CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES March 10, 2004 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, March 10, 2004, at 7:10 p.m., in the Large Conference Room at City Hall,
1101 Victoria Curve, Mendota Heights, Minnesota.
The following Commissioners were present: Scott Beaty, Liz Petschel, Vern Edstrom,
Mike Povolny, John Roszak and Ellsworth Stein. Staff present: Jim Danielson, City Administrator; and Bonita Sullivan, Recorder. Ms. Sullivan took the minutes. Not Present: Commissioner Gregg Fitzer; Jack Vitelli, Council Member and NOC Representative; Sandra Krebsbach, Council Member and NOC Representative.
Approval of Minutes
A. January 14, 2004 Minutes
Chair Beaty noted that sometimes his last name is spelled incorrectly in the minutes. He clarified that his last name is Beaty not Beatty. Commissioner Povolny stated that his last name was spelled incorrectly also noting that his last name is Povolny not Polovny.
Commissioner Petschel stated that she would like to clarify page 4, first paragraph,
second line, states that ‘She reviewed the use of the 422 and the map’. She clarified that she
reviewed the use of Runway 4-22 and the map.
A motion was made by Commissioner Petschel, second by Commissioner Stein to approve the January 14, 2004 minutes as amended. Motion carried 6-0 B. February 11, 2004 minutes Commissioner Stein referenced page three, paragraph six and asked if Mr. Leqve had provided an overview of the I&M Core Subtract Map noting that he was not sure what
I&M was for. Ms. Sullivan clarified that it was associated to the noise contour maps Mr.
Leqve provided and reviewed with the Commission. Note: the referenced maps included
the 2002 Base Case Noise Contours; 2007 Unmitigated Noise Contours; Draft 2007
Mitigated Noise Contours; and Draft 2007 Mitigated Noise Contours Compared to 2005 Mitigated Noise Contours. Commission Meeting March 10, 2004 Mendota Heights Airport Relations Commission Commissioner Petschel referenced page three, fifth paragraph, line two and clarified that it should state ‘leaking out of the corridor’ not ‘leaking in’. Commissioner Edstrom referenced the same sentence noting the statement ‘she did stated
that the number’ stating that it should read ‘she stated that the number’.
Commissioner Petschel referenced page four, fourth paragraph states that she ‘referenced
the wheels upturn’ and clarified that it should state ‘referenced the wheels up space turn’. A motion was made by Commissioner Petschel, second by Commissioner Stein to approve the minutes for February 11, 2004 as amended. Motion carried 6-0. Unfinished/New Business

A. Introduction Packet Commissioner Petschel stated that she reviewed the suggested documentation with Linda Shipton and provided the Commission with a list of documents recommended for inclusion into the information packet. She indicated that she was able to locate
documents that provide a good overview and explanation of the crossing of the corridor
procedures and an analysis of how the procedure is used. She noted that they also found
an excellent historical review of the Eagan/Mendota Heights Corridor that covers the
timeframe from May 1982 through May 1986. She stated that she was not able to locate a really good map and explanation of the current runway system and its use. City Administrator Danielson stated that he would touch base with Chad Leqve to see if they have anything available for inclusion. Commissioner Roszak asked if the MAC had updated the Noise Programs Handbook noting that the book they have is dated 1998.
Commissioner Petschel stated that Linda Shipton would work with them to create the
document, which would include sequencing the documents and creating an electronic
format of the entire document. She stated that they would make the electronic format available in two forms, downloadable from the website and on disk. Chair Beaty asked if the list terms previously reviewed is the same list they received from Mr. Leqve. Commissioner Petschel confirmed that it is the same list and that it is also included on the MAC website.
Chair Beaty reviewed the sequencing of the documents noting that Item 7 would be a
good spot for the By-laws followed by Item 8, Job Description for the NOC
Representative. He stated that the Job Description should be a description that is
reviewed and approved by the City Council noting that it would include and clarify the responsibilities of the NOC Representative. Commission Meeting March 10, 2004 Mendota Heights Airport Relations Commission Commissioner Petschel suggested, as a part of the NOC Representative’s responsibility, that they hold a forum for the citizens that would create some form of connection with the Community. She stated that holding a forum like this once or twice a year would provide the citizens with a positive forum to discuss issues and concerns that they would have
regarding airport noise. Chair Beaty agreed adding that he believes this position would
be responsible for taking their concerns and issues forward to the NOC.
Commissioner Stein asked if they would be including a detailed copy of the Tower Order in the Introduction Packet. Commissioner Petschel agreed that would be a good idea and suggested including it along with the historical information on the Eagan/Mendota Heights Corridor. Chair Beaty agreed noting that with the turnover in Staff it would help to have a main historical folder on file. Chair Beaty stated that the ARC does need a new filing system where documents would
centrally located and maintained. He asked if it would be possible to have Linda Shipton
assist them with establishing the file and working out a system for maintenance and
upkeep. He stated that the file should include documents pertinent to the ARC and
airport noise issues, reports and meeting minutes. City Administrator Danielson stated that they would be able to assist with the file. Commissioner Petschel referenced the Part 150 Update document that Commissioner Stein provided and suggested including the document as a part of the historical section. Commissioner Roszak stated that he had a binder dated 2000 that included a large
amount of document that could be considered and asked if Commissioner Petschel would
like to review. Commissioner Petschel stated that she would be interested in reviewing

