March 11, 2015
The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, March 11,
2015 at 7:00 p.m. at Mendota Heights City Hall.
The following commissioners were present: David Sloan, William Dunn, Gina Norling, Sally Lorberbaum, and
Arvind Sharma
Absent: Kevin Byrnes (excused), and Jim Neuharth (excused)
Also present: Public Works Director/City Engineer John R. Mazzitello, City Administrator Mark McNeill, and
Mendota Heights Resident Rose Agnew
Chair Sloan called the meeting to order at 6:59 pm.
Approval of Minutes
Lorberbaum moved, and Dunn seconded that the minutes of the February 11, 2015 Airport Relations
Commission meetings be approved with the following amendments:
1. Sloan comment about a misspelling prevalent throughout the minutes.
2. Mazzitello noted some corrections were already made based on comments received from Lorberbaum.
All voted in favor.
Unfinished and New Business
McNeill introduced himself to the Commissioners followed by brief introductions and backgrounds from each
of the Commissioner present.
Staff support for the Commission was discussed. McNeill will serve as the primary staff liaison to the
Commission, but Mazzitello will serve a support function and attend some Commission meeting as dictated by
subject matter discussed.
Mazzitello asked about the annual presentation of the Commission work plan to City Council. Due to Council
schedules, the presentation was tentatively scheduled for the May 19th Council meeting. The annual televised
meeting will take place later in the year, and should coincide with a scheduled speaker.
Commission acknowledged the appointment of Dana Nelson as the new NOC Technical Advisor. Sloan and
McNeill stated they would be attending the March 18th NOC meeting.
Sloan reviewed commissioner statistical work assignments, and Lorberbaum acknowledged Commissioner
Byrnes work on airport related news articles that saves the City $1000 per year.
Sharma volunteered to attend MAC Board meetings.
Norling reviewed the discussion form the February meeting regarding measured noise events, and that 2005 data
(to be used as a baseline for comparison) was not available on the web page. Mazzitello stated that staff would
look for ARC agenda packets from that year to try and find the data needed.
Commission acknowledged the May 12, 2015 joint meeting with the City of Eagan to be hosted by Eagan.
Reports on Areas of Focus
Commission reviewed items of interest noting January departure statistics remained consistent with December’s
figures. Norling stated that there was a one month decline in noise events for January. Lorberbaum stated she
would present her bi-monthly statistical review of complaints at the next meeting. Staff was asked to assist with
her table and chart production.

Sloan asked that Dana Nelson be scheduled as a guest speaker at a future meeting. Norling suggested that
Nelson be scheduled in conjunction with the noise event data set review at a future meeting. Norling also
volunteered to coordinate a tour of Lockheed Martin for the April meeting. Other future speakers discussed
included Commander of the 133rd Airlift Wing, State Legislators, Dakota County Commissioner Egan, The
Mendota Heights MAC and Met Council Representatives, and a Saint Paul Airport tour.

Joint Meeting with Eagan ARC
May 12, 2015

1. Call To Order: The meeting was called to order at 7:04 p.m. by Eagan ARC Chair Chuck
Thorkildson
2. Mendota Heights Attendance: Chair David Sloan, Sally Lorberbaum, Bill Dunn, Gina
Norling, Arvind Sharma, Jim Neuharth, and Kevin Byrnes
3. Eagan Elections: The joint meeting was paused so that elections of chair and vice chair
could be made for the Eagan ARC. Chuck Thorkildson was elected Chair, and Carol
Whisnant was elected Vice‐Chair.
4. Speaker: the ARCs heard from MAC Executive Director Jeff Hamiel.
Mr. Hamiel spoke about the history of the MAC since its creation in 1943 by the
State Legislature, and that it was one of the longest and most successful public‐
private partnerships in the Twin Cities. He addressed MAC finances, and the
recognition that it has received for efficiencies in operations. It receives no tax
support, but instead relies solely on user fees.
It has annual operating revenues of more than $303 million, with 48% of that
coming from concession, and 36% from airline related charges.
He addressed the impact that Delta has as the major air carrier, with 74% of
traffic, amounting to 25 million passengers. It is one of 13 passenger air carriers
serving MSP. Passenger air traffic peaked in 2005, but has rebounded. Overall,
the number of flights has declined from a high of 525,000, to approximately
400,000 in 2014. He noted the projected number of passengers is to increase,
but that larger planes will mean fewer proportionate flights. Newer planes are
larger, 25% more fuel efficient, and 30% quieter than older aircraft.
He noted the following challenges for the MAC:
Lack of queuing space at Terminal 1
Lack of space at security checkpoints
Parking shortages at Terminal 1, especially on Tuesday and Wednesday
mornings
Retail leases will all expire and will need to be renegotiated in the next
two years.
Capacity constraints (lack of gates) at Terminal 2.
He said that the MAC would be updating and improving baggage claim areas soon.
Mr. Hamiel answered questions from the ARC members relating to new air carriers; rates
of worker pay at the MAC; RNAV automated air directional systems; worldwide airline
expansions; and the possibility of additional runways. For the latter, he said there is no
room to add runways; the bigger issue was a lack of space in the terminal, and parking.
He invited the ARC members to take a “behind the scenes” tour of the MAC facilities.
Mr. Hamiel left the meeting.
5. Other Business: The two groups shared information: Mendota Heights does charting of
flight paths, which they said they would provide to Eagan. Eagan reported on its annual
open houses, and more recently electronic open houses to engage residents.
Both groups felt that more frequent joint meetings would be beneficial, and that
that would be helpful in attracting quality speakers. They also asked staff to follow‐up on
the invitation from Mr. Hamiel to do the airport tour, and to do so in summer months
when the daylight is longest.

