Police chaplains
Did you know that the City of West St. Paul and
the City of Mendota Heights has a Chaplain Program?
Who are they?
The City of West St. Paul began it’s Chaplain Program in 2003. Shortly thereafter,
Mendota Heights Police Department joined the program. Together, all of our
Chaplains serve to meet the needs of both police departments and residents.
The Chaplains are primarily ordained clergy who represent several different
religious denominations and include some who speak multiple languages,
including Spanish, Arabic and French. All of our Chaplains are volunteers who
service in addition to their regular responsibilities in congregation and other
full-time work. In addition to our on-call Chaplains, our Chaplains Corp includes
support Chaplains who are available on an as needed basis.
The Police Chaplains serve the Officers and citizens. Chaplains are called out for:
Sudden Expected Death
Suicide
Critical Police Incident
Chaplains serve as clergy in resident’s time of need and offer resources on the
next steps.
Training
Our Chaplains attend training through Regional, National, and International
Conference of Police Chaplains (ICPC) and Minnesota Emergency Service Chaplain
Association (MESCA). They also take part in many events the city hosts i.e.;
Citizens Police Academy, Annual Night To Unite, Halloween bonfire, WSP Days,
Officer Ride-Alongs and department open houses. They also send cards of
congratulations, thanks and prayers to officers.

HARASSING COMMUNICATION — 6XX 1st Ave 04/07/18, 2030 HOURS
Officer spoke with female who was concerned about some threats made by her ex-boyfriend. Female was
advised that there was nothing criminal in nature at this time and was given other domestic related
resources.
THEFT — 9XX Hwy 13 04/09/18, 1918 HOURS
Officer responded to location on a theft report. Employees stated that multiple people entered the store,
stole multiples items and left without paying for them. Video was obtained and case is under investigation.
WARRANT ARREST — 35E/Hwy 110 04/09/18, 2346 HOURS
Routine plate check revealed registered owner had an active misdemeanor warrant. Stop was made and
the driver was confirmed as the registered owner. Party transported to Dakota County Jail.
DAMAGE TO PROPERTY — 1XXX Mendota Heights Rd 04/10/18, 0746 HOURS
Officer responded to business on a damage to property report. Employees at the business had damage
done to their vehicles. Video surveillance captured a suspect moving around one vehicle. Suspect
information was provided. Pending investigation.
LICENSE PLATE IMPOUND — Hwy 55/494 04/10/18, 1928 HOURS
Officer ran a random license plate query. The query returned that the license plates should have been
turned in for impoundment. The license plates were removed from the vehicle and the vehicle was towed.
MENTAL HEALTH — 2XXX Kressin Ave 04/11/18, 0657 HOURS
Officers responded to location on a disturbance. Upon arrival officers found a resident not making any
sense and stating she was the President of the United States. HealthEast responded and she was
transported to the hospital on a health and welfare hold.
THEFT — 2XXX Waters Drive 04/11/18, 1401 HOURS
Officer received a phone call about a theft of hand tools from a locked trailer. The theft happened
sometime within the past two weeks. There are no suspects, witnesses or any details on the missing
property. Estimated value of approximately $250.00.
THEFT — 1XXX Lilydale Rd 04/11/18, 1508 HOURS
Officers responded to location on a theft from vehicle report. They spoke with the owner who believed he
had locked his truck but could have pressed the unlock button instead. A computer and a cell phone were
taken. No suspects.
THEFT — 1XXX Victoria Court 04/12/18, 0645 HOURS
Officer was dispatched to call a party reference a theft from two vehicle. The owners stated that sometime
overnight their two unlocked vehicles were entered and items were stolen. There was no damage to the
vehicles and a pair of sunglasses and some loose change were taken. No suspects.
PROPERTY DAMAGE ACCIDENT — Delaware/Hwy 110 04/12/18, 0748 HOURS
Officers were dispatched to a property damage crash. Officers arrived and assisted drivers with exchanging
information. One of the parties was issued a citation for following too close.

DOMESTIC ASSAULT — 1XXX Delaware Ave 04/12/18, 0930 HOURS
SRO responded to location on a domestic assault report. Student wanted to report an assault that had
occurred at his residence the evening prior. There were no visible injuries. Case referred to Dakota County
Social Services.
FRAUD — 5XX Annapolis St 04/12/18, 1438 HOURS
Officer took a fraud report from a party who fell victim to a scam regarding a fake loan. The companies
“Advance America” and “Lend Plus” called victim stating he was approved for a $5,000 loan. The victim
gave his personal information then shortly after realized it was a scam. He immediately closed his
accounts. There was no loss.
THEFT — 9XX Hwy 13 04/12/18, 1818 HOURS
Officer responded to location on a theft from vehicle report. Owner stated that when he returned to his
vehicle, he noticed his front passenger window broken out and his radar detector was stolen. No suspects.
THEFT — Sibley Memorial Hwy/D St 04/12/18, 1919 HOURS
Officer responded to location on a theft report. The back window of a vehicle was broken and a bike was
taken. The bike was entered into NCIC. No suspects.

MHPD offers Car Seat Safety Checks. If you or someone

MHPD has a Medication Disposal Box in the lobby of the
PD where Dakota County residents can safely and
anonymously dispose of their prescription drugs and
over-the-counter medication.
