Citizens collect water quality data from approximately mid-April through mid-October at two-week intervals. The samples are then analyzed, using the results as a tool for assessing the quality and health of the lake. Be on the Lookout for Oak Wilt Oak wilt is a deadly disease that affects all species of oaks (Quercus) found in Minnesota. Oak wilt infection spreads in two ways: sap beetles that carry the disease from fungal spore mats of infected trees to healthy trees, and below ground through root grafts (roots that have grown together). Some of the symptoms of oak wilt include:  Rapid-leaf loss in mid- summer  Leaf wilt starting at the edge of the canopy and moving inward  Not all, but about half of infected red oaks produce fungal mats and pressure pads just under the bark of the tree, in many cases causing the bark to crack. Help prevent the spread of Oak Wilt! DO NOT prune, cut, or remove live oaks during the High-Risk Zone (April 1 – July 15). Here are some guidelines to help make a fun evening safe. Along with the information provided within the city code for recreational fires, make sure children and pets are properly supervised near fire. To help prevent sparks from igniting the grass around the fire, use a hose to wet the ground around the area. Alert nearby neighbors so they are aware if they smell smoke. CITY CODE: A property owner or lessee of the property may have a recreaƟonal fire without  obtaining a permit by complying with the following regulaƟons:  A. Hours: Fire shall be exƟnguished within three hours aŌer start, but no later  than 11 pm.  B. Materials:  Clean, dry wood only.  No refuse, grass, leaves, logs over 3” in     diameter, paper, garbage, trade waste or other combusƟbles.  C. Size:  Not more than 3’ in diameter, nor shall the flames reach a height in      excess of 3’.  D. LocaƟon:  Shall not be within 25’ of any building or structure.  E. Means to exƟnguish:  A means of exƟnguishment must be in the immediate  area of the fire.  F. Weather condiƟons:  No fire shall be started or maintained in dry condiƟons  or winds over 15 mph.  G. AƩendance required:  RecreaƟonal fires must be constantly aƩended by a  competent person of at least 16 years of age and must be in constant     aƩendance unƟl the recreaƟonal fire has been exƟnguished.  H. Portable outdoor fireplaces:  These shall be in accordance with the             manufacturer’s instrucƟons and shall not be operated within 15’ of a         structure or combusƟble material.  I. Authority to restrict fires:  The code official has the authority to prohibit,     suspend, or further restrict all fires should condiƟons warrant such acƟon.    *Any person (s) in violaƟon of the city code could be guilty of a misdemeanor as stated in secƟon 7‐2‐5.    2         MHPD Officers will also be parƟcipaƟng!   3         DWI — 9XX SIBLEY MEMORIAL HWY 09/28/18, 0216 HOURS Officer was inside a local business when they noƟced a customer who appeared impaired.  The officer      observed this person get into the driver seat of a vehicle and drive off.  The officer followed the driver and  witnessed the vehicle make several moving violaƟons.  Officer conducted a traffic stop on the vehicle and  could smell the odor of alcoholic beverages from it.  The driver admiƩed to having a couple of beers at a  bar in St. Paul.  Officer conducted field sobriety tests on the driver and driver was arrested for DWI.       DUMPING/LITTERING — 1XXX HWY 13 09/28/18, 1010 HOURS Officer responded to locaƟon on a dumping complaint on the county park trail.  Several old TV parts were  located.  No suspects or witnesses.  Dakota County Parks maintenance was contacted to remove the debris.   THEFT — 1XXX HWY 13 09/28/18, 1907 HOURS Officer responded to a report of a window broken out of a vehicle and items missing from it.  Officer met  with the reporƟng party who stated several items were missing from the passenger seat.  No suspects or  witnesses.  Case inacƟve.   THEFT — 1XXX HWY 13 09/28/18, 1929 HOURS Officer responded to a report of a window broken out of a vehicle and items missing from it.  Officer met  with the reporƟng party who stated several items were missing from the passenger seat.  No suspects or  witnesses.  Case inacƟve.   THEFT — 1XXX HWY 13 09/28/18, 1930 HOURS Officer responded to a report of a window broken out of a vehicle and items missing from it.  