2003-09-10 Airport Relations Commission Minutes2003-09-10 Airport Relations Commission Minutes.txt[1/25/2018 4:24:17 PM] CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES September 10, 2003 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, September 10, 2003, at 7:00 p.m., in the Large Conference Room at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota. The following Commissioners were present: Scott Beaty, Vern Edstrom, John Roszak, Mike Polovny, and Ellsworth Stein. Staff present: Cari Lindberg, City Administrator; and Bonita Sullivan, Recorder. Ms. Sullivan took the minutes. Also present: Jack Vitelli, Council Member and NOC Representative. Not Present: Commissioners Liz Petschel, Gregg Fitzer. Approval of Minutes Approval of the August 13, 2003 minutes. A motion was made by Commissioner Edstrom, seconded by Commissioner Roszak to approve the minutes for August 13, 2003 as presented. Motion carried 5-0. Unfinished/New Business A. Discussion with Representatives from Congresswoman Betty McCollum’s Office – Joe Carlisle and Kelly Scanlan City Administrator Lindberg stated that representatives, Joe Carlisle and Kelly Scanlon were not able to attend the meeting due to last minute changes in their schedules. B. Discussion of NOC Activity Council Member Vitelli provided the Commission with an update of the last NOC meeting held in August noting that Commissioner Stein was also in attendance. He reviewed the new consultant role in the development of content for the contour within the Part 150 update with the Commission. He explained that the volume and percentage of flights and landings over Mendota Heights is not yet available. He further explained that part of the development of the contour is use of the raw data noting that it is difficult to draw a conclusion from the current information, as it is very basic. He stated that a motion to approve and accept the raw data as a basis was approved noting that it was not a unanimous vote. He explained that Scott Benson from Minneapolis did vote against it noting that he was not clear as to his reasons. Commission Meeting – September 10, 2003 Mendota Heights Airport Relations Commission Commissioner Stein stated that he was very impressed with Council Member Vitelli’s input at the last NOC meeting noting that he did ask a lot of good questions. He stated that he was surprised that there were no questions asked by most of the Committee members or answers given when questions were asked. Council Member Vitelli agreed noting that at the last two meetings both the Richfield and Bloomington representatives were very accommodating. Commissioner Roszak referenced a communication received from the Rogers Lake East Group that states the ANOMS data was way off and projecting fewer flights that what actually came through. He clarified stating that it would seem that the raw data would get plugged into the ANOM system to help determine the contour. Commissioner Roszak clarified that it was his understanding that the email received from Mr. Leqve states that they received the Fonsi changing the measurements over Mendota Heights and that this is what the MAC is using as assumptions. He stated that it is the very beginning assumptions that create the problems and asked if this could be challenged. He noted that the Rogers Lake East group has already challenged the validity of the information and asked why there is such a discrepancy. He expressed concerns stating that this creates an air of distrust. Council Member Vitelli explained that when there is a major change in the assumptions that the City should step forward and request a new study. He noted that this issue was discussed at the July meeting. He explained that the NOC recommended that if there is a major deviation from the assumptions that a new study should be done. He acknowledged that there have major deviations in Mendota Heights for a long time without a new study. Commissioner Polovny asked for further clarification of the areas that are included. Chair Beaty clarified that the areas include Apple Valley, Burnsville, Bloomington and Eagan. He stated that they are all concerned about the activity at the end of the new runway and that they have proposed some new takeoff procedures and patterns. He stated that they do not need to do an environmental impact study as the new, approved Fonsi states that the changes would not have any major environmental impacts. Commissioner Edstrom noted that the letter from Mr. Leqve discussed the approval of the departure procedure for westbound traffic off runway 17 and asked about the eastbound traffic. Chair Beaty clarified that it heads southeast. Commissioner Roszak clarified that the change at the river departure is what shifted the noise departures off the parallels adding that his question is who gave notice regarding this change. Chair Beaty noted that the departures are set up and reviewed with the Commission. He clarified that they were initially supposed to be three miles noting that it is now set for 2.5 miles. Commission Meeting – September 10, 2003 Mendota Heights Airport Relations Commission Council Member Vitelli noted that the MAC has a Planning and Environmental Committee. He stated that they would review the draft of operations and aircraft type at the October meeting. He stated that the NOC would meet on September 18, 2003 and again on October 23, 2003. He stated that they would begin to see the items that affect the projection at the October 23, 2003 meeting. He stated that there would also be a public workshop held at the MAC headquarters for those who would like to review the preliminary data. He stated that the Planning and Environmental Subcommittee would meet to review the basic conclusions on November 5, 2003 adding that they would see some information regarding runway use at the November 20, 2003 NOC meeting. Council Member Vitelli reviewed his understanding of the projections with the Commission and asked for their feedback. Chair Beaty clarified that if a