CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES April 9, 2003 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, April 9, 2003, at 7:00 p.m., in the Large Conference Room at City Hall, 1101
Victoria Curve, Mendota Heights, Minnesota.
The following Commissioners were present: Scott Beaty, Vern Edstrom, John Roszak,
Mike Polovny and Ellsworth Stein. Staff present: Patrick C. Hollister, Administrative Assistant; and Bonita Sullivan, Recorder. Ms. Sullivan took the minutes. Not Present: Commissioners Liz Petschel and Gregg Fitzer; Jack Vitelli, Council Member and NOC Representative and Sandra Krebsbach, Council Member and NOC Representative
Approval of Minutes
Approval of the March 12, 2003 minutes.
Commissioner Edstrom referenced page 5, Airport Noise Plan of Action, Issue 2, 2nd paragraph, stating that it should read 'engine run up noise' not 'ground run up noise'. Commissioner Edstrom asked if there is a schedule for run-ups. He clarified that he would like to know if there is a time restriction. Chair Beaty stated that there is a schedule adding that he is not sure of the timeframes.
A motion was made by Commissioner Roszak, seconded by Commissioner Edstrom to
approve the minutes for March 12, 2003 as amended. Motion carried 4-0.
Unfinished/New Business A. Garron/Acacia Site Update Administrative Assistant Hollister stated that the developers, Ron Clark & John Uban hired a consultant to answer the AW. He stated that the AW was completed and
submitted to City Council for their review. He stated that upon completion of the review
Council decided that the questions are still incomplete. He stated that the consultants
would continue to work on the AW and would submit the questionnaire in the future for
Council review. He noted that there is no statutory time limit for completion. Commission Meeting – April 9, 2003 Mendota Heights Airport Relations Commission B. Rogers Lake East Neighborhood Update Administrative Assistant Hollister stated two additional letters were received today and reviewed the contents with the Commission. He explained that the Planning Committee had been rescheduled for Wednesday morning, April 9th, at 9:00 a.m., at the Airport
Terminal. He clarified that in the future, the meeting would be held on the second
Wednesday of each month at 9:00 a.m., at the Airport Terminal.
He stated that based upon the results of the meeting held earlier, that next month's meeting would be a very important meeting. He explained that there are two controversies regarding the revisions of the noise contour map and the Part 150 and reviewed the issues with the Commission. He stated that Guy Heide and Mike Kosel attended the meeting, in addition to members from the Minneapolis City Council, the MAC and Northwest Airlines. He explained that questions were raised regarding the status of homes that have yet to be insulated under the 1996 contour map. He further

explained that this issue is creating a big controversy stating that there are individuals within the MAC and Northwest Airlines that do not want to complete the insulation project until the new contour map, with revisions, has been submitted to the FAA. He stated that the revisions could affect some of the homeowners that were scheduled for insulation. He stated that the FAA might not allow insulation for the homes located
outside the new contour map boundaries noting that the MAC might not have anything to
say about it. He reviewed with the Commission stating that Mr. Heide addressed the
assumptions, asked for clarification of the data used and what public hearing process
would be involved in drawing the new lines. Administrative Assistant Hollister stated that Mr. Heide clarified at the meeting that the public was supposed to be included in the process and that he explained that the MAC did not include the public in the process outside of inviting the public to review the final drawings. He stated that Mr. Heide asked if the public was going to be included in the process. He stated that the Commission reviewed their concerns, at the meeting, with
their Attorney.
Chair Beaty asked if City Administrator Lindberg had received any responses from Mike
Hatch. Administrative Assistant Hollister confirmed that a letter had been forwarded to Mr. Hatch adding that a response has not yet been received. Commissioner Polovny noted the possibility that the contour lines could shrink and asked if this was due to the quieter planes. Chair Beaty agreed that the contour lines could shrink and reviewed the ANOMS and DNL averages with the Commission.
Chair Beaty clarified that Bert McKasy is on ARC agenda for next month.
Administrative Assistant Hollister confirmed and suggested that the Commission develop
a list of issues for discussion.
Commission Meeting – April 9, 2003 Mendota Heights Airport Relations Commission C. Airport Noise Plan of Action Chair Beaty stated that the Airport Noise Plan of Action is close to completion. He suggested assigning completion dates and identifying the Staff/ARC member responsible for coordinating each issue noting that many are ongoing issues that would require monitoring. He referenced Issues 3, 4, 5 and 6 stating that these issues are close to
completion stating that the timeframes for each should be as information is available. He
referenced Issue 5 and asked if City Administrator Lindberg had sent a letter to the MAC
requesting the report. He stated that Issue 8 is completed, the letter has been sent to the
MAC adding that they are now waiting for a response. He stated that this item was due in May 2003. Commissioner Edstrom noted that the completion date for the new runway has been projected out to 2005. • Issue 8
Commissioner Roszak suggested that they include a request for the new criteria. He
explained that it would be a good comparison to the old. Chair Beaty agreed stating that
the criteria used changes on a regular basis.
Commissioner Edstrom asked if this issue includes the turnover of controllers. Chair Beaty clarified that Ms. Green did state that the turnover of controllers does create issues adding that it is not a big safety issue. Commissioner Roszak suggested completion for Issue 8 Action Step 3 for the Summer 2003.
• Issue 9 – Noise Abatement profiles