the binder noting that it could have documentation that would help develop the RUS. Commissioner Roszak suggested dating the documents to help clarify the historical process. Commissioner Petschel agreed stating that most of the documents are already dated. City Administrator Danielson stated that once they have the documents in an
electronic format they would also be able to include revision dates within each document.
He stated that this would provide them with better tracking of the changes.
Commissioner Roszak suggested including information on the DNL contours. Chair Beaty stated that there is an excellent definition of the DNL included in the glossary. Commissioner Petschel stated that the MSP 14 CFR Part 150 Study Update dated February 19, 2004 also includes a lot of information regarding the DNL in addition to the ARC video. Commissioner Roszak stated that they should include a good map of the airport and a
clear picture of the corridor. Commissioner Petschel confirmed that there are good
pictures of the corridor on the ARC video in addition to the Crossing in the Corridor
Analysis Packet.
Commission Meeting March 10, 2004 Mendota Heights Airport Relations Commission Commissioner Roszak asked if the FAA still has the gates where they make the hand-offs to new air controllers. He asked if this would be information that could possibly be included. He also suggested including information on the run-up pad locations. Commissioner Petschel agreed stating that they would like to include maps of the runways, the corridor and the gate locations. She suggested contacting Mr. Leqve.
Chair Beaty stated that he recalls a report that identifies the gate locations adding that he
is sure if it is the same procedure referenced by Commissioner Roszak.
Commissioner Stein suggested including the night operations hours. Commissioner Petschel indicated that this is included in the ARC video. Chair Beaty stated that it would be a good idea to include a hard copy and suggested contacting the MAC for a current copy. Commissioner Stein referenced the Les Case files stating that there are several very interesting documents regarding the work that was jointly done between Eagan and
Mendota Heights. He suggested reviewing the file for documents that could be included.
Chair Beaty agreed noting that much of the file content probably includes information
regarding the Blue Ribbon Task Force.
Commissioner Petschel stated that one of the nice things about the Introduction Packet is that it is a liquid packet that allows them the ability to add or remove information as needed. She noted that once the information is on disk and in electronic format updating and editing documents would be much easier. She suggested that they include the Introduction Packet as one of their items for annual review along with ARC Action Plan. She stated that she would provide City Administrator Danielson with all of the documents
for safekeeping. She stated that she would also meet with Linda Shipton and help her
with the final review of the Introduction Packet.
Chair Beaty clarified the information they would try to get from Mr. Leqve included pictures of the runways, the airport, the corridor, gate locations and engine run-up pad locations. He noted that they would also include the 2000 version of the runway use from Commissioner Roszak’s binder, the Part 150 Update provided by Commissioner Stein, information review from the Les Case files and a copy of the Parallel Runway Contract. City Administrator Danielson stated that he would contact Mr. Leqve.
Chair Beaty confirmed that Linda Shipton would be available to assist with the creation
and maintenance of the binder and files. City Administrator Danielson stated that he was

quite sure that she was available noting that he would discuss with Ms. Shipton and update the Commission. Commissioner Petschel offered to work with Ms. Shipton in putting together the documents and binder. Commissioner Petschel suggested that each Commissioner should have a copy of the
binder as a reference.

