Nominations Accepted Through March 15 for the
Garold “Jerry” Murphy Community Service Award
Nominations are being accepted through March 15 for the 3rd annual Garold "Jerry"
Murphy Community Service Award. This award is presented in April to an individual who
exemplifies outstanding volunteer service to the cities of Mendota Heights, Mendota or
Lilydale. Candidate eligibility information and a nomination form is available here, or may
be picked up at City Hall, 8:00 am to 4:30 pm, Monday through Friday.
Holiday Lights Recycling a Success
Thanks to the community 578 pounds of holiday lights were collected at City Hall and
recycled courtesy of ProAct.
2040 Comprehensive
Plan Update
The Comprehensive Plan is an official and formal
document adopted by the City every 10 years,
and contains the City’s goals and policies as they
relate to land use, housing, parks and open space,
transportation, utilities, and other issues. The
Comprehensive Plan provides a general future
plan or guide for the community from 2020 to
2040. The 2040 Comprehensive Plan update is

Damage from
Snowplows
The City will repair or replace
any properly installed
mailboxes, which are hit by a
city plow, up to a $75 value
for the post and $75 for the
mailbox itself. If you
experience damage, an online Report a Mailbox form is available to submit
or call City Hall at 651.452.1850. Repairs will be completed as quickly as
possible. If the post has been broken and the ground is frozen, city crews
will do a temporary repair and install a new post when the ground is
thawed. The city is not obligated to repair or replace mailboxes which are
damaged by the weight of the snow, or damage resulting from improperly
installed mailboxes. Review the Mailbox Installation Guide for details.

LMRWMO Board of Managers Seeking Applicants
Several local cities are seeking member and/or alternate representatives to serve on the Lower Mississippi River
Watershed Management Organization (LMRWMO) Board of Managers. As of February 12, cities seeking a member and/
or alternate are Inver Grove Heights, South St. Paul, Sunfish Lake, West St. Paul, and St. Paul. Each City member may
have one citizen member and one alternate member. Please note that Mendota Heights is NOT seeking to fill
any of its member positions at this time. If you know of any qualified person residing in a neighboring city,
encourage them to apply.
The Board plays a crucial role in decision making for water and stormwater related issues in the watershed. A
background in water resources is not necessary to participate. The Board of Managers meets monthly (except for
January and July) on the second Wednesday of the month at 3:00 p.m. Interested residents should contact LMRWMO

PARKING OVERVIEW
• From Nov. 1 to March 31, no vehicles may park on
the street between 2 a.m. and 6 a.m. (Ordinance 6-2-2
-H) Violators will be cited.
• When it snows more than two inches, Mendota
Heights will issue a Snow Emergency and vehicles need
to be off the street until your street is plowed full-width
(does not matter if it is day or night). (Ordinance 6-2-4)
Violators will be cited and towed.
• From April 1 to Oct. 31, you may park as many cars as
you like on the street as long as they move once every
24 hours. Violators will be cited.

THEFT — 1XXX Lilac Lane 02/14/19, 1321 HOURS
Officer contacted reporting party in the 1600 block of Lilac Ln who wished to report a theft of package from
her front porch. Information gathered and a case number provided to victim. There is nothing of
evidentiary value or traceable identifiers on the stolen item available, case inactive.
THEFT — 1XXX Ester Lane 02/15/19, 0122 HOURS
On the morning of 2/14/19, officers found and arrested a suspect of mail theft. Several pieces of mail were
found. One victim was from the 1000 block of Esther Lane. Attempting to return the mail to owners.
ACCIDENT/HIT & RUN — 1XXX Glenhill Road 02/15/19, 0919 HOURS
A driver backed into a parked car near the 1900 block of Glenhill Road then left the scene of the accident.
The company owner has been contacted and requests have been made in an attempt to gain the identity of
the vehicle driver at the time of the accident. The investigation is ongoing.
DUI — 1XXX Lexington Ave 02/15/19, 1351 HOURS
A traffic stop was conducted on a speeding vehicle that was swerving into oncoming traffic near the 1800
block of Lexington Avenue. The driver was displaying mannerisms consistent with an individual utilizing
narcotics. The driver was arrested and a blood draw search warrant was completed. The driver was then
released pending the results of the blood draw.
DWI — Emerson Ave 02/15/19, 2239 HOURS
Officer initiated a traffic stop for an equipment violation near the intersection of Emerson Avenue and
Knollwood Lane. While speaking with the driver, the officer could smell the odor of consumed alcoholic
beverages coming from inside the vehicle. Officer conducted a roadside field sobriety test and the driver
was ultimately arrested for 4th Degree Misdemeanor DWI. A passenger was also arrested for Obstructing
the Legal Process. Both driver and passenger were booked and released from the Dakota County Jail for
their respective charges.
DWI — 62 WB 02/16/19, 0305 HOURS
Officer conducted a traffic stop of a vehicle in the area Highway 62 and I-35E. Driver ultimately arrested for
DWI. Case pending results of blood test.
FRAUD — 5XX Winston Court 02/16/19, 1704 HOURS
A woman living near the 500 block of Winston Court called to report that someone withdrew $4000 from
her father’s bank account. The information was gathered and a report was made. Forward to
investigations.

