Plan is an official and formal document adopted by the
City every 10 years, and contains the City’s goals and policies as they relate
to land use, housing, parks and open space, transportation, utilities, and other
issues. The Comprehensive Plan provides a general future plan or guide for
the community from 2020 to 2040. The 2040 Comprehensive Plan update is

Severe Weather Awareness Week April 8-12
There will be two statewide tornado drills on Thursday, April 11 at
1:45pm and 6:45pm. Outdoor warning sirens and NOAA Weather
Radios will sound in a simulated tornado warning. This is a wonderful
opportunity to practice severe weather plans at home, in the
workplace, and in the community. There are also awareness topics

The New Adopt-a-Drain Program is
coming to a Storm Drain near You!
Have you taken a look around your street lately? Is your street
filled with sediment, leaves, grass clippings, or other debris? While
leaves and grass clippings seem ‘natural’, when it comes to surface
water quality, they are considered a pollutant, because they add
more nutrients to our surface waters and cause harmful algal blooms, and lower oxygen levels. This can be harmful to
animals, people, and aquatic life. Everything that’s in the street, including leaves, grass clippings, sediment, oil, gas, and
garbage all find their way to our lakes, rivers, streams, and wetlands, often untreated.
Now there is a new program that is available to Mendota Heights residents, created by Hamline University and the
Metro Watershed Partners. This program allows citizens to take action to improve water quality in their community.
The program is called Adopt-A-Drain and signing up is simple! Just click on the link below, enter your address, and
choose a drain near your house. When you volunteer to adopt a storm drain, you are helping to keep harmful
pollutants and nutrients out of lakes, wetlands, rivers, and streams that cause excess algae blooms. These blooms block
sunlight and prohibit the growth of plants that provide habitat, as well as depleting much needed oxygen for fish and
aquatic life.
Adopting a storm drain simply involves keeping it free of sediment, trash, leaves, and other debris by sweeping and
collecting it at least twice a month. Please use caution and follow the safety procedures on the Adopt-a-Drain website.
You can even track how much you are collecting using the website. It is a simple, easy way you can help do your part

SAFETY TIPS
Spring rain brings slippery road conditions and flooding. According to the
Federal Highway Administration, rain was a culprit of 46 percent of all
weather-related crashes from 2005 to 2014, and wet pavement in general
accounted for 73 percent. Slow down and drive carefully: The first few
rainy days of spring can produce exceptionally slippery roads due to oil
and other leaked fluids mixing with rainwater, so slow down and increase
your stopping distance when it's raining (up to 4 times normal stopping
distance).
Check your lights: Since spring rain can make driving visibility difficult,
make sure all your lights work, including headlights, taillights, backup
lights, turn signals, parking lights, and brake lights.
Replace your wiper blades: Worn-out wiper blades may not be doing a
good job of clearing water away from your windshield. Check your wiper
blades and replace them if necessary (usually once a year).
Check your tire pressure: Harsh winter weather can deflate your tires.
Make sure you have enough air in them once spring rolls around.
Keep your eyes peeled for bad road conditions: Remember that our harsh
winter weather breeds potholes and other driving obstacles that we have
seen quite a bit of this season.
Watch out for animals: This is especially important during the early
mornings and evenings when animals are most active, especially deer,
that are most active at dawn or dusk.
Spring also brings cyclists and pedestrians out of hibernation. Driving
alongside cyclists and pedestrians can make traffic maneuvers, from
turning right to parallel parking, more dangerous.

DWI — Hwy 13 03/29/19, 0124 HOURS
While on routine patrol Officer came across a vehicle stopped in the turn lane at the intersection of HWY
13 and Victoria Curve. The driver of the vehicle was unconscious; Officer attempted to wake the driver. The
driver woke up and drove the vehicle into a sign. Driver attempted to complete SFST; the driver was
arrested for DWI. Driver processed at the Mendota Heights PD and transported to the Dakota County Jail.
DRUGS — 1XXX Northland Drive 03/26/19, 0820 HOURS
A vehicle was stopped for not having a license plate near the 1XXX block of Northland Drive. Officers
observed the smell of marijuana coming from inside the vehicle. A search was conducted and marijuana
and paraphernalia was found inside the vehicle. A citation was issued to the driver.
THEFT — 2XXX Stockbridge Road 03/29/19, 1027 HOURS
Resident came to the lobby to report theft of packages. Order was shipped and delivered sometime in
January according to retailer. Resident has not received the packages. Retailer is requesting a police report
before reimbursing customer.
TRESPASS — 1XXX Northland Drive 03/29/19, 1417 HOURS
Officers were called to a hotel near the 1XXX block of Northland Drive for a subject who was yelling and
swearing at staff. It was found that he was denied a room because he didn't have an ID. After clearing the
situation, Officers were called back in reference to the couple two more times before they were verbally
trespassed from the establishment and driven to a different hotel.
POSESSION OF MARIJUANA — 494 Westbound 03/29/19, 2325 HOURS
Officer stopped vehicle WB on 494 from Delaware for speed. Vehicle smelled of potent unburnt marijuana.
Driver admitted to having marijuana in the vehicle. Driver was cited for possessing a small amount of
marijuana.
DOG BITE — 1XXX Acacia Drive 03/30/19, 1700 HOURS
Officers were dispatched to conduct a follow-up report that took place on the 1XXX block of Acacia Blvd.
regarding a dog bite.

