AIRPORT RELATIONS COMMISSION MINUTES
June 8, 2016
The regular meeting of the Mendota Heights Airport Relations Commission was held on
Wednesday, June 8, 2016 at Mendota Heights City Hall.
Chair David Sloan called the meeting to order at 7:02 pm.
The following commissioners were present: David Sloan, William Dunn, Arvind Sharma, Gina
Norling, Sally Lorberbaum, and Jim Neuharth. Absent (excused) was Kevin Byrnes.
Also present: NOC Alternate Representative Jill Smith, City Administrator Mark McNeill, and
Public Works Director John Mazzitello.
Approval of Minutes
Neuharth and Norling noted a couple of typographical corrections that were needed, and
incorrect name spellings for Dunn and Norling. Motion Dunn, second Neuharth, to adopt the
minutes of the April ARC meeting, with corrections as noted. Motion carried 6-0.
It was stated that the May meeting had been cancelled, and therefore, there were no minutes
produced.
Unfinished and New Business
4.a Airport Overlay Zoning District. Mazzitello reported that the ARC had recommended using
the 2005 MSP Zoning Ordinance noise overlay boundaries for the City’s zoning district. That
had been reviewed by the Planning Commission, which approved the recommendation, after
adding the phrase “or then current” to the language change. He said that the City Council
adopted the changes as recommended at its May 5th meeting.
In response to a question from Smith about MAC controlling local land use, Mazzitello
responded that MAC had no say in local zoning codes, except regarding structural height
restrictions (which is governed by the FAA).
4.b Commissioner Norling Request. Norling said that the 2004 12L operations numbers were
the last year before the addition of the third runway. The addition of 17/35 initially caused a
drop in the number of takeoffs impacting Mendota Heights. However, since then the number of
operations on Runway 17/35 have rebounded to pre-runway figures. She said that implementing
a two mile delay (to a point 3.5 miles from the airport) before turn deviations could be made
would reduce the noise impact on Mendota Heights. She had brought this up at the March Open
House. She felt that there should be a departure modification study to determine if any other
neighborhoods to the south and east of the airport should be included.
It was determined that MAC staffer Brad Juffers should be asked to address this and respond
when he comes to visit the ARC in July. He would also be asked whether the abatement
procedure is horizontal, rather than vertical.
4.c MAC Quarterly Public Input Meeting. Mazzitello reported on this meeting, which had been
held on April 27th.
4.d Future Meetings. McNeill said that the Brian Ryks, the new CEO of MAC, and MAC Brad
Juffers had been invited to speak at a joint meeting with the Eagan ARC. The joint meeting was
to be held July 13th. However, earlier that day, McNeill had been notified that Mr. Ryks is
unable to attend in July. However, Mr. Juffers will still be able to speak at that meeting. In
addition to the crossing in the corridor issue, he will also address the Eagan/Mendota Heights
issue with early morning turbo-prop flights.
It was determined that September 14th would be the new joint meeting date with Eagan’s ARC.
The ARC agreed that the joint meeting should be televised.
4.e.1 Operational Charts This was presented by Neuharth, who said that two of the reports were
above the upper control limits. He said that 12R was significantly over—these reports showed
the highest numbers since 2009. He also spoke to the turbo prop noise issue, which will be
addressed by the MAC staffer in July.
4.e.11 Complainant Charts. Lorberbaum reported nothing unusual.
4.e.111 Noise Monitor Charts. Norling reported on the three noise monitoring locations in
Mendota Heights. She said that 5 AM seems to be the new starting time for morning flights.
5.a. Review of the April 24 NOC Meeting. McNeill and Smith reviewed the discussion items at
the most recent NOC meeting. They reported that two of the agenda items were relevant to
Mendota Heights—the Eagan /Mendota Heights crossing in the corridor report, and a discussion
of turbo prop airplanes. Those topics will be discussed at the July meeting.
5.b MAC Board Meeting Review. Sharma reported on the April 18th MAC Board Meeting. He
reviewed the new flights, including the possibility of adding low cost provider Norwegian Air.
He also spoke about the Graves Hotel which is currently under construction. He said that the
target date for that to be open is the 2017 Super Bowl.

and Planning Department of the Metropolitan Airports Commission.
The first speaker for will be Brad Juffer. He will present two items related to the Eagan-
Mendota Height Corridor from the May 18 NOC meeting.
The other speaker will be Dana Wall, who will speak about the Noise Abatement Departure
Profiles (turbo-props) referenced at the previous ARC meeting.