DWI – 1XXX Northland Drive 02/17/19, 0201 HOURS
Officer conducted a traffic stop on vehicle; the officer knew the driver to be impaired from earlier
interactions on the 1300 block of Northland Drive. Officer conducted field sobriety tests and ultimately
arrested the driver for 3rd Degree DWI. The driver was booked into the Dakota County Jail. Vehicle was
impounded to Southeast Towing.
DWI — 35E NB 02/17/19, 0434 HOURS
Officer arrived on a single vehicle crash on the ramp of I-35E and Hwy 62 and could smell the odor of
alcohol coming from the driver. Officer conducted a field sobriety test and ultimately arrested the driver for
DWI. Officer transported the driver to Dakota County Jail and the vehicle was impounded.
TERRORISTIC THREATS — 1XXX Centre Pointe Curve 02/18/19, 1008 HOURS
On the 1200 block of Centre Pointe an officer took the report of threats made to a business employee. The
incident is under investigation.
DAMAGE TO PROPERTY — 2XXX Aztec Lane 02/18/19, 1123 HOURS
On the 2100 block of Aztec Lane an officer took a report of damage to a garage door. The reporting party
believed that the damage had been caused by an ex-spouse.
THEFT FROM MOTOR VEHICLE — 7XX Manomin Ave 02/19/19, 0140 HOURS
Officer conducted a traffic stop of a vehicle for a broken tail light and illegal left turn. After running the
license plate, the vehicle came up as stolen out of Minneapolis. Driver of the vehicle was taken into
custody. Driver taken to Dakota County Jail.
THEFT — 1X Hingham Circle 02/19/19, 0740 HOURS
On the 10 block of Hingham Circle a resident reported that a package was stolen out of their mail box over
night. There is no suspect information at this time.
MUTUAL AID/ASSIST — 7XX Main Street 02/19/19, 1145 HOURS
Officer's were called to the 700 block of Main Street to serve an Order for Protection. The Order for
Protection was served. Case status report

SUSPICIOUS CIRCUMSTANCES — 6XX Brookside Lane 02/19/19, 1549 HOURS
On the 600 block of Brookside Lane a resident reported their W-2 tax form that arrived in the mail
appeared to have been opened. A report was taken.
FRAUD — 1XXX Victoria Curve 02/20/19, 1200 HOURS
Responded to PD lobby on report of fraud. Complainant learned a business partner had intercepted
payments from customers and was defrauding his company. Complainant was missing about $18,000 from
work done on a home in Mendota Heights. Further investigation revealed there was no crime or victim in
Mendota Heights. Complainant was notified by phone. Case closed.
VEHICLE TAX EVASION — Dodd Road 02/20/19, 2119 HOURS
Officer conducted a traffic stop on a vehicle for expired registration of June 2018. Driver stated he was
aware they were expired and was issued a citation a month prior. Officer informed the driver he could be
taken to jail for being over six months expired but instead, will forward the case to the City Attorney for
formal charging.
DISTURBING THE PEACE — 1XXX Bwana Court 02/20/19, 2323 HOURS
Officers were dispatched to the 1000 block of Bwana Court for a report of male breaking things inside the
residence. Officers arrived on scene and made contact with the male. The male has been living at the
residence and was upset with another adult who was living in the residence. The male agreed to find other
living arrangements and was transported to a shelter to stay the night.
