Cheryl is the Assistant City Administrator, and has been employed by the City since December, 2016. You met her at the Joint Meeting with the Eagan ARC in May. In an effort to balance out my workload, I will be handing off the primary staffing responsibilities of the ARC (and NOC) to Cheryl, beginning this surnmer. She is a very capable individual, and is interested in the workings of the ARC. I know that she will quickly catch on to the many things to be learned as part of the science of airport noise. Bob Hagel. Col. Hagel is the Deputy Wing Commander for the MN Air National Guard. He has agreed to speak to the ARC to talk about the impact of the ANG on the MSP Airport, and on the State of Minnesota as a whole. Col. Hagel is also a commercial pilot, and so may be able to share observations about his civilian vocation and changes in that industry. a %uj'k'- Mark McNeill City Administrator ,q-lk CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES March 8, 2017 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, March 8, 2017 at Mendota Heights City Hall. Call to Order Chair David Sloan called the meeting to order at 7:03 pm. The following commissioners were present: David Sloan, Sally Lorberbaum, William Dunn, Jim Neuharth, and Gina Norling, and NOC alternate representative Jill Smith. Absent: Arvind Sharma, Kevin Byrnes (both excused) Also present: City Administrator Mark McNeill Approval of Minutes 3. a Motion Neuharth/second Dunn to approve the minutes of the February 8, 2017 ARC meeting, with the following corrections: 1. Typo under 5.a; 2. 6.c Second sentence should read: "He felt that we should approach MAC for an explanation as to why they are so far above the Upper Control Limits on Sensors 15 and 30. " 3. Complaint Charts Runway should be 12R; 4. Noise Monitor Charts—typo and referenced Runway should be 12R. Motion to approve carried 5-0. Unfinished and New Business 4.a Review of Operations Statistical Charts i. Operational Charts Neuharth noted a continuing downward trend, with nothing unusual. Noted that Byrnes had suggested a recalculation of the Upper Control Limit, but that that discussion could wait until the next meeting, when he would be present. ii. Complainant Char ts—Lorberbaum said that the single chart was based on location, rather than complaints. iii. Turboprop Charts—McNeill presented. Neuharth suggested that these be put in a control chart format. iv. Noise Monitor Charts Norling presented to the ARC. 4.b Discussion and Review of 2017 Airport Noise Plan of Action The 2014 ARC work plan was discussed and updated to be applicable to 2017. In it, the number of identified issues was able to be consolidated or eliminated changed the number from ten issues, to six. Acknowledge Receipt of Various Reports/Correspondence 5. The Technical Advisors Report; Eagan/MH Departure Corridor Analysis; Runway 17 Departure Analysis Report; and Crossing in the Corridor Analysis reports from February 2017 were reviewed. Upconing Meetings 6. It was decided that the ARC would gather at City Hall at 5:30 PM on April 12th, to accommodate travel time to get to the FAA Tower for a tour, which is to begin at 6 PM. Motion carried 5-0 Minutes Taken By: Mark McNeill, City Administrator CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES April 12, 2017 The April meeting of the Mendota Heights Airport Relations Commission was tour of the MSP Control Tower, which was held on Wednesday, April 12, 2017. The following commissioners were present: David Sloan, Sally Lorberbaum, William Dunn, Jim Neuharth, Arvind Sharma, and Gina Norling. Absent: Kevin Byrnes (excused) Also present: City Councilor and NOC Representative Jay Miller, Administrator Mark McNeill After meeting at Mendota Heights City Hall at 5:30 PM, the attendees carpooled to the Control Tower at the MSP airport. The attendees met with FAA Traffic Flight Management Officer Kurt Mara, and MAC Staff member Dana Nelson. Mr. Mara gave an overview of the control tower training and fight control and FAA responsibilities. He noted that wind was the biggest determinant of the direction of airport traffic. He also said that 80% of the world's air traffic is in the United States. After touring the control tower and ground control areas, the group returned to City Hall at approximately 8:30 PM. Notes Taken By: Mark McNeill, City Administrator �5� MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING MAY 9, 2017 Ajoint meeting of the Eagan Airport Relations Commission and Mendota Heights was held on Tuesday, May 9, 2017 at 7:00 p.m. Those present were Charles Thorkildson, Carol Whisnant, Jeff Spartz, newly appointed members Joseph Axmacher and Debra Dulligner, and Assistant City Administrator Miller. Philippe Girard and Michael Johnson were absent. Mendota Heights Attendance: David Sloan, Sally Lorberbaum, Gina Norling, James Neuharth, Kevin Byrnes, Arvid Sharma and Cheryl Jacobson, Assistant City