DWI — HWY 55 03/31/19, 0057 HOURS
Officer observed a vehicle driving erratically and trunk open near Highway 55 and Highway 13. Officer initi-
ated a traffic stop for the moving violations and while speaking with the driver, the officer could smell the
strong odor of consumed alcoholic beverage coming from inside the vehicle. Officer conducted a roadside
field sobriety test and the driver blew over the legal limit. The driver was arrested and booked into the
Dakota County Jail for Gross Misdemeanor DWI.
DRUGS — 1XXX Dodd Road 03/31/19, 1028 HOURS
Officers were called to check on a woman who was behaving strangely near the 1900 block of Dodd Road.
On scene, the woman claimed to be fine and embarrassed. Officers followed the vehicle to ensure the
woman drove safe. She nearly caused an accident and was stopped. She was found to be under the
influence of a narcotic. She was arrested and a search warrant for her blood was conducted. She was
booked into the Dakota County Jail for the possession of narcotics.
VANDALISM — 2XXX Copperfield Drive 03/31/2019, 1900 HOURS
Officers responded to the 2XXXblock of Copperfield Dr. on reports of a vandalism. A vehicle was found with
profanity written on it with soap. After investigating, it was determined to be an April Fools prank by one of
the child's friends.
POSESSION OF MARIJUANA — HWY 13 03/31/19, 1927 HOURS
Officer observed vehicle parked on bike trail in 1XXX block of Hwy 13. Officer made contact with driver who
immediately apologized for parking there, explaining they were just stopping to smoke a blunt quick.
Multiple baggies of marijuana recovered from vehicle. Two individuals cited and released.
DWI — 494 Westbound 03/31/19, 2351 HOURS
Officer stopped to check on a vehicle pulled over on the side of exit ramp on I -494 to Pilot Knob Road.
While speaking with the driver, Officer could smell the strong odor of consumed alcoholic beverage coming
from inside the vehicle. Officer conducted a road side field sobriety test and the driver blew over the legal
limit. Driver was arrested and booked and released from the Dakota County Jail for 4th Degree
Misdemeanor DWI.
THEFT — 6XX Arcadia Drive 04/01/19, 1756 HOURS
Officer responded to the 600 block of Arcadia for a theft from mail box. Resident reported a check was
stolen from her mail box and the suspect attempted to cash the check at a bank. Information was gathered
and will be forwarded to investigations.

SUSPICIOUS PERSON— Hwy 13 North 04/02/19, 0530 HOURS
Dispatched to a suspicious activity call at the intersection of Victoria Curve and HWY13. The reporting party
advised that there was an unknown male that was going through her boyfriend's vehicle. The reporting
party said that the male took of on foot and she followed him to the intersection. Officers responded and
searched the area for the male but were unable to locate. Officers gathered information and a report was
written.
THEFT FROM MOTOR VEHICLE — E Street 04/02/19, 0500 HOURS
Victim's vehicle was gone through and items taken while parked in the 100 block of E Street in Mendota.
Other vehicles in the area had been gone through and items taken as well. Possible suspect in custody.
Investigation on-going.
PD ACCIDENT — 7XX Market Street 04/02/19, 1143 HOURS
Responded to 700 block of Market Street on a report of a two car accident. The white Nissan Rogue was
parked in the lot. The driver of the blue Toyota entered the lot, pulled into a parking spot and struck the
Nissan. Citation given to the adult driver of the Toyota for Instructional Permit Violation. Drivers swapped
information and were provided with this case number.
PD ACCIDENT — Hwy 13 04/02/19, 1000 HOURS
An Officer was checking the welfare of a reported homeless camp near the intersection of Highway 13 and
2nd Avenue. The Officer was turning around due to flooding and struck a park bench. Minimal damage was
caused to a patrol car.
FOUND PROPERTY — 5XX Emerson Ave 04/02/19, 1345 HOURS
Officers were dispatched to the 500 block of Emerson Ave to take a report of recovered ammunition shells.

WARRANT SERVICE — 1XXX Northland Drive 04/02/19, 2355 HOURS
Burnsville Officer advised that there was a male with a felony warrant on the 1XXX block of Northland Dr.
Officers checked the area and the room the male was staying in; Officers were unable to locate the male.

TAMPER WITH MOTOR VEHICLE— 9XX Delaware Ave 04/03/19, 1151 HOURS
Officers took a report on the 900 block of Delaware Avenue referencing a man's vehicle that had been gone
through overnight. The vehicle had been left unlocked so there was no damage. Nothing was missing and
there is no suspect information. The case is inactive.
THEFT — 7XX Mendota Heights Road 04/03/19, 2013 HOURS
Officer took a report of a cell phone that was stolen on the 700 block of Mendota Heights Road. The cell
phone was tracked through an app to the 1300 block of Robert Street. The cell phone was entered into
NCIC as stolen.
DAR/UNINSURED MOTOR VEHICLE — 35E Southbound 04/04/19, 0013 HOURS
Officer conducted a traffic stop on a vehicle for a speed violation on I-35E and Wagon Wheel Trail. Upon
investigation, the Officer discovered the driver was revoked and did not have insurance on the vehicle.
Officer impounded the vehicle and issued the driver a citation for Driving After Revocation, Speed, and
Uninsured Vehicle. Driver was given a ride to a local gas station where he called for a ride.
DAMAGE TO PROPERTY — 8XX Sibley Memorial Hwy 04/04/19, 1332 HOURS
A suspect was seen running away from an abandoned property near the 800 block of Sibley Memorial
Highway. Officers located three suspects fleeing on some nearby railroad tracks. Officers caught the
suspects and placed them in custody. Statements were taken from all three and one was charged with
damage to property. The suspects were released.