1. Total operations for both 12L and 12R in April 2016
A Straight South Flow Configuration, where arrivals and departures are all on 12L and 12R, was used more
than normal during April 2016. The following chart shows the percentage of time the airport was in a
Straight South Flow Configuration from January 2013 through April 2016.
This configuration becomes necessary during certain wind conditions. The wind conditions this April, and in
previous Aprils have included more east and northeast wind than normal. When the winds are strong
enough from the east, aircraft may not be able to depart from Runway 17 due to the direct crosswind;
therefore, all departures would be on Runways 12L and 12R. The wind rose below depicts observed winds
at MSP for April 2016.
2. Turboprop Departures from Runways 12L and 12R since January 2015
Since the Mendota Heights ARC Open House in March, we have brought this issue to the NOC and to the
FAA. Currently, the FAA is actively evaluating a number of options to reduce turboprop departures over
areas north of Hwy 110 in Mendota Heights. The FAA will provide an update at the July 20 NOC meeting.
Unfortunately, the next ARC meeting will come before that – but we will be sure to provide the
Committee with an update on July 13.
Attached is an Excel workbook with the following turboprop departure data from January 2015 through
May 2016:
12L tab: Total 12L turboprop departures and nighttime 12L turboprop departures
12R tab: Total 12R Turboprop departures and nighttime 12R turboprop departures
12L and 12R Outside Corridor tab: Count of 12L and 12R Turboprop Departures South and north of
Eagan/Mendota Heights Departure Corridor and North of the Corridor.
3. Noise Abatement Departure Profiles at MSP
Noise Abatement Departure Profiles (NADPs) pertain to the vertical profile, not the lateral positioning of
an aircraft departure. In the early 1990s, the FAA responded to numerous requests for unique noise
abatement departure procedures by studying the viability of using different procedures off different
ends of runways at the same airport. The result of the exhaustive study was FAA advisory circular (AC)
91-53A, published in 1993. The AC establishes guidelines for airlines in the development of NADPs
including minimum operating parameters for airlines to use in developing operating procedures. The AC
establishes a standardized system so that an aircraft will use the same operating procedures throughout
the world.
The AC establishes both a Close-In and Distant NADP. The Close-In NADP generally is intended to reduce
noise slightly for communities within the immediate vicinity of the runway end – approximately 3.5
miles from the start of takeoff roll – while the Distant NADP is intended to reduce noise slightly for other
communities that are not within the immediate vicinity of the runway end (beyond 3.5 miles from the
start of take-off roll).
When using a Close-In NADP, an aircraft maintains takeoff thrust and flaps longer than it would when
using a Distant NADP. This results in a slightly quicker climb close to the airport and slightly reduced
noise exposure for homes within the immediate vicinity of the airport directly under the aircraft
departure path. After reaching 3,000 feet, however, a Close-In NADP aircraft must substantially reduce
its rate of climb and accelerate to a sufficient airspeed to retract flaps and slats. Although the aircraft is
slightly higher, it is also slower and at a higher thrust setting longer than an aircraft using a Distant
NADP. Beyond the immediate vicinity of the airport, this results in a slight increase in noise exposure.
For modern high-performance jet aircraft, the noise impact difference between the Close-In and Distant
NADPs is minimal.
Airports are permitted to decide the appropriate NADP to use on each end of its runways. The Distant
NADP is used for departures from all runways at MSP. Unless otherwise instructed, airlines will typically
use the Distant NADP. We will be adding this topic for further study in the 2017 NOC Work Plan and we
can be prepared to include this in the briefing at the July ARC meeting, if you think additional detail is
needed.

