CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES August 11, 2004 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, August 11, 2004, at 7:00 p.m., in the Large Conference Room at City Hall,
1101 Victoria Curve, Mendota Heights, Minnesota.
The following Commissioners were present: Scott Beaty, Vern Edstrom, Gregg Fitzer,
Liz Petschel, Mike Povolny, John Roszak, and Ellsworth Stein. Staff present; Jim Danielson, City Administrator; and Bonita Sullivan, Recorder. Ms. Sullivan took the minutes. Not Present: Approval of Minutes
A. July 14, 2004 Minutes
A motion was made by Commissioner Edstrom, second by Commissioner Stein, to approve the July 14, 2004 minutes as presented. Motion carried 7-0 Public Comments NONE
Unfinished/New Business
A. Workshop Debriefing
Chair Beaty reviewed the recent Council/ARC workshop session with the Commissioners and asked for their feedback. Commissioner Fitzer stated that he felt the meeting went as well as it could go adding that they were successful in getting their point across to the City Council.
Commissioner Roszak agreed stating that it was a positive meeting that provided them
with a game plan to move forward with.
Commissioner Petschel stated that it was helpful as it did clarify the City Council’s stance on several issues. Commission Meeting August 11, 2004 Mendota Heights Airport Relations Commission Commissioner Roszak clarified his understanding that it was suggested that the ARC should have a separate, distinct process in place for the NOC Plan of Action, separate from the ARC Plan of Action. He noted that the two plans do merge and suggested prioritizing their issues and concerns. He stated that they could then provide the City
Council with their recommendations giving the City a Plan of Action that could then be
brought forward to the NOC.
City Administrator Danielson noted that an NOC meeting is scheduled for September. Commissioner Petschel stated that members of the ARC should be present at the City Council meetings to present ARC recommendations. She stated that it is very important for ARC members to be present at a Council meeting any time the ARC is making a recommendation to City Council.

Chair Beaty agreed stating that it is a good idea for the ARC to personally bring their recommendations to City Council for their approval. He stated that it would then come from the City and would separate the ARC from the decision process. B. Cable Casting of ARC Meetings
Chair Beaty stated that he received a message from City Administrator Danielson stating
that Council Member Krebsbach wants to meet with ARC to discuss cable casting of the
ARC meetings. He noted that the meeting has not yet been scheduled. Commissioner Povolny agreed that the public should be made more aware of the issues adding that the ARC meetings are very similar to a City Council or Park Commission meeting. Commissioner Petschel stated that Council Member Krebsbach is in favor of
broadcasting four ARC meetings a year, as it is her belief that the public should be more
aware of what the ARC is doing. She expressed concerns stating that she is not
comfortable with broadcasting every meeting due to the sensitive nature of some of the
issues discussed. She noted that many of their discussions can be very technical in nature and could be difficult to explain or clarify. Commissioner Fitzer agreed stating that his preference would be to publicize the meetings and encourage attendance at the meeting versus televising the meeting. Commissioner Petschel agreed stating that there are things they could do to encourage
more public involvement. She suggested submitting an article in the Bulletin that would
include the date and time of the meeting in addition to highlighting the monthly agenda
items.
Commissioner Povolny noted the current activity with the airport and agreed that there is a true need to generate public interests. Commissioner Petschel agreed stating that the Commission Meeting August 11, 2004 Mendota Heights Airport Relations Commission time is good to try and generate the interest especially with the increased leaking out of the corridor.
Chair Beaty stated that he is not in support of televising every ARC meeting, as it would
change how the Commission works. He stated that if they were to televise once or twice
a year they could provide the citizens with a structured update of the current issues the
ARC is addressing, which could generate an interest from the residents. Commissioner Roszak agreed stating that they could create an agenda that would provide the public with an update on the key issues. Commissioner Fitzer referenced the ARC video stating that it was his understanding that the video would be televised on a more regular basis.
Commissioner Petschel agreed and asked City Administrator Danielson to touch base
with Dakota County Cable to see if they would be willing to televise the ARC video more
often. City Administrator Danielson stated that he would contact them to see if this would be a possibility. Commissioner Fitzer suggested setting an agenda that would include a question/answer type session that would introduce the various individuals that the ARC works with throughout the year. He suggested considering individuals from the MAC, Legislative Representatives and Airport Representatives. He stated that the sessions could be topic
specific/information sharing type sessions that would be more informative adding that it
would provide them with more control in keeping the public informed and updated.

