Fall is a great time to gather around a recreation
fire on a cool evening. Here are some guidelines to
help make a fun evening safe. Along with the
information provided within the city code for
recreational fires, make sure children and pets are
properly supervised near fire. To help prevent sparks from igniting
the grass around the fire, use a hose to wet the ground around the
area. Alert nearby neighbors so they are aware if they smell smoke.
CITY CODE:
A property owner or lessee of the property may have a recreational fire without
obtaining a permit by complying with the following regulations:
A. Hours: Fire shall be extinguished within three hours after start, but no later
than 11 pm.
B. Materials: Clean, dry wood only. No refuse, grass, leaves, logs over 3” in
diameter, paper, garbage, trade waste or other combustibles.
C. Size: Not more than 3’ in diameter, nor shall the flames reach a height in
excess of 3’.
D. Location: Shall not be within 25’ of any building or structure.
E. Means to extinguish: A means of extinguishment must be in the immediate
area of the fire.
F. Weather conditions: No fire shall be started or maintained in dry conditions
or winds over 15 mph.
G. Attendance required: Recreational fires must be constantly attended by a
competent person of at least 16 years of age and must be in constant
attendance until the recreational fire has been extinguished.
H. Portable outdoor fireplaces: These shall be in accordance with the
manufacturer’s instructions and shall not be operated within 15’ of a
structure or combustible material.
I. Authority to restrict fires: The code official has the authority to prohibit,
suspend, or further restrict all fires should conditions warrant such action.
*Any person (s) in violation of the city code could be guilty of a misdemeanor as
stated in section 7-2-5.

DWI — 9XX SIBLEY MEMORIAL HWY 09/28/18, 0216 HOURS
Officer was inside a local business when they noticed a customer who appeared impaired. The officer
observed this person get into the driver seat of a vehicle and drive off. The officer followed the driver and
witnessed the vehicle make several moving violations. Officer conducted a traffic stop on the vehicle and
could smell the odor of alcoholic beverages from it. The driver admitted to having a couple of beers at a
bar in St. Paul. Officer conducted field sobriety tests on the driver and driver was arrested for DWI.
DUMPING/LITTERING — 1XXX HWY 13 09/28/18, 1010 HOURS
Officer responded to location on a dumping complaint on the county park trail. Several old TV parts were
located. No suspects or witnesses. Dakota County Parks maintenance was contacted to remove the debris.
THEFT — 1XXX HWY 13 09/28/18, 1907 HOURS
Officer responded to a report of a window broken out of a vehicle and items missing from it. Officer met
with the reporting party who stated several items were missing from the passenger seat. No suspects or
witnesses. Case inactive.
THEFT — 1XXX HWY 13 09/28/18, 1929 HOURS
Officer responded to a report of a window broken out of a vehicle and items missing from it. Officer met
with the reporting party who stated several items were missing from the passenger seat. No suspects or
witnesses. Case inactive.
THEFT — 1XXX HWY 13 09/28/18, 1930 HOURS
Officer responded to a report of a window broken out of a vehicle and items missing from it. Officer met
with the reporting party who stated several items were missing from the passenger seat. No suspects or
witnesses. Case inactive.
CSC — 1XXX CHIPPEWA AVE 09/29/18, 1405 HOURS
Officers responded to the police department lobby on reports of past action criminal sexual conduct.
Statements were taken and a report was written. Charges were forwarded to the city attorney.
ASSIST OTHER AGENCY — 35E/SHEPARD RD 09/30/18, 1300 HOURS
Officers assisted State Patrol concerning a person in a vehicle impersonating a police officer. The vehicle
was flashing red and blue lights at other vehicles in the area. The vehicle was located and a stop was
initiated. The driver and passenger were arrested by State Patrol on multiple charges.
DUMPING/LITTERING — SIBLEY MEMORIAL HWY/2ND ST 10/01/18, 0937 HOURS
Officer took a report of dumping on the Dakota County path near Sibley Memorial Highway and 2nd Street.
Reporting party found many large televisions on the side of the path. Dakota County Public Works was
contacted to pick up the items.

DAMAGE TO PROPERTY — 1XXX TRAIL ROAD 10/01/18, 1001 HOURS
Officer took a damage to property report. Reporting party stated her house was egged. She was unsure at
the time if there was any damage. No suspects.
FOUND PROPERTY — DODD ROAD/WACHTLER AVE 10/01/18, 1608 HOURS
Officer received found property that was retrieved from the intersection. The item appears to be a medical
testing kit. No identifiers as to who the kit belongs to. Logged into property for safekeeping.
FOUND PROPERTY — DODD ROAD/WACHTLER AVE 10/01/18, 1608 HOURS
Officers were dispatched to the 500 block of Miriam Street on a report of a possible domestic assault. After
interviewing the witnesses and involved parties, it was determined that a crime was not committed. Parties
separated for the evening.
DWI — 1XXX DOUGLAS ROAD 10/01/18, 2318 HOURS
Officers were dispatched to location on a report of a male who was involved in a motorcycle accident. The
male driver was injured and admitted to drinking alcohol before driving. The male was transported to the
hospital. A search warrant was issued for a blood sample. Charges pending blood test results.
DWI — Hwy 13/35E 10/02/18, 0224 HOURS
Officer conducted a traffic stop on a vehicle for swerving on 35E at Highway 13. Officer could smell the odor
of alcoholic beverages coming from inside the vehicle. The driver stated he drank two beers at a bar prior
to driving. After completing a field sobriety test, driver blew a PBT of 0.11. Officer arrested the driver for
Third Degree DWI. Driver was booked and released into the Dakota County Jail.
IDENTITY THEFT—9XX HIGHVIEW CIR 10/02/18, 0950 HOURS
Officer took a report of identity theft from the 900 block of Highview Circle. The reporting party has been
dealing with fraud and identity theft on different accounts for several years. Now a cable company has re-
ported that an account has been opened with important information. No suspects. Case, inactive.
THEFT FROM AUTO—1XXX IVY HILL DR 09/25/18, 1700 HOURS
Officer met with a male in the police department lobby who wished to report a past action theft from mo-
tor vehicle that occurred in the 1100 block of Ivy Hill Drive. No suspects at this time.
FOUND PROPERTY—1XXX MARY ADELE AVE 09/12/18, 1302 HOURS
On 09-12-18 a resident on Mary Adele Ave found a cell phone under a tree in the backyard. Phone was con-
nected to a charger and a recovery email address was found. Email sent to owner. Additional contact infor-
mation found and owner notified. Unable to contact owner and confirm identity. Phone entered submitted
to property room. Case inactive .

TS—DAR— DAKOTA DR/LEXINGTON AVE S 10/03/18, 0307 HOURS
Officer conducted a traffic stop on a vehicle for speeding. Driver admitted to not having a drivers license
and was currently revoked. Officer allowed driver and passenger to wait at a gas station while they waited
for a valid driver. Officer later observed the same driver, driving away from the gas station. Officer placed
the driver under arrest for Misdemeanor Driving After Revocation. The driver was booked and released into
the Dakota County Jail.
IDENTITY THEFT—6XX WOODRIDGE DR 09/28/18, 1050 HOURS
Responded to the MHPD lobby concerning a fraud report. Victim had a computer repair company hack into
their personal computer to obtain personal information. No monetary loss at this time. No suspects.
ACCIDENT—PILOT KNOB/I-494 10/04/18, 1758 HOURS
Officers responded to a one vehicle accident, no injuries. The vehicle had rolled several times and landed
on the driver side. Gathered information. State Accident Report written.