Administrator. The meeting was called to order by Chair Thorkildson. AGENDA Commissioner Whisnant moved, Commissioner Spartz seconded a motion to approve the agenda as presented. All members voted in favor. PRESENTATIONS Kurt Mara, FAA Air Traffic Control Tower Manager Annual Operations and Runway Trends and Converging Runway Operations (CRO) Impacts FAA Air Traffic Control Tower Manger Kurt Mara gave a presentation on the annual operations and runway trends at MSP Airport. He also provided an update on the impacts and changes associated with Converging Runway Operations. Mr. Mara answered questions from commission members regarding the presentation. Other items discussed were safety, large aircraft daily operation numbers, turbulence on large aircrafts constraints and the ability of effective departures. Dana Nelson, Manager — Noise, Environment & Planning Optimized Profile Descent Success Story and MSP Airport Update Dana Nelson, Manager— Noise, Environment & Planning gave a presentation on Optimized Profile Descent success story and an MSP Airport update. UPDATES ON CURRENT EFFORTS BY THE COMMISSIONS The Mendota Heights group shared they are in the process of redoing their annual plan. They also noted their communication through the Noise Oversight Committee with regard to cargo plane operations between 5-7am causing noise concerns. The Eagan group shared they have formed two committees focusing on Next Generation (Next Gen) and Stage V, and specifically how these efforts are impacting the aviation industry and reducing the noise footprint around airports. Date Secretary 2017 Airport Noise Plan of Action Mendota Heights Airport Relations Commission f '--mmmum of Lo- 1 Mendota Heights City Code (2-4-6) establishes the following powers and duties for the Mendota Heights Airport Relations Commission: A. The Airport Relations Commission shall advise the city council on matters pertaining to airport noise and operations at Minneapolis - St. Paul International Airport (MSP). B. The Airport Relations Commission is expected to monitor proposed rules, procedures and programs which impact the air noise situation within the city and to make recommendations to the city council regarding strategies to mitigate the city's air noise exposure. C. The Airport Relations Commission shall have such other duties and powers as granted by the City Council from time to time. (Ord. 290, 4-20-1993) - 1 - In an effort to mitigate airport noise in the Mendota Heights community and assure equity of the current runway use system, the Commission has given high priority to the following issues (not in priority order): Develop and strengthen our partnerships with the Metropolitan Airports Commission (MAC), the Federal Aviation Administration (FAA), legislative leaders and other government bodies regarding airport issues. 2. Monitor airport operations and trends. 3. Work collaboratively with other communities on mutual concerns in regards to airport development and operations. 4. Monitor residential land use in Mendota Heights, particularly developable parcels that may be affected by airport noise. 5. Provide review of the City's 2040 Comprehensive Plan. 6. Provide communications to City Council, NOC Representative,; airport issues, and inform the City Council of pertinent issues. -2- residents regarding Issue #1: Develop and strengthen our partnerships with MAC, the FAA, legislative leaders and other government bodies regarding airport issues. Action Steps: Who: When: • Invite our State Senator and Representatives to a regular ARC/Staff ARC meeting. • Invite FAA Tower Operator and MAC Staff to a regular ARC/Staff ARC meeting. • Invite our MAC Commissioner to a regular ARC meeting. ARC/Staff Monthly • Attend regular NOC and MAC meetings and provide ARC/Staff Bi -Monthly input and dialog on issues that affect Mendota Heights residents and businesses. Issue #4: Monitor residential land use in Mendota Heights, particularly developable parcels that may be affected by airport noise. Action Steps: Who: When: • Monitor applications for development and redevelopment ARC/Staff As Requested in airport noise impacted areas. • Provide recommendations to the City Council for ARC/Staff As Requested development rezoning and/or acquisition of these sites. • Review all planning application materials submitted-_ ARC/Staff As Requested within airport noise impact zones. Issue #5: Provide Review of the City's 2040 Comprehensive Plan. Action Steps: Who: When: • Provide input, and monitor the impact of the 2040 ARC/Staff Ongoing Mendota Heights Comprehensive Plan; currently under revision • Review other cities' 2040 plans relating to airport use and ARC/Staff Ongoing development impacts 0 Support expanded use of reliever airports. ARC/Staff Ongoing Issue #6: Provide communications to City Council, NOC Representative, and residents regarding airport issues, and inform City Council of pertinent issues.
