AIRPORT RELATIONS COMMISSION MINUTES
January 16, 2019
The regular meeting of the Mendota Heights Airport Relations Commission was held on
Wednesday, January 16, 2019, at Mendota Heights City Hall.
1. Call to Order
Chair Sloan called the meeting to order at 7:00 pm.
2. Roll Call
The following commissioners were present: David Sloan, Gina Norling, William Dunn, Sally
Lorberbaum, and Kevin Byrnes. Absent: Jim Neuharth, Arvind Sharma
Also present: Assistant City Administrator Cheryl Jacobson, City Administrator Mark McNeill
3. Approval of Minutes
Motion by Lorberbaum/Second by Dunn to approve the minutes of the November 14, 2018 ARC
meeting. Motion carried 4-0; Norling abstained.
4. Unfinished and New Business
a. Work Plan for 2019—Those present reviewed the 2017 ARC Work Plan, and
discussed updates for 2019. Chair Sloan said that an annual update to the City
Council is overdue. Mr. McNeill spoke about the number of concerns expressed to
Mendota Heights elected officials by Mendota Heights residents about airport noise.
He felt that the ARC needed to do a better job of reaching out to the community,
and engaging residents.
Better use of social media as one of a combination of communications tools was
discussed. Also discussed was an April 24th joint listening session with the City of
Sunfish Lake; televising ARC meetings, and putting more information in the other
City media such as the Heights Highlights and Friday News.
Recommended Changes to the 2017 Work Plan:
Cover Page—Update to 2019
Page 3—Issue #2—Add “turboprop” under the first bullet point.
Page 4—Add more space after the word “Issue” in the headings; Delete Issue #4,
and combine remnants of that into Issue #6. Issue #5—Change title from “Provide
Review of…” to “Implement the…(City’s 2040 Comprehensive Plan)”. Eliminate the
first bullet point. Move the third bullet point (“Support expanded use of reliever
airports”) to Issue #3, and change the “Ongoing” to “As Needed”.
Page 5—Change Issue “6” to “5”. Split the Heading into two—“Provide
communications to the City Council, NOC Representative, and other
Intergovernmental agencies regarding airport issues”. Under that, include:
• Communicate any concerns to the City’s NOC Representatives
• Maintain list of Meetings pertaining to the Airport
• Provide Annual Report to City Council
Issue #6 “Inform and Engage Mendota Heights Residents regarding Issues Relating
to the Airport.”
• Provide Annual Report in Heights Highlights
• Provide for timely community meetings with residents. (Correct the typo on
“AS”)
• Provide for more direct feedback with residents
• Post link to MAC Noise and NOC website with our agenda/minutes
• Televise ARC Meetings as agenda content dictates
• Heighten awareness and communications of Mendota Heights’ noise and
operational concerns via social media, city’s website, and other
communications tools
b. Review of Airport Operational Statistics and Statistical Links
Complaints--Assistant City Administrator Jacobson noted that there was an
overall reduction of 6% in 2018.
Total Operations—were down
Turboprop Operations—Mr. Byrnes noted that there were no apparent seasonal
patterns—the numbers varied greatly. Ms. Jacobson stated that Atlas Air was now
delivering for Amazon, which might explain the increased number of night flights.
The ARC asked that Brad Juffer at MAC be contacted to explain why June, 2018
turboprop flights were so numerous.
Noise Monitor Charts—Ms. Norling stated that it was a relatively quiet
November. Mr. Dunn felt that C-130 aircraft were responsible for many of the noise
complaints.
5. Other Business
a. January 16 NOC Meeting—Chair Sloan reported that the NOC meeting held earlier
that day was relatively routine. They announced the April 24 Listening Session in
Mendota Heights, and that Eagan was going to use two temporary noise monitoring
stations at two of their parks. MAC discussed plans for the 2019 NCAA Final Four
Basketball Tournament.
b. MAC Board Meeting—In the absence of Commissioner Sharma, the minutes of the
most recent MAC Board meeting were reviewed from the MAC website.
c. NOC Website Dashboard—Ms. Jacobson showed screen shots of the tool that NOC
has created which notifies air traffic controllers in real time when planes stray out of
the corridor. She said that the notifications are not made public, so this may not fix
Mendota Heights’ issues.
d. New Eagan Sensors—Commissioner Dunn noted that Eagan had received new
sensors, and that theirs monitored arrivals; Mendota Heights’ monitors arrivals.
e. 2019 Meeting Dates—Commissioner Norling said that the late change of meeting
dates had caused her to miss three meetings in 2018. Ms. Jacobson said that the
May meeting will be May 14th, and that the October 16th meeting will need to be
moved, as it now conflicts with the City Council meeting that evening. The April
meeting was changed to April 24th, to correspond to the Listening Session.
f. Meeting Start Times—Chair Sloan asked if it would be acceptable to change the start
times of the meetings to 6:00 PM? Those present were supportive, but it was
decided to wait until the next meeting on February 20th to discuss it, so that
Commissioners Sharma and Neuharth could comment.