Hi Mark,
I’d be happy to provide my insight into those issues to assist with your preparation for the ARC.
The FAA is re‐evaluating its method for measuring the effects of aircraft noise. The Agency will be contacting residents
living in communities surrounding 20 airports in the US to conduct mail and telephone surveys to capture the public
perceptions of aviation noise throughout the course of a year. The FAA is not disclosing which communities or airports
will be involved in the polling.
The FAA hopes to finish gathering the data by the end of 2016. Then it will analyze the results to determine whether to
update its methods for determining exposure to noise. Specifically, the Day‐Night Average Sound Level (DNL) metric and
the 65 decibel DNL threshold for receiving federal funding for mitigation will be on the table for potential changes. If
changes are warranted, the FAA will propose revised policy, which will go through a public review period.
I recently read that the City of Phoenix is suing the FAA over the RNAV flight path changes. After unsuccessful
consultation with the FAA, the City petitioned the US Court of Appeals for the District of Columbia Circuit to review the
FAA’s denial of the City’s request to modify or cease implementation of certain RNAV departure routes. During a
number of consultation meetings, the City requested that the FAA cease or modify RNAV flight paths that were moved
from locations where they had successful noise mitigation to historic and densely populated areas. Attached is a news
article for your reference from the Airport Noise Report regarding the topic. (Please do not make copies of this report, as
there is a copy write requirement).
I would venture to say that MSP could have easily found itself in this situation in 2012 when the FAA proposed RNAV
arrivals and departures at this airport. However, the NOC appropriately requested the FAA take certain measures when
designing the RNAV procedures and the NOC conducted a public information process that was effective in informing the
community, despite the accelerated timeline imposed by the FAA. Some community members and elected officials
expressed their concern at a MAC Commission Meeting at the end of 2012. The resultant decision by MAC was to only
support RNAV departures to the south off Runways 12L, 12R and 17 as well as RNAV arrivals to each runway. The FAA
conducted a Safety Management Study and determined that this partial implementation would jeopardize safety and
that only RNAV arrival procedures would be implemented at MSP.
The FAA does not have a timeline for RNAV departure procedure development at MSP, however in an effort to
proactively anticipate future development of the procedures, the NOC passed a resolution to establish expectations of
the FAA regarding future RNAV departure procedure development at this airport. The NOC Resolution 01‐2014
(http://www.macnoise.com/pdf/noc‐resolution‐01‐2014.pdf) was subsequently approved by the MAC. I would suggest
that this also be a part of your conversation with the ARC, as it puts MSP on good footing for future RNAV departure
development and ensures that we will not be blind‐sided by the FAA or go through the ugly situation that the City of
Phoenix is now facing.