projection of traffic is provided that it would definitely happen noting that he would be very concerned if there is an increase in the projections. Council Member Vitelli agreed stating that if projections show a higher volume of traffic that it should then be challenged. Chair Beaty stated that the letter discussing the Fonsi is not very clear as to the impact it would have on Mendota Heights. He stated that he received a call from Mike Kosel informing him that they are aware of the Fonsi and plan to challenge the information. He noted that Mr. Kosel has requested that they be included on the agenda for next month’s meeting. He stated that this is the type of policy statement they want to see. The Commission reviewed the MSP Runway Use projections and 2005 Runway Configuration Use. Chair Beaty expressed concerns that the new draft is not the same contract and asked if this contract is the same as the contract previously signed by the City. City Administrator Lindberg stated that she would compare the contracts to be sure that everything in the first contract has been included in the new copy received by City Council. Commissioner Roszak suggested getting a copy of the May 1998 environmental impact statement, verify the numbers and send a letter to the MAC challenging the changes. He asked Council Member Vitelli to assert that they do not change the numbers. City Administrator Lindberg stated that she would provide Council Member Vitelli with a copy of the environmental impact statement for his review. Council Member Vitelli stated that he would be meeting with Mr. Leqve next week before the meeting and asked the Commission to forward any pertinent information that would help prior to his meeting with Mr. Leqve. Commission Meeting – September 10, 2003 Mendota Heights Airport Relations Commission Chair Beaty clarified that his concern and question is with regards to the changes in percentages. He explained his understanding stating that once they begin to eliminate the ability to fan that it would make the other runways work more, which is where he believes they are going from 8% to 10%. Commissioner Edstrom clarified that Rogers Lake East is trying to determine who approved the Fonsi. Commissioner Roszak asked for further clarification of the process used to publish notices regarding changes. He asked if the City and Residents receive specific notices or is it a generically published notice. He expressed concerns stating that if it is a generically published notice that the Commission would have to start watching the notices much more closely. He asked if they received notice and suggested that the Commission should have been more actively involved in the process. City Administrator Lindberg stated that she would find out where and how they publish the notices and update the Commission. Chair Beaty clarified his understanding that any deviation from the initial environmental assessment would initiate a new environmental assessment. He reviewed Option 1 with the Commission noting that throughout each option discussed that Option A, coming over Mendota Heights, never changes. The Commission held a general discussion of the takeoff and landing changes and the percentage changes. City Administrator Lindberg referenced the HNTB PowerPoint presentation and reviewed the presentation with the Commission. Commissioner Roszak stated that he would review the documents and formulate a draft letter for the Commission to review. He suggested that the draft could be used to determine a recommendation to Council. C. Review of Final Draft of Airport Noise Plan of Action Chair Beaty stated that the Final Draft of the Airport Noise Plan of Action would be presented to City Council on October 21, 2003. City Administrator Lindberg suggested discussing the main issues from an executive summary page. Chair Beaty agreed and suggested including some facts and figures. City Administrator Lindberg stated that the Commission would be meeting prior to the October City Council meeting and suggested that each Commissioner put together their ideas for presentation and discuss at their next meeting. Chair Beaty agreed and suggested that they put together a simple presentation that is easily understood by both the City Council and Residents. Commission Meeting – September 10, 2003 Mendota Heights Airport Relations Commission City Administrator Lindberg stated that she would formulate the outline that would provide a working document for the Commissioners to work from adding that they could refine the outline at their next meeting. Chair Beaty suggested that City Administrator Lindberg forward her outline to the Commissioners for their review and feedback prior to the next meeting. Commissioner Edstrom suggested reviewing and updating action items that have been completed before presenting to Council. He noted that they have not yet received a response back from Cindy Green regarding their letter dated July 2003. Chair Beaty asked City Administrator Lindberg to follow up and include as an action item. Commissioner Stein agreed stating that several action items that have been completed and should be updated in the document. Commissioner Edstrom agreed that open items should also be updated prior to presenting to Council. He suggested creating a status column that would allow them to track items in progress and to show what has been completed. Acknowledge Receipt of Various Reports/Correspondence: Commissioner Roszak asked City Administrator Lindberg if it would be possible to send their meeting packet information electronically. City Administrator Lindberg explained that a large portion of information included in the packet is not in an electronic format. She stated that any documents that are in electronic format could be sent via email and so noted as an email on packet. She stated that she would review and update the Commission. City Administrator Lindberg stated that City Council approved the HR 2115 letter. The Commission briefly reviewed the following documents: a.