Commissioner Roszak suggested contacting the Public Library to see if they would like to
keep a copy on file. City Administrator Danielson stated that he would follow up with the Library noting that they do maintain copies of City documents. B. NOC Representative Job Description Chair Beaty clarified that the final job description would be reviewed and approved by City Council. He suggested that the Commission discuss the responsibilities, formulate a
description and provide a copy of their recommendations to the City Council for their
review and approval.
Commissioner Petschel agreed stating that this position should have some kind of regular communication with the citizenry that would allow them to discuss their perceptions and concerns regarding airport issues. Commissioner Edstrom asked if the communications should come from the NOC Representative or from the ARC meetings. He explained that it seemed more logical for the communication to come from the citizenry, through the ARC to the NOC
Representative, where by the NOC Representative would carry the concerns of Mendota
Heights to the NOC Commission. He asked if the Commissioners were comfortable with
or would prefer that the citizens go directly to the NOC Representative versus the ARC
first. Commissioner Petschel stated that she would not have any issue with the citizens contacting the NOC Representative first. Commissioner Roszak suggested that the ARC should also hold some of the responsibility in maintaining current communication with the citizens. Chair Beaty suggested including an article in the Highlights newsletter that provides the dates and times of the ARC meetings. He stated that the article should also note that the
meetings are open for Public Comment. He suggested incorporating a Public Comments
section on the ARC agenda.
Commissioner Petschel agreed stating that there has to be a way to eliminate the disconnection between the NOC position and the Citizens of Mendota Heights. She stated that anything they could do, along the line of including citizens in the process, would be very beneficial. Commissioner Roszak stated that the ARC should take the primary responsibility in communicating issues to the citizens and that the NOC Representative would be a
secondary means for communication and information. He agreed that the NOC
Representative should be readily for citizens to discuss their issues and concerns.
Commissioner Edstrom suggested structuring the ARC meetings to include the NOC Representative as a regular agenda item. He suggested notifying the NOC Representative of other agenda items that would be of interest to them noting that they should not have Commission Meeting March 10, 2004 Mendota Heights Airport Relations Commission the expectation that the NOC Representative would attend every ARC meeting in its’ entirety. He noted that the ARC Commissioners do need some room for discussion.
Commissioner Petschel suggested including, as a requirement of the position, that anyone
holding the position must have a basic knowledge and understanding of airport issues as

it affects Mendota Heights. Chair Beaty agreed and clarified that the position does not require that a City Council Member hold it. Commissioner Edstrom stated that it is very important that this position work to maintain a good rapport with the appropriate MAC members.
Chair Beaty agreed and clarified that the following items should be included to formulate
a job description for the NOC Representative:
• Must be available for communications with the citizens • Attend the monthly ARC meetings • Must have a basic understanding of airport issues. • Requires a good understanding of the Airport Noise Plan of Action and be an advocate for it. • Require reviews and updates on the NOC packet and agenda. If appropriate issue
updates and notices. Consult with ARC Commissioners on questions, concerns
and background information.
• Attend NOC meetings.
• Provide special notice to City Council and ARC Commissions on significant issues that would require immediate attention or follow-up. Be responsible for apprising the City Council and ARC Commission of all issues that could affect Mendota Heights. • Maintain a good working relationship with the appropriate MAC personnel. • Provide updates and information to the ARC for their review as it pertains to the NOC and airport.
Commissioner Edstrom suggested that they pull together and refine the bullet items for
further review. He suggested that the Commissioners consider further input for
discussion at the next ARC meeting. Chair Beaty stated that he would like to locate a basic job description template that could be used as a reference. City Administrator Danielson stated they do have basic outlines for job descriptions that could be used as a template and that he would put together a draft job description, including the appropriate City terminology for their review. He asked that the Commissioners provide him with their feedback via email so that he could
formulate their input for discussion at their next ARC meeting.
Commissioner Edstrom clarified that City Administrator Danielson would forward an
outline of the job description for the NOC Representative for the Commissioners’ review Commission Meeting March 10, 2004 Mendota Heights Airport Relations Commission prior to their next meeting. City Administrator Danielson stated he would forward within the next week. C. City Administrator Update
City Administrator Danielson provided following update:
• Pilot Knob Rd EIS – no update, it is scheduled to go to court in the beginning of
April. He will provide an update at the April ARC meeting. • Spoke with Jack Vitelli stating that he asked if anyone from the ARC Commission would be interested in attending a meeting with Mike Kosel and Guy Heide. He explained that Council Members Krebsbach and Vitelli are scheduled to meet with Mike Kosel and Guy Heide on March 23, 2004 to discuss their concerns. He stated that Council Member Vitelli had asked that Chair Beaty attend noting that he would not be able to attend due to a schedule conflict. He asked if any of the
Commissioners would be willing to attend. Commissioners Edstrom and Petschel
stated that they would attend. City Administrator Daniels confirmed that the