Decades of Land Use Planning UpendedInaJune1lettertoFAAAdministratorMichaelHuertainforminghimofthelitigation,Phoenix City Manager EdZuerchersaid,“FAA’s rearrangement of flight routes sinceSept.18,2014,upended decades of land-use compatibilityplanningthatdirectedbillionsofdollarsofprivateinvestmentwhilethecityinvestedhundredsofmillionsofdollarsofnoisemitigationeffortsallbasedontheprevious,stable flighttracks.“FAA’s RNAV route changes have exposed tens of thou-sands of Phoenix residents to intolerable levels of noise thataffectsleep,conversation and daily life.These residents werenevergivenanopportunitytohaveavoiceintheveryprocessthathasdestroyedtheirqualityoflife.”Zuercher told the FAA administrator that the city officialssee“a similar pattern occurring with the FAA’s [Phoenix]Metroplex implementation process and are compelled to askyoutohaltthatprocessuntilyoucanguaranteeproperairportoperatorandcommunityinvolvement.The FAA is excludingtheCityfromroutedesignmeetingsandkeepingthenatureofairspacechangesasecrettobothairportsandthecommu-nity.This is completely inconsistent with the testimony pro-vided in the last few months to Congress stating that airportsarepartnersinthedevelopmentofMetroplexPBNproce-dures.“Partners are not excluded from discussions aboutchangesthatfundamentallyaffectpeople’s lives,land use,noise and airport capacity.While the FAA is partnering withtheairlinestoimplementPBN,its policy in Phoenix,Los An-geles,and other cities is to otherwise keep secret the actualroutechangesuntilsomefutureunspecifieddate.“These actions by the FAA are unacceptable,and aftereightmonthsofpatientlyattemptingtoworkwiththeFAA,itisclearatthispointthatnomeaningfulchangesareplannedtoreducenoiseimpacts.We are now left with no choice buttofileapetitionwiththeCourttoseekreviewofFAA’s un-lawful process.”FAA had no comment on the lawsuit,which is City ofPhoenix,Arizona v.Michael Huerta,Administrator of theFederalAviationAdministrationandFederalAviationAd-ministration.ANR does not yet have the case number.

Hi John,
My initial investigation of early departures last week shows a few days that stand out for departures over Mendota
Heights.
On Monday, May 25, there were 5 departures off Runways 12L and 12R between 5 and 6 am. Winds were out of the
east‐southeast, necessitating departures to the south. These departures all stayed within the Eagan/Mendota Heights
Departure Corridor, many of them crossing in the middle of the corridor over the 35E/494 interchange.
On Friday, May 29, there were 11 departures off Runways 12L and 12R to the south of the airport between 5 and 6 am.
At this time, the winds were out of the south‐southeast, necessitating departures to the south. All departures stayed
within the corridor.
On Sunday, May 31, there were 5 departures off Runways 12L and 12R between 5 and 6 am. Winds were out of the east‐
northeast. These departures also stayed within the corridor, many of them crossing in the middle of the corridor.
The other days of the week did not have any departures off 12L and 12R before 6 am.
The airlines schedule their flights based on passenger demand. Typically, the spring/summer is a busy time for passenger
travel. The peak month for operations and passengers is usually July. Airlines manage this peak by making changes to
their schedules to accommodate the added demand. They may add more morning flights and often add an evening
departure bank around 9:30 pm during the summer.

Greetings! I do not think we have met yet, but I work with Mark McNeill and the Airport Relations Commission in
Mendota Heights. I wanted to pass along an issue one of our residents brought to my attention late last week. The
following was received directly from our resident.
We have been awoken by a burst of 5:08AM ‐ 5:31AM departure flights this week.
Since March, we have noticed a newer and earlier burst of departure flights occurring 5:20AM‐5:31AM. As many as 5
flights in that period. I was planning to bring this up at our regularly scheduled ARC meeting, but it was canceled in April
and then joint in May.
Now, the burst is happening earlier. This week we were dismayed to awake at 5:08AM due to departures. I wanted to
point this out now, as the trend is getting earlier and less favorable for Mendota Heights residents.
Is there any information to offer our resident in return? I would be happy to relay it if so.

At the joint meeting of the Eagan and Mendota Heights ARC’s in May, MAC Executive Director
Jeff Hamiel invited interested parties to take a “behind the scenes” tour of the airport. The
consensus of both groups was to do this during the summer months, so that we can take
advantage of longer daylight hours.
In speaking with the City of Eagan, they are willing to change their normal Tuesday night
meeting, to Wednesday (in recognition of the fact that you adjusted your schedule for the joint
meeting with them in May).
Therefore, assuming MAC can accommodate the date, it appears that the July 15th ARC meeting
will consist of the tour of MSP facilities, jointly with the Eagan ARC.
