CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES June 11, 2003 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, June 11, 2003, at 7:00 p.m., in the Large Conference Room at City Hall,
1101 Victoria Curve, Mendota Heights, Minnesota.
The following Commissioners were present: Scott Beaty, Vern Edstrom, Gregg Fitzer,
John Roszak, Liz Petschel, Mike Polovny, and Ellsworth Stein. Staff present: Patrick C. Hollister, Administrative Assistant; and Bonita Sullivan, Recorder. Ms. Sullivan took the minutes. Not Present: Cari Lindberg, City Administrator and Jack Vitelli, Council Member and NOC Representative.
Approval of Minutes
Approval of the May 14, 2003 minutes.
Commissioner Petschel stated she had corrections to the minutes. She referenced page two, paragraph four that states ‘expressed agreement stating that MAC is backing out of their commitments…’ and explained that the point she was making is that the approval of Runway 17-35 is based on the Environmental Impact Statement. She stated that portions of the statement did not make sense and asked that the entire sentence be removed from the minutes. She referenced page two, paragraph 4 and clarified that she was interested in
an update regarding the lawsuit Northwest Airlines filed against the MAC. She noted
that also on page four it should read ‘Augusta Shores’, not ‘Augustus Shores’ adding that
in the same paragraph it should include a note to contact their NOC representative.
Administrative Assistant Hollister stated that at the Council meeting, while reviewing the minutes, Ultan Dugan asked to clarify the references made to the 2020 blueprint and asked if they meant 2007. Administrative Assistant Hollister explained that he clarified to Councilmember Dugan that it was the 2020 blueprint that Councilmember Vitelli referenced in his discussion with the Commission. Commissioner Petschel and Chair Beaty agreed that Council Member Vitelli did reference the 2020 blueprint adding that
the reference can be corrected if that is what the Council prefers.
A motion was made by Commissioner Fitzer, seconded by Commissioner Edstrom to
approve the minutes for May 14, 2003 as amended. Motion carried 7-0. Commission Meeting – June 11, 2003 Mendota Heights Airport Relations Commission Unfinished/New Business A. Guy Heide – Rogers Lake East Neighborhood Update Mr. Heide provided the Commission with a brief update and status report for the Rogers
Lake East Neighborhood Group. The Commission held a general discussion regarding
Mr. Heide’s update.
B. Meeting Minutes Commissioner Petschel expressed concerns that the Commission is submitting minutes to the Council that have not been reviewed or approved by the Commission. She stated that the minutes should not be forwarded to Council for review or posted on the City’s website prior to Commission review and approval.

Administrative Assistant Hollister explained that providing unapproved minutes to City Council for review has been a standard practice for all three Commissions. He stated that he would share their concerns with the Council noting that unless they receive objections to their proposal from Council that Staff would not provide the minutes to Council or publish them to the City website without the Commission’s final approval.
A motion was made by Commissioner Petschel, seconded by Commissioner Fitzer
requesting that City Staff no longer circulate unapproved minutes or publish unapproved
minutes to the Internet until the Airport Relations Commission has reviewed and approved the minutes. Motion carried 7-0. Acknowledge Receipt of Various Reports/Correspondence: Chair Beaty referenced the assumptions packet for the Part 150 update stating that these are the assumptions Council Member Vitelli discussed at the last ARC meeting. He
suggested that the Commissioners familiarize themselves with the information for future
discussion.
Administrative Assistant Hollister stated he has attended two events that have to do with the Part 150 Assumptions. He stated that the first event was an Open House noting that HNTB was also present. He reviewed the event with the Commission stating that it was a relatively informal Open House that allowed the attendees an opportunity to review the information displayed on easel boards throughout the room. He referenced Assumption 1 – the passenger forecast and reviewed the projections with the Commission. He stated that Council Member Vitelli provided the materials and a copy of his letter for their
review. He explained that the packet of information was sent to the MAC Planning and
Environment Committee to be reviewed at their June 4, 2003 meeting. He referenced
Item A8 stating that the same presentation was made to the PE Committee adding that
they endorsed the recommendations made by HNTB. He explained that this will then go forward to the MAC Full Commission for final approval adding that it is included on Commission Meeting – June 11, 2003 Mendota Heights Airport Relations Commission their June 16, 2003 Agenda for consideration. He encouraged the Commissioners to attend one of the meetings noting that it is a very interesting process. Commissioner Petschel asked for clarification of the Eagan letter addressing the
passenger forecast. Administrative Assistant Hollister stated that detailed information is
available on their website.
Administrative Assistant Hollister explained that the future volume of traffic at the airport is a very important assumption. He stated that there is a second level of analysis involved in the process and reviewed this with the Commission. He stated that the NOC would be involved in the second round of assumptions adding that what comes out of the second level process is what would ultimately lead to how the new noise contours would be drawn. He stated that it was explained to him that they are in the very beginning stages of this process.
Commissioner Roszak suggested inviting a member of the MAC to come to an ARC
meeting to review the process with the Commission. Administrative Assistant Hollister
stated that Bert McKasy is scheduled to attend next month’s ARC meeting noting that the Part 150 Update is identified as one of the topics for discussion. The Commission asked Mr. Hollister to write a letter to Mr. Fuhrmann asking for clarification of the timeline for the approval process and where, in the process, would they address the runway system and to outline the ARC Commission concerns for inclusion to the Environmental Impact Statement.
Commissioner Fitzer suggested a phone call as the first contact and follow up with a

letter of request to ensure that they address the issues before it is too late. The Commission briefly reviewed the following documents: a. MAC Full Commission May 19, 2003 Agenda.

Commissioner Stein asked if they could continue to get the minutes for the Planning and
Environmental Committee meetings. He asked that Administrative Assistant Hollister
continue to include them in the Commission meeting packets for their review.