Welcome back! At our June ARC meeting, the Commissioners had a few questions to ask of
you. Hopefully you can look into these and get me a reply I can share with the commission.
1. Total operations for both 12L and 12R exceeded the calculated statistical control limit for April
2016 (see attached charts. We noticed that there always seemed to be in increase in April from
past years, but this increase was larger than normal. Is there an explanation?
2. Commissioners would like statistics on the turbo prop departure operations as discussed at the
March Open House. If possible, we would like to see data going back to at least January of 2015.
3. One of our Commissioners cites the macnoise web page for the following:
“Noise Abatement Departure Profiles: Noise Abatement Departure Profiles (NADP) are designed
to reduce aircraft noise exposure for residents living close into an airport (within 3.5 miles =
close-in procedure) or further out (beyond 3.5 miles = distant procedure) from an airport. All
airlines operating at MSP have agreed to comply with the Distant Noise Abatement Departure
Profile for departures from all runways.” The Commissioner contends that flights departing off
12L are not holding a straight departure pattern to the 3.5 mile point (somewhere near the
55/494 interchange). The Commission would like to have this addressed at the July ARC
meeting when Brad Juffers comes to talk to the ARC. Is there any insight into this request you
can provide? As a side note, I do not necessarily think the Commissioner in question is
interpreting the definition correctly, but perhaps we can discuss.

Request for Runway 12L Departure
Modification Study
Modification may be achieved by:
•Modification of Eagan-Mendota Heights Corridor boundary
•Implement a 2 Nautical Mile Turnpoint Departure Procedure
•Delay 110 degree turn by 15-20 seconds
Advantages of this Noise Abatement Procedure:
•Dramatically reduces the instances of aircraft overflight impacts for the Mendota Heights neighborhoods
•Affected neighborhoods are subjected to up to 95 dB due to proximity of 1.5 miles away from 12L endpoint.
•Runway Use System (RUS) places 1st priority for departures on 12L.
•12L is used in three times as many departures as 12R and 17 based on destination.
•Results in flights traversing over roadway and industrial use areas
•In line with MAC’s and NOC’s cooperative efforts to reduce aircraft noise impacts in the surrounding communities
•In emergency situations the flights are not over residential in this early stage of departure
•Slight modification is in line with the Eagan-Mendota Heights Cooridor’s attempt to direct traffic over noise-compatible land use areas.
•Request Mendota Heights neighborhoods to be included in the Noise Abatement Departure Profiles (source macnoise.com)
•Noise Abatement Departure Profiles (NADP) are designed to reduce aircraft noise exposure for residents living close into an airport (within 3.5 miles = close-in procedure) or further out (beyond 3.5 miles = distant procedure) from an airport.All airlines operating at MSP have agreed to comply with the Distant Noise Abatement Departure Profile for departures from all runways.
•Feasibility is believed to exist:
•Lack of simultaneous departures with 12R with increased usage of 17 as south parallel and existing successive departure spacing.
•Turn delay is minimal; approximately 15-20 seconds from current earliest turns
•Distance from the residential to desired roadway/industrial track is minimal; approximately 1,200 ft.

SECURITY CHECKPOINT INFORMATION
Commission board meetings are held on the secure side of Minneapolis-St. Paul
International Airport's Terminal 1-Lindbergh. Follow these instructions to attend:
• Park in the short term parking ramp at Terminal 1. (Parking is FREE. Please pull a
ticket and bring it to the meeting for validation.)
• Present a government-issued photo ID (driver's license) to the personnel at the
Information Booth on Level T. They will prepare a security pass for you and direct
you to the Ticketing Level.
• Use the south security checkpoint to pass through security. You will be asked to
show your ID and security pass at that time.
• Once through security, proceed to your right. Once inside the airport mall, look to
your left, above the entrance to Concourse F. The board meetings take place at the
MSP Airport Conference Center on the Mezzanine Level above the Delta Air Lines
Sky Club.
• Use the stairs or elevator to go up one level.