Chair Beaty clarified that what he is hearing as suggestions is to formulize the ARC and NOC Plan of Action; meet with Council to present their priorities; potentially plan on an annual, televised, educational/roundtable ARC discussion to update the public that could include members from the NOC, MAC, FAA, and Legislature; and to touch base with
Dakota County Cable regarding the ARC video.
Chair Beaty stated that the ARC should submit an article in every issue of the Highlights
that would provide the public with an update on what is happening at the airport. Commissioner Petschel agreed and suggested encouraging resident input regarding the crossing over the corridor and night flight noise. C. Discussion about FAA Commissioner Petschel stated that the degree heading that was given falls into the
corridor noting that what creates the problem is when the planes make their power turns.
She stated that she would like to know where the three-mile marker is for the turnaround.
She stated that the June configuration looks completely different from May and reviewed
with the Commission. Commission Meeting August 11, 2004 Mendota Heights Airport Relations Commission Commissioner Fitzer noted that the winds out of the southeast do have a big impact on the planes. Commissioner Petschel clarified that this is not a drift, the planes are doing actual power turns noting that they are starting sooner now as they head north. She indicated that residents from the Reserve have contacted her and complained about the changes.
Commissioner Fitzer stated that they could probably go back and review information
from the archives noting that they would probably see considerable differences in the
numbers. Commissioner Petschel agreed noting that the flights that are making the power turns and follow Delaware are probably not even included in the numbers. Chair Beaty asked City Administrator Danielson to provide the ARC with a two-year history of reports for flights out of the corridor for their next meeting. He stated that the
Commission would like to review the information as a group to determine if there is any
type of pattern.
Commissioner Petschel reviewed a noise complaint included in the June Technical Advisor Report. She asked if the marked area is north of 110 noting that it is significant that the majority of complaints generated come from this area. City Administrator Danielson confirmed that it is north of 110. Commissioner Povolny noted that there are no consequences for the flights outside the corridor. He stated that it is his belief that if a fine system were to be implemented that
this would stop. He asked who the agreement is with. Commissioner Petschel stated that
the agreement is with the MAC and reviewed with the Commission.
Commissioner Fitzer agreed noting that in Japan they have a very narrow corridor adding that there is a fine for flights that go up to twelve miles outside the corridor and reviewed with the Commission. Chair Beaty stated that they have had discussions in the past about the possibility of fining noting that it would require more support than just the ARC and reviewed with the Commission.
D. Work Goals for NOC Representative

Chair Beaty stated that the ARC has identified the key issues for the NOC Representative to address: 1. Crossing in the Corridor; 2. Training the Tower personnel to keep flights within the corridor; 3. Excursions out of corridor to the north,
Commissioner Roszak suggested prioritizing their concerns. Commissioner Fitzer agreed
stating that they should prioritize and provide three issues for the NOC Representative to
work with. Commission Meeting August 11, 2004 Mendota Heights Airport Relations Commission
Commissioner Petschel suggested including the MSP inclusion in the MIT study. Commissioner Roszak stated that the ARC should begin to work on items identified in the Plan of Action and also review the priorities. The Commissioners held a general discussion and prioritized the following issues:
• Non simultaneous departure procedure (crossing in the corridor)
o Elimination of head to head operations
o Completion of the runway o Nighttime restrictions on aircraft operations. Penalties or Fees considered for going outside corridor Penalties or Fees considered for flights outside identified quiet hours o FAA Training for Controllers to maximize use of the crossing procedure o Maximize use of technology for sound abatement Use of GPS Technology
Manufactured stage 3 and stage 4
Improve fleet mix at MSP
• Corridor Compliance
o Flying tracks instead of headings FAA Training Tower Communication with the ‘smart’ plane Use of GPS Technology for sound abatement o Set goal of zero departures out of the north boundary of the corridor • Adherence of Runway 17-35 to the approved EIS percentage of operations over Mendota Heights
o Specifically the 12 Left departures into the corridor
Commissioner Roszak clarified that this would be the recommendation to City Council
and from there the City Council could then decide how they want to manage it. Chair Beaty agreed stating that the ARC should present their recommendations to City Council for their approval. Chair Beaty asked City Administrator Danielson to bring the outline and an update from Cindy Green to the next ARC meeting for their review.
E. Guide to Airport Noise Rules and Use Restrictions
Commissioner Stein reviewed the guide with the Commission noting that it provides a
breakdown of all of the agreements. He suggested including the guide in their Airport guide as a reference document. Commission Meeting August 11, 2004 Mendota Heights Airport Relations Commission F. City Administrator Update City Administrator Danielson provided the Commission with a brief update on the following:
• Pilot Knob – An appeal of the denial has been filed and they have 30-days to

submit their briefs. He noted that both attorneys are working on the briefs at this time. • Draft Copy of the Part 150 was received last week. Spoke with Chad Leqve to request an outline and he recommended using Chapter 9 of the first book as an Executive Outline. He stated that it does provide a very good outline that explains
the purposes of the agreement.
Commissioner Edstrom noted that the Friday News announced the date for the Part 150
Public Hearing. He stated that it is scheduled for Tuesday, September 7, 2004 and would be held at the Ramada Inn/Thunderbird Convention Center. He stated that the Open house is scheduled from 4:00 p.m. to 6:30 p.m. with the Public Hearing at 7:00 p.m. Acknowledge Receipt of Various Reports/Correspondence: The Commission briefly reviewed the following documents:
Chair Beaty noted that they are continuing to increase traffic at the airports. He
referenced the increase in nighttime traffic and reviewed with the Commission. He noted
that the jet carrier operations have changed significantly at night too and reviewed. Commissioner Petschel agreed stating that it would be interesting to go back and review the pre-September 11th numbers. She clarified that what is actually increasing is the number of operations as they are using more small planes versus the larger planes adding that it is becoming a departure/arrival issue.
Commissioner Stein noted Eagan’s number of events adding that he has never seen this
so high before. Chair Beaty noted that most of these are arrivals and reviewed with the
Commission.
Commissioner Roszak asked Chair Beaty if they could distinguish the numbers between hush kits and manufactured. Chair Beaty explained that the hush kit planes have a ‘q’ after the number and those without the ‘q’ are manufactured, stage three planes. Commissioner Roszak asked if they could get a comparison report from Mr. Leqve. Chair Beaty stated that the information is probably available and asked City
Administrator Danielson to see if they could get statistics or information that shows that
manufactured stage 3 are quieter than hush-kit stage three aircraft.

Commissioner Petschel stated that she would like to see a comparison of the Northwest Airlines fleet mix for MSP and Detroit airports. Commissioner Roszak suggested developing a chart that shows this type of data as a reference for the NOC Representatives. a. June 2004 ANOM Technical Advisor’s Report.