Officer met Officers responded to the police department lobby on reports of past acƟon criminal sexual conduct.   Statements were taken and a report was wriƩen.  Charges were forwarded to the city aƩorney.   ASSIST OTHER AGENCY — 35E/SHEPARD RD 09/30/18, 1300 HOURS Officers assisted State Patrol concerning a person in a vehicle impersonaƟng a police officer.  The vehicle  was flashing red and blue lights at other vehicles in the area.  The vehicle was located and a stop was        iniƟated.  The driver and passenger were arrested by State Patrol on mulƟple charges.  DUMPING/LITTERING — SIBLEY MEMORIAL HWY/2ND ST 10/01/18, 0937 HOURS Officer took a report of dumping on the Dakota County path near Sibley Memorial Highway and 2nd Street.   ReporƟng party found many large televisions on the side of the path.  Dakota County Public Works was  contacted to pick up the items.      4         DAMAGE TO PROPERTY — 1XXX TRAIL ROAD 10/01/18, 1001 HOURS Officer took a damage to property report.  ReporƟng party stated her house was egged.  She was unsure at  the Ɵme if there was any damage.  No suspects.     FOUND PROPERTY — DODD ROAD/WACHTLER AVE 10/01/18, 1608 HOURS Officer received found property that was retrieved from the intersecƟon.  The item appears to be a medical  tesƟng kit.  No idenƟfiers as to who the kit belongs to.  Logged into property for safekeeping.    FOUND PROPERTY — DODD ROAD/WACHTLER AVE 10/01/18, 1608 HOURS Officers were dispatched to the 500 block of Miriam Street on a report of a possible domesƟc assault. AŌer  interviewing the witnesses and involved parƟes, it was determined that a crime was not commiƩed. ParƟes  separated for the evening.    DWI — 1XXX DOUGLAS ROAD 10/01/18, 2318 HOURS Officers were dispatched to locaƟon on a report of a male who was involved in a motorcycle accident.  The  male driver was injured and admiƩed to drinking alcohol before driving.  The male was transported to the  hospital.  A search warrant was issued for a blood sample.  Charges pending blood test results.      DWI — Hwy 13/35E 10/02/18, 0224 HOURS Officer conducted a traffic stop on a vehicle for swerving on 35E at Highway 13. Officer could smell the odor  of alcoholic beverages coming from inside the vehicle. The driver stated he drank two beers at a bar prior  to driving. AŌer compleƟng a field sobriety test, driver blew a PBT of 0.11. Officer arrested the driver for  Third Degree DWI. Driver was booked and released into the Dakota County Jail.     IDENTITY THEFT—9XX HIGHVIEW CIR 10/02/18, 0950 HOURS Officer took a report of idenƟty theŌ from the 900 block of Highview Circle. The reporƟng party has been  dealing with fraud and idenƟty theŌ on different accounts for several years. Now a cable company has re- ported that an account has been opened with important informaƟon. No suspects. Case, inacƟve.     THEFT FROM AUTO—1XXX IVY HILL DR 09/25/18, 1700 HOURS Officer met with a male in the police department lobby who wished to report a past acƟon theŌ from mo- tor vehicle that occurred in the 1100 block of Ivy Hill Drive. No suspects at this Ɵme.     FOUND PROPERTY—1XXX MARY ADELE AVE 09/12/18, 1302 HOURS On 09-12-18 a resident on Mary Adele Ave found a cell phone under a tree in the backyard. Phone was con- nected to a charger and a recovery email address was found. Email sent to owner. AddiƟonal contact infor- maƟon found and owner noƟfied. Unable to contact owner and confirm idenƟty. Phone entered submiƩed  to property room. Case inacƟve .   5           TS—DAR— DAKOTA DR/LEXINGTON AVE S 10/03/18, 0307 HOURS Officer conducted a traffic stop on a vehicle for speeding. Driver admiƩed to not having a drivers license  and was currently revoked. Officer allowed driver and passenger to wait at a gas staƟon while they waited  for a valid driver. Officer later observed the same driver, driving away from the gas staƟon. Officer placed  the driver under arrest for Misdemeanor Driving AŌer RevocaƟon. The driver was booked and released into  the Dakota County Jail.    IDENTITY THEFT—6XX WOODRIDGE DR 09/28/18, 1050 HOURS Responded to the MHPD lobby concerning a fraud report. VicƟm had a computer repair company hack into  their personal computer to obtain personal informaƟon. No monetary loss at this Ɵme. No suspects.    ACCIDENT—PILOT KNOB/I‐494 10/04/18, 1758 HOURS Officers responded to a one vehicle accident, no injuries. The vehicle had rolled several Ɵmes and landed