Chair Beaty reviewed and asked if this was completed during the meeting with Chad Leqve and Cindy Green. Commissioner Roszak stated they did not discuss the close-in. Chair Beaty suggested completion Fall 2003.
Commissioner Roszak asked if they would discuss any of this with Mr. McKasy. He
suggested identifying the vital issues and policy directions ARC would like to see the
MAC take and provide as agenda items for discussion with Mr. McKasy. Chair Beaty referenced Item 2, Issue 9, responsibility for completion would be ARC, Jack Vitelli and Sandra Krebsbach, to be completed in the Fall of 2003. • Issue 10 – Chair Beaty reviewed stating that this item would be completed when the NOC begins to meet on a regular basis.
Commission Meeting – April 9, 2003 Mendota Heights Airport Relations Commission
Chair Beaty stated that this issue in addition to the Distant versus Close-End Departure
Study would be good topics for discussion with Mr. McKasy. He suggested including
nighttime restrictions as another topic for discussion. He suggested a completion in May 2003. Commissioner Edstrom clarified that they are looking at their goals, targets and actuals noting that the actuals would be available from the reports. Chair Beaty referenced the action item to review the definition of the corridor and suggested that they have the MAC assist with this item.
Commissioner Roszak suggested that they get the FAA to adopt some type of definition
and asked what the earliest point would be before the wheels are up. Chair Beaty stated
they must have some kind of definition already available. Commissioner Edstrom stated
that the action step is correct in that they are requesting clarification or definition of the air corridor on the ground. Commissioner Roszak clarified that for Issue 11, Item 3, Staff and ARC would be responsible for completion at a joint workshop. Chair Beaty suggested changing responsibility for completion to Staff and the MAC stating that they need to provide clarification to ARC.
Chair Beaty clarified his suggestion stating that responsibility for completion should be
changed from ARC/Council to MAC/staff and remove the joint workshop, with
completion in April 2003. Commissioner Roszak suggested getting a larger map of the area. Administrative Assistant Hollister stated he would contact MAC and request the map. Chair Beaty stated that they should also include a request for the history of overflights and actual numbers. Administrative Assistant Hollister stated that he would include with
his request in addition to a five-year history. Chair Beaty suggested that the ARC review
the history in June 2003.
• Issue 12 – Commissioner Edstrom stated that this issue is done adding that Item Two would be continuous. • Issue 13 – Chair Beaty suggested inviting Oberstar in August 2003. • Other issues to be monitored.
Commissioner Edstrom suggested sending Cindy Green a letter regarding ground
departures to be completed by July 2003. Chair Beaty agreed stating that this was the

issue Commissioner Fitzer discussed with Cindy Green. Commission Meeting – April 9, 2003 Mendota Heights Airport Relations Commission Commissioner Edstrom referenced the run-up noise concerns and clarified that they discussed a letter requesting clarification of the time restrictions. Chair Beaty confirmed stating that ARC and Staff would complete this request by September 2003.
Chair Beaty referenced the International Noise Mitigation/Australia noise mitigation
stating that Staff is responsible for completion of this item. Administrative Assistant
Hollister agreed and suggested completion in 2003. Administrative Assistant Hollister referenced the Part 150 Study update stating that this is a monthly issue. Chair Beaty suggested ARC/Staff are responsible with updates as meetings occur. • Issue 5, Item 6 - Heighten Awareness in Mendota Heights.
Commissioner Edstrom suggested eliminating this item noting the difficulty in
formalizing a process. Chair Beaty agreed.
Chair Beaty asked if the City website has a feedback forum. Administrative Assistant Hollister stated that email addresses are listed on the website adding that they do not have a formal feedback form or forum. Chair Beaty suggested a generic City email address for resident feedback. He clarified that they are recommending that a form for complaint issues be placed on the City website adding that they need to identify who would coordinate this.
Chair Beaty referenced AMM and asked for clarification. Administrative Assistant
Hollister clarified that AMM stands for the Association of Metropolitan Municipalities.
He explained that the AMM represents Cities within the seven-metro county area. He stated that he and Commissioner Stein were members last year and that they would continue their membership again this year noting that the City receives a letter of invitation every year. Commissioner Edstrom suggested deleting Item 6. Commissioner Stein explained that Item 6 is a process that was put in place to provide Residents with a form/forum to
schedule meeting presentations at ARC meetings.
Administrative Assistant Hollister suggested placing a notice and request form on the
City website and reviewed with the Commission. He suggested associating Item 6 under Item 7 and reviewed with commission. Chair Beaty clarified that there are two issues, the complaint issue and issues of concern. Administrative Assistant Hollister clarified that they do not want to create anything that would give the impression that the form would be used for a grievance or an appeal process. Chair Beaty suggested including a link to the MAC site on the City website. Commissioner Roszak agreed.
Administrative Assistant Hollister clarified that the Residents of Mendota Heights
understand that if the noise from the planes bother them that it is not City Hall’s fault. He Commission