MENDOTA HEIGHTS AIRPORT RELATIONS COMMISSION
Mendota Heights City Code (2-4-6) establishes the following powers and duties for the
Mendota Heights Airport Relations Commission:
A. The Airport Relations Commission shall advise the city council on matters pertaining to
airport noise and operations at Minneapolis - St. Paul International Airport (MSP).
B. The Airport Relations Commission is expected to monitor proposed rules, procedures
and programs which impact the air noise situation within the city and to make
recommendations to the city council regarding strategies to mitigate the city's air noise
exposure.
C. The Airport Relations Commission shall have such other duties and powers as granted
by the City Council from time to time. (Ord. 290, 4-20-1993)
2019 OBJECTIVES AND APPROACH
In an effort to mitigate airport noise in the Mendota Heights community and ensure equity of
the current runway use system, the Commission has given high priority to the following issues
(not in priority order):
1. Develop and strengthen partnerships with the Metropolitan Airports Commission
(MAC), the Federal Aviation Administration (FAA), legislative leaders and other
government bodies regarding airport issues.
2. Monitor airport operations and trends and advocate for the Mendota Heights
community.
3. Work collaboratively with other communities on mutual concerns in regards to airport
development and operations.
4. Implement airport related items from the City’s 2040 Comprehensive Plan.
5. Provide communications to the City Council, NOC Representatives, and other
intergovernmental agencies regarding airport issues
6. Inform and engage Mendota Heights residents regarding airport related issues.

the start time for monthly ARC meetings from 7:00 pm to 6:00 pm. The Commission should
consider and decide on this change.

At its November 14, 2018 meeting, the ARC reviewed future meeting topics including guest
speaker possibilities. Suggestions included: meetings with local legislators, inviting our area MAC
representative, a presentation on airport security, review of the Commission’s work plan, tour of the
Farmington FAA control center, tour of the Air National Guard facility, inviting the VP of Operations for
MAC and a review of the bylaws.
The ARC should discuss the timing of meeting topics and speakers to determine schedule. The
following is a rough outline of possibilities:

month one year ago. Operations at MSP increased 0.38% in January 2019 compared to the
same month last year.

The following information, organized from Innovata, LLC schedule tables, summarizes the
departures and seats scheduled for all airlines operating at MSP in the 2nd quarter of 2019.

MSP total departures for the 2nd quarter of 2019 are scheduled to decrease 0.21%, while seats
are scheduled to increase 2.93%, when compared to the 2nd quarter of 2018. The largest
increases in seats are scheduled to occur by Sun Country, Air France, Air Canada, and
Southwest.
Delta’s total departures, across all U.S. airports, are scheduled to increase 2.17% when
compared to the 2nd quarter of 2018. Delta’s total seats are scheduled to increase 4.43%.

AIRLINE OVERVIEW
The final recap for 2018:
Total passengers grew 0.008% to 38,034,341passengers, establishing another new
record for total passengers in a single calendar year.
Total international passengers grew 2.68% to 3,030,240, also a new record for a single
calendar year. International passengers are 7.97% of MSP’s total passengers.
For the second quarter of 2019 seats are scheduled to increase 2.93%, which is an
improvement over the second quarter of 2018, as seats were essentially flat compared to the
second quarter of 2017. Two new international destinations will commence in the second
quarter, with Delta starting service to Seoul, SK on April 1st, and Mexico City on June 8th.
Delta has scheduled seat growth of 1.16% for the second quarter. In addition to the new
international destinations, Delta is also adding service to Charleston, SC on June 27th, marking
the first time Delta will have service to Charleston from MSP since 2010. Notable destinations
with more than 10% seat growth include Winnipeg, MB (YWG); Nashville, TN (BNA); Fort
Myers, FL (RSW); Duluth, MN (DLH); and San Diego, CA (SAN).
Sun Country’s growth in 2019 will accelerate in the second quarter, with the action to increase
the number of seats for each 737-800 aircraft from 162 to 183 almost complete. Sun Country
is starting service to eight new destinations in the second quarter: Chicago-O’Hare, IL (ORD);
Newark, NJ (EWR); Philadelphia, PA (PHL); Providence, RI (PVD); Sacramento, CA (SMF);
San Antonio, TX (SAT); St. Louis, MO (STL); and Washington-Dulles, VA (IAD). Providence is
currently an unserved market for MSP, and Sun Country will be become the second airline
serving San Antonio and Sacramento from MSP.
Southwest has scheduled modest growth supported by new service introduced in late 2018
and early 2019 to Oakland, CA (OAK) and Dallas-Love, TX (DAL). The month of March marks
the tenth anniversary of Southwest service in MSP, which commenced March 8, 2009 with
service to Chicago-Midway, IL (MDW).
American and United’s decreases from 2018 are ending, with American’s seats flat and
United’s seats increasing 3.87%. There are no major changes for either airline at MSP.
Spirit is terminating service to Boston, MA (BOS), and Seattle, WA (SEA) in the second quarter.
Both routes were summer seasonal routes. Spirit is offsetting that reduction through up
gauging and more service to Fort Myers, FL (RSW); Phoenix, AZ (PHX), and Las Vegas, NV
(LAS).
JetBlue will mark its one-year anniversary of serving MSP on May 3rd.
