PARKS AND RECREATION MEETING
Tuesday June 13, 2017
The March meeting of the Mendota Heights Parks and Recreation Commission was held on
Tuesday, June 13, 2017 at Mendota Heights City Hall, 1101 Victoria Curve.
Chair Hinderscheid called to order the parks and recreation commission meeting at 6:30 p.m.
The following commissioners were present: Chair Hinderscheid, Commissioners: Ira Kipp,
Steve Goldade, Bob Klepperich, Mike Toth, David Miller and Stephanie Levine. Staff
present: Recreation Programmer Sloan Wallgren.
Approval of Agenda
COMMISSIONER KIPP MADE A MOTION TO APPROVE THE AGENDA;
COMMISSIONER MILLER SECONDED THE MOTION.

Approval of Minutes from March 14, 2017
COMMISSIONER TOTH MADE A MOTION TO APPROVE THE MINUTES FROM THE
MARCH 14, 2017 PARKS AND RECREATION COMMISSION MEETING;
COMMISSIONER KLEPPERICH SECONDED THE MOTION.

Approval of Minutes from May 9, 2017
COMMISSIONER MILLER MADE A MOTION TO APPROVE THE MINUTES FROM THE
MAY 9, 2017 PARKS AND RECREATION COMMISSION MEETING; COMMISSIONER
KLEPPERICH SECONDED THE MOTION.

Announcements
Mr. Wallgren announced that the Cliff Timm Fishing Derby is being held on Wednesday, June
21. He also announced that the Mendota Heights Athletic Association will begin taking
registration for fall volleyball, football and soccer soon.
Recreation Program Update
Mr. Wallgren updated the commission on the current programs that are being offered. He also
provided the commission with the number of people that are registered for each of the
programs. The city continues to offer free events each week, Monday’s there is the Puppet
Wagon at the Village, Tuesdays the South St. Paul Traveling Theatre is at Mendakota Park and
Wednesday there is free live music at the Village.

Par 3 Report
Mr. Wallgren presented the commission with the May report of the golf course. He mentioned
that the month of April was very good and that May was going well until the last two weeks
that had all of the rain. Participation in golf leagues and golf camps is up compared to last
year.
Marie Park Tennis Courts
Mr. Wallgren presented the commission with several options for the tennis courts at Marie
Park. The commission discussed the options and would like to hear from the public as to what
types of surfaces they would like to see in their parks. The commission also discussed if there
could be a potential cost savings if we were to make improvements at multiple parks.
2018 CIP
Mr. Wallgren informed the commission that staff will begin working on the 2018 Budget
during the month of July. He suggested that the commission discuss the projects that they
would like to see completed in 2018 so that staff can include them in the budget.
Rogers Lake Park
The commission discussed the area near the culvert where people often fish. There has been a
lot of trash in this area so staff has placed a trash barrel in the area to help eliminate trash
ending up in the lake. The commission is concerned about the erosion of the bank and trail in
this area. Mr. Wallgren said that he would have staff look into this.
Emerald Ash Borer
Chair Hinderscheid mentioned that there is now some treatment of trees that contain the
Emerald Ash Borer being done in town.
MHAA Request for Lighting
The commission discussed the how the conversation with MHAA about lights at Mendakota
was left. The commission agreed that as of now MHAA has expressed an interested in having
lights at Mendakota Park, however much more information was needed before anything else
can happen.
Dis Golf at the Par 3
Chair Hinderschied introduced the idea of adding disc golf at the Par 3. Mr. Wallgren said he
would look into the costs to add this activity.
Commission Comments
Commissioner Toth thought we had a good discussion tonight.
Commissioner Kipp thought is was an excellent meeting and wanted to remind everyone to
watch out for turtles near Roger’s Lake.
Commissioner Goldade thought it was a good meeting and mentioned that the city has a great
parks system. He thanked staff of their work at the Parks Celebration and is excited to see the
city partner with other groups in the future.
Commissioner Levine appreciated everyone’s ideas on the items that were discussed tonight.

Commissioner Miller was glad to see that the commission is sticking to a plan for the future of
our parks in the city.
Commissioner Klepperich thanked staff for all of their hard work for putting on the Parks
Celebration.
Chair Hinderscheid thanked staff and the other commissioners for having a very productive
meeting.

SUBJECT: Summer Recreation Programs Update
Up Coming Events
The Cliff Timm Fishing Derby postponed to Thursday, July 27th at Rogers Lake Park from 5:30pm-
7:00pm. Interested individuals can register online at www.mendota-heights.com or in person the day of
the event. Staff is hoping that by offering this event after the baseball/softball season and the before
football/soccer that we can increase participation
Safety Camp is being held this week July 11th -13th at Kaposia Park in South St. Paul. We have over 100
kids registered for this event. During the week the kids get a chance to hear presentations and see
demonstrations from local police and fire departments. On Thursday we are taking the entire group to the
Wild Mountain Water Park in Taylors Falls.

SUBJECT: Par 3 Update
Update
The month of June was very busy at the golf course with leagues and golf camps. We have
purchased 12 new pull carts to meet the demands of our league members. Staff is also looking
into purchasing pull carts designed for youth, as many of the younger kids struggle to haul their
clubs around the course.
The course hosted a Jr. PGA Event on July 7th. This event brought new 60 players and their families
to our course.
This year we offer Jr. Golf League participants the option to purchase a season pass for an
additional $39.00, so far 21 youth have purchased this option.
Maintenance
The golf course remains in great shape, as we have received may compliments from our leagues
and public players. During the month of July we will continue making improvements to the
clubhouse area such as refurbishing the picnic tables and working on maintaining the garden area.

Background
During the month of July staff will begin to prepare the 2018 Budget to present to the city council.
The commission has several projects that have been planned for 2018.
Attached is a list of recent and future projects that the commission has been involved in planning.
Required Action
The commission should continue discuss the projects for 2018, The commission will be asked to
make a recommendation to the city council for 2018 projects in the near future meeting.
