CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES July 14, 2004 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, July 14, 2004, at 7:00 p.m., in the Large Conference Room at City Hall,
1101 Victoria Curve, Mendota Heights, Minnesota.
The following Commissioners were present: Scott Beaty, Vern Edstrom, Liz Petschel,
and Ellsworth Stein. Staff present; Jim Danielson, City Administrator; and Bonita Sullivan, Recorder. Ms. Sullivan took the minutes. Not Present: Commissioner Gregg Fitzer, Mike Povolny and John Roszak. Approval of Minutes A. June 9, 2004 Minutes
Commissioner Petschel stated that she had several corrections and noted the following:
Page 2, Item A, first paragraph, six lines down – should read ‘He explained that he believes this is an important issue for the ARC Commission to discuss as a group. He suggested…’ Page 3, first sentence at the top of page – reads ‘He noted that the Commission discussed..’, it should read ‘He noted that the Council discussed..’
Page 6, first paragraph – states ‘Commissioner Petschel referenced the noise report, dated
May 21, 2004, Sabo’s intent to derail Minneapolis/St. Paul from the study.’ She clarified
that what she was stating is that MIT wanted to include MSP in their noise study, Vicky
Tigwell tried to block this without consulting the other MAC Commissioners. Martin Sabo successfully intervened to keep MSP included in the study. Substitute this for the entire paragraph. Chair Beaty stated that he had several corrections: Page 2, Item A, first paragraph, last sentence – ‘He stated that he is not very happy with
current process..' – remove ‘or the selections’ and add ‘that the ARC should be willing to
work with it as it could offer a potential to learn.’
Page 2, Item A, second paragraph, third/fourth sentence – ‘He explained that based on the confusion..’ should state ‘He explained that because there seemed to be different perspectives by the Council, the ARC and the NOC Representative regarding the role of Commission Meeting July 14, 2004 Mendota Heights Airport Relations Commission the NOC Representative, this Commission developed their recommendations for the NOC Representative selection process and a position description and provided a draft to Council Member Vitelli for his review. He noted that during the review of the draft
during the last City Council meeting, Council Member Vitelli did not seem supportive of
the ARC recommendation and suggested considerable changes to the draft.’
Page 3, first paragraph, second sentence should state ‘He noted that the Council discussed the issues and concerns raised regarding the ARC recommendations adding that the Council agreed to table further discussions to a later date. Remove ‘discussed the issues at their next meeting.’ Page 3, third paragraph, - ‘Commissioner Povolny asked if the City Council really takes the ARC seriously.’ It should state ‘Commissioner Povolny expressed concerns and

frustrations stating that he feels that no matter what the ARC says and does the City Council does not listen. Page 3, first paragraph, ninth through eleventh sentence – should read ‘Chair Beaty stated that the City Council briefly discussed the ARC Commission recommendation and
explained that the majority of the City Council, excluding the Mayor, felt that all NOC
Representatives should be a City Council Member.’
Page 3, first paragraph, line 13 and 14 – should read ‘He stated that City Council took a vote, which they did not need to do, that evening on the process and the representative.’ Add – ‘It was apparent that Council Member Vitelli had discussed this issue with the other Council members and pushed for a vote during that meeting.’ Page 3, fourth paragraph – reads’ Commissioner Petschel agreed with Commissioner Povolny stating that her biggest concern is that most of them do not fully understand..’
Should read” Commissioner Petschel agreed with Commissioner Povolny stating that her
biggest concern is that most Council Members do not ‘fully’ understand the technical
issues.’
Page 3, last paragraph, last sentence – should read ‘and reviewed this with the Commission.’ Commissioner Edstrom stated that he had corrections: Page 3, second paragraph, line 2 – add at the end of the sentence ‘their suggestions or
recommendations from the beginning and there is a need to address the issue.’
Page 3, second paragraph, line four – should read ‘NOC Representatives.’ – plural
A motion was made by Commissioner Petschel, second by Commissioner Stein to approve the June 9, 2004 minutes as amended. Motion carried 4-0 Commission Meeting July 14, 2004 Mendota Heights Airport Relations Commission Public Comments NONE
Unfinished/New Business
A. City Council Joint Workshop – Agenda Discussion
The ARC Commission held a general discussion to establish their agenda for the ARC/City Council Joint Workshop scheduled the first Tuesday of August 2004. B. City Administrator Update City Administrator Danielson provided the Commission with a brief update on the
following:
• Pilot Knob Road EIS – The City won the lawsuit. The 60-day date for the appeal
ends next Monday. Have not heard anything regarding an appeal at this time. • Spoke with Chad Leqve - the July NOC meeting has been cancelled. • Asked Mr. Leqve for an update on the Rogers Lake East Neighborhood Group noting that the briefs are in. He stated that Mr. Heide has requested an oral argument. He noted that a decision has not been made at this time. Acknowledge Receipt of Various Reports/Correspondence:

Commissioner Petschel referenced the May and June Monthly Eagan/Mendota Heights Departure Corridor Analysis noting the differences in the leaking out of the corridor. She stated that there is a definite increase in air traffic and over flights along with the leaking out of the corridor. She stated that the residents in the area are quite upset and have been
meeting to discuss their concerns.
Chair Beaty referenced the June Technical Advisor’s Report, page 17, noting the decibel
levels for departures and reviewed the analysis with the Commission. He stated that it is incredible when you compare the number of over flights and nighttime departures in certain areas to actually see the differences and the noticeable increase in traffic. Commissioner Petschel expressed concerns stating that the reports show that they are expanding the corridor without an environmental impact statement. She stated that if they don’t do something about this now it could expand out of control quickly. She
suggested inviting Cindy Green to a future meeting to discuss their concerns.
Commissioner Stein referenced the June Technical Advisor noting that all operations are
