2004-12-08 Airport Relations Commission Mintues2004-12-08 Airport Relations Commission Mintues.txt[1/25/2018 4:21:20 PM] CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES December 8, 2004 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, December 8, 2004, at 7:10 p.m., in the Large Conference Room at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota. The following Commissioners were present: Scott Beaty, Vern Edstrom, Liz Petschel, Mike Povolny, and Ellsworth Stein. Staff present; Jim Danielson, City Administrator; and Bonita Sullivan, Recorder. Ms. Sullivan took the minutes. Not Present: Commissioners Gregg Fitzer and John Roszak. Approval of Minutes A. November 10, 2004 Minutes Commissioner Petschel stated that she had the follow changes to the minutes: • Page three, second paragraph, line eleven, reads ‘discussed what they could do to help make the area more comfortable to live and the.. ‘ Change it to read ‘discussed what they could do to help make the are more comfortable to live in and the..’ • Page three, sixth paragraph, line five reads: ‘crossing over the corridor’ and should read ‘crossing in the corridor. • Page four, first paragraph should read: Commissioner Petschel stated that the potential for airport terminal expansion could change the noise impacts noting that the parameters for the sound footprint were managed by the MAC. She stated that there were lower, medium and higher projections for number of operations but MAC chose the middle projection. She noted that the new projections show the airport exceeding these projections for number of operations.’ Chair Beaty stated that he had the following changes to the minutes: • Page four, Item B. – Guy Heide Update. Should read: ‘Mr. Heide provided the Commission with a brief update on the Rogers Lake East Group Activities.’ Commission Meeting December 8, 2004 Mendota Heights Airport Relations Commission • Page six, ‘Other Comments or Concerns’, second paragraph, line two reads: ‘Residents to contact the ARC with any noise concerns or issues.’ Should read: ‘Residents to contact the MAC with any noise concerns or issues’. A motion was made by Commissioner Stein, second by Commissioner Petschel to approve the November 10, 2004 minutes as amended. Motion carried 5-0 Public Comments NONE Unfinished/New Business A. NOC Update 2004-12-08 Airport Relations Commission Mintues.txt[1/25/2018 4:21:20 PM] Chair Beaty stated that a memo was recently issued announcing that Council Member Vitelli has resigned as the City Representative for the NOC. He stated the Council Member Duggan has expressed an interest in becoming the City’s NOC Representative noting that City Council will consider appointing him as replacement at the next City Council meeting. He stated that Council Member Duggan would be good asset and NOC Representative for the City of Mendota Heights. He stated that Council Member Krebsbach would remain as the first alternate. He noted that the Mayor and City Council have decided that the second alternate should be a representative from the ARC. The Commission held a brief discussion and decided to nominate Commissioner Petschel as the recommended ARC Commissioner for the NOC. A motion was made by Commissioner Stein, second by Commissioner Povolny, to nominate Commissioner Liz Petschel as the ARC Representative for the NOC. Motion carried 5-0. B. Governors Letter Update City Administrator Danielson stated that the Mayor felt that the Governor was not the right person to invite to the ARC meeting to discuss the impacts of Northwest Airlines expansion proposal. He explained that the Mayor feels that the ARC should be communicating with the person on the Governor’s staff who deals with transportation. He stated that the transportation position is currently vacant and suggested that Commission wait until the position has been filled and then forward an invitation to attend an ARC meeting. Chair Beaty clarified that this is a commerce issue not a transportation issue. He asked if the ARC should be communicating with someone from the Commerce Department adding that the Governor should be able to choose whomever he would like to attend and Commission Meeting December 8, 2004 Mendota Heights Airport Relations Commission represent. He asked for clarification on their line of thinking. Commissioner Petschel agreed stating that this has nothing to do with transportation. City Administrator Danielson explained that the Council felt that communication with the Governor’s office should be initiated through City Council. Chair Beaty agreed stating that the communication does not have to come from the ARC specifically noting that he had no problem with the process. He explained that if there are any other issues of concern the Commission would like further clarification of those concerns. City Administrator Danielson clarified that the reason the Mayor made the decision to pull the letter was because he felt the communication should be made with the Transportation Representative. He explained that it is the Mayor’s thought that the ARC should first coordinate with some of their counterparts to get their feedback on the proposal. He suggested that the ARC contact the City of Eagan’s Representative and invite them for a discussion on the issues. He stated that it would provide the ARC with an opportunity to determine if Eagan’s concerns are similar to their position. Commissioner Petschel agreed with Chair Beaty stating that if the letter is to be issued through City Council that it should be re-written. She stated that this is a commerce issue adding that it is her understanding that Dan McElroy is the individual who works with the policies. She stated that the Governor is in the process of creating policies noting that he has probably