further clarified that the Residents are aware that they have an airport noise complaint line and that most inquiries are with regards to the insulation schedule and eligibility. Chair Beaty suggested that they take an hour at one of the meetings to review potential scenarios and what the process would be to manage an issue. Administrative Assistant Hollister explained that they do not get enough calls that would require further reference. He stated that they invite residents to the ARC meeting when issues arise. Chair Beaty
asked if this process is necessary or should it be removed from their action list.
Administrative Assistant Hollister stated that it would make sense to incorporate a

notification process and a presentation request process on the City website. He suggested that he and City Administrator Lindberg should be the points of contact for any requests generated from the website. He suggested eliminating Item 6 and rewrite Item 7 to include instructions to the Residents regarding the request process for presentation time on an ARC agenda, to be completed in the Fall 2003.
Administrative Assistant Hollister stated he has made note of all the changes and that he
would update and provide to the Commission for their review prior to the next ARC
meeting. Acknowledge Receipt of Various Reports/Correspondence: Commissioner Edstrom referenced the Boston airport article in the Airport Noise Reports and reviewed with the Commission. He explained that the FAA is providing the community with access to an independent community consultant as a way of
communicating and working with a community while they are adding a runway. He
asked if this would be a possible solution. Chair Beaty agreed that it would be a positive
means of communicating adding that it is done to enhance an industry. He expressed
doubts that it would be available for noise issues. Commissioner Roszak referenced the older correspondence included for review and asked for clarification. Administrative Assistant Hollister explained that City Administrator Lindberg requested that the correspondence be included for the agenda. Commissioner Roszak asked if all correspondence is related to the Rogers Lake group or if it is FYI historical information to the Commission. Administrative Assistant Hollister
clarified that it was historical correspondence as an FYI for the Commission. Chair Beaty
asked Administrative Assistant Hollister to clarify with City Administrator Lindberg and
place on next month agenda for discussion.
Commissioner Stein referenced page 5 of the Technical Advisory reports noting that the numbers are increasing. Chair Beaty stated that it would be interesting to see the historical numbers as it compares today. The Commission briefly reviewed the following documents:

OTHER COMMENTS OR CONCERNS Commissioner Edstrom referenced a notice he received in the mail for the Airport Noise Public Input Meeting. He stated that it is scheduled for April 22, 2003 and asked if anyone from the Commission had received a notice. Administrative Assistant Hollister stated that he included a copy of the notice in the meeting packet and reviewed with the Commission. Commissioner's Edstrom and Stein stated that they would try to attend.
Chair Beaty asked Administrative Assistant Hollister if he receives the House Summary
Booklet. He referenced an article included in last week's brochure that discusses who
would oversee the MAC adding that it is up in legislation for discussion in next session.
Commissioner Stein referenced 8/16 and asked Administrative Assistant Hollister for clarification. Administrative Assistant Hollister stated that he did not have any information adding that it was discussed briefly at the Planning Environment Committee. Commission Meeting – April 9, 2003 Mendota Heights Airport Relations Commission The Commission held a general discussion to determine agenda items to discuss with Mr. McKasy. The Commission jointly decided on the following list of issues for discussion:

Nighttime restrictions Leakages out of corridor Noise Oversight Committee up and functioning Rogers Lake East Group Strict adherence for environmental impact statement – keep to 8% - 1735 Enclosures – Engine run-up and testing.
Administrative Assistant Hollister stated that he would forward an outline of the issues to
Mr. McKasy for preparation and that he would also include the list on the agenda.
Commissioner Roszak suggested including in letter that would clarify that the ARC
would like an open dialogue where they share concerns that are important. He further suggested clarifying that they would like to receive feedback from Mr. McKasy on issues he feels are important. The Commission agreed, by consensus, to adjourn the meeting at 9:00 p.m. Respectfully submitted,