not received very much public input and if they are going to develop policy around this they should receive as much public input as possible. The Commission held a general discussion on the content of the letter and asked City Administrator Danielson to provide the Council with a copy for their review. City 2004-12-08 Airport Relations Commission Mintues.txt[1/25/2018 4:21:20 PM] Administrator Danielson stated that he would discuss the revised letter with the Mayor and would also talk to him about Dan McElroy. Commissioner Edstrom asked what the mindset would be if the ARC were to get agreement with their neighboring Cities. He asked what the next step would be and if the concerns would be brought to the NOC for review. He noted that if the City of Mendota Heights were take the lead in contacting the Governor it could get the ball rolling. Commissioner Petschel noted that when she and Commissioner Edstrom had attended the Part 150 there was some discussion on these issues in the surrounding communities. She asked how often the ARC really directs their concerns to the top noting that in the past State Legislatures have attended ARC meetings to share information and receive feedback. She stated that the meetings were always very informative and productive. City Administrator Danielson asked if they were interested in him contacting Diane Miller from the City of Eagan. Commissioner Petschel stated that she would be more interested in Bloomington’s take. Commission Meeting December 8, 2004 Mendota Heights Airport Relations Commission Chair Beaty stated that it would be good to include the City of Eagan in this process noting that Eagan would be impacted as capacity grows. He agreed that the City of Bloomington would be good to include and suggested including Inver Grove Heights and Richfield. City Administrator Danielson stated that he would discuss the changes to the letter, the possibilities of a Commerce Representative as a contact and the communications with neighboring Cities with the Mayor and would provide the Commission with an update. He noted that he has also received comments and recommended changes to the letter from City Council. He stated that he would incorporate all changes and provide a revised copy for their review. C. City Administrator Update City Administrator Danielson provided the Commission with a brief update on the following: • Council Member Duggan provided the Council with a copy of a petition submitted by the Rogers Lake East Airport Noise Reduction Committee regarding their request to the FAA to investigate concerns over the implementation of the Part 150 program at the airport. • Council discussed replacement for Commissioner Fitzer and has approved advertising the open position. An application has to be completed and submitted to the Mayor for consideration. • Provided the Commission with an update on the Operations north of the 90-degree Corridor Boundary. D. Updates for Introduction Packet Chair Beaty reviewed the updates for the ARC Introduction Packet with the Commission. Acknowledge Receipt of Various Reports/Correspondence: The Commission briefly reviewed the following documents: Commissioner Stein referenced page 5 of the October 2004 Technical Advisor Report stating that the number of Count Operations jumped up by 6000 over last year. 2004-12-08 Airport Relations Commission Mintues.txt[1/25/2018 4:21:20 PM] Chair Beaty referenced the November 5, 2004 Airport Noise Report noting that an article regarding a new law recently passed in the State of Minnesota would require homeowners to disclose airport expansion plans. He explained that homeowners living in the communities surrounding the area of the new runway would have to disclose their knowledge of the new runway and potential noise impacts to potential buyers, which could impact home sales. Commission Meeting December 8, 2004 Mendota Heights Airport Relations Commission Commissioner Petschel referenced: • November 19, 2004 Airport Noise Report, page 148, noting that the article discussed the new PRM Landing System that is being installed in San Francisco International Airport. She stated that they sited the MSP Airport as one of three in the Country currently using the system and reviewed with the Commission. • November 4, 2004 N.O.I.S.E. Report, page three, discusses an Airport Noise Curfew Act currently being introduced in the House noting that the bill would include the creation of a Commission that would study and make recommendations to Congress regarding the establishment of curfews on nonmilitary aircraft operations over populated areas of the United States during normal sleep hours. • MSP Noise Oversight Committee Roster noting that all member terms end in June and asked if they should be in alignment with it. o October 2004 ANOM Technical Advisor’s Report. o October 2004 ANOM Eagan/Mendota Heights Departure Corridor Analysis. o Airport Noise Report, November 5, 2004 o Airport Noise Report, November 19, 2004 o Airport Noise Report, November 26, 2004 o November 4, 2004, NO.I.S.E. o November 29, 2004, N.O.I.S.E. o MSP Noise Oversight Committee Membership Roster o Letter dated November 29, 2004 from the Rogers Lake East Airport Noise Reduction Committee to Council Member Ultan Duggan. OTHER COMMENTS OR CONCERNS Chair Beaty introduced Mr. Doug Lemske to the Commission stating that Mr. Lemske, a pilot for Northwest Airlines, has expressed an interest in becoming a member of the ARC. The Commission provided Mr. Lemske with a brief overview of the Part 150 process and issues, the Rogers Lake East Airport Noise Reduction Committee, Crossing in the Corridor procedures, flight maps and the Airport Noise and Technical Advisor Reports. Mr. Lemske reviewed his background and experience with the Commission.