meeting is scheduled at City Hall for March 23rd at 6:00 p.m. • He stated that he received notice from Council Member Vitelli that the NOC meeting is scheduled for tomorrow, March 11th at 1:30 p.m. He stated that the meeting would be open to the public and that the NOC would be reviewing the alteration of the Noise Zone Package that could possibly increase the DNL to the
point where they might insulate some homes. He stated that the alterations would
not affect Mendota Heights. The Commission expressed concerns regarding the
late notice for the meeting. They asked that they be notified sooner so that they
can better plan their schedule. They asked that a copy of the monthly NOC agenda be forwarded for their review. • The Zoning Board is scheduled to meet on Thursday, March 11, 2004 at 4:30 p.m. Chair Beaty stated that he recently received an email from Council Member Krebsbach regarding the Airport Noise Zones noting that they are trying to contact Merlin Otto for further information. He stated that he has nothing new to report noting that they have not
received a hearing yet.
Commissioner Roszak clarified that it would expand the powers of the MAC to control
zoning outside of the airport into the surrounding communities. Commissioner Petschel asked if this was also about the businesses that want the same deal as others in the same zones. Commissioner Roszak explained that this has to do with a new bill being introduced to State Legislature and reviewed with the Commission. D. Rogers Lake East Update – Chair Beaty
Chair Beaty stated that he received a letter from the Rogers Lake East Group on February
16, 2004 that was addressed to Vicky Grunseth concerning their issues with the
development process they used to create the new maps. He reviewed the content of the Commission
Meeting March 10, 2004 Mendota Heights Airport Relations Commission letter with the Commission noting that the group should try to maintain their focus on the larger issues. He stated that it is getting very difficult to keep track of all of the issues this group is trying to address. Commissioner Petschel indicated that she had read a similar letter in the SMAC newsletter and in a press release stating that the maps had not been developed in a
consultative way and that they are flawed.
Acknowledge Receipt of Various Reports/Correspondence:
The Commission briefly reviewed the following documents: • January 2004 ANOM Technical Advisor’s Report. • January 2004 ANOM Eagan/Mendota Heights Departure Corridor Analysis. • Airport Noise Report, February 6, 2004. • Airport Noise Report, February 13, 2004.
• Airport Noise Report, February 20, 2004.
• Airport Noise Report, February 23, 2004.
• Airport Noise Report, February 27, 2004.
Commissioner Petschel referenced the Corridor Analysis noting that they are up to 1.03% on the north departures. She suggested that the Commission keep an eye on this number. Commissioner Edstrom referenced the number of departures on 12L of R in January. Chair Beaty noted that the use on 12R is presently at 20% in comparison to 10% last year. Commissioner Edstrom expressed concerns stating that usually the numbers are not that
high during the winter months.

Commissioner Roszak referenced the noise reports noting that Logan Airport in Boston is getting a fifth runway that was approved through the court systems. He stated that this underscores the futility of fighting these issues in the courts. He suggested that the Commission work to develop good working relationships with their Legislative Representatives.
OTHER COMMENTS OR CONCERNS
Commissioner Stein suggested that the Commission review and document, at least twice a year, what they are running for runway usage percentages. Chair Beaty referenced a spreadsheet that had been used at one time to track information from the ANOMs report. He stated that it included the number of flights and runway use for approximately one year. He stated that the tracking process went to the wayside during a membership changeover and he is not sure what happened to copies of the original report.
Commissioner Petschel suggested contacting Mr. Leqve for the information. Chair Beaty
agreed noting that they could probably go back at least ten years for a good analysis. Commission Meeting

Commissioner Stein agreed and suggested that they begin to track the results again to determine any increase in usage. Commissioner Petschel noted that Mr. Leqve did offer to pull together the information. She stated that he does appear to have an understanding of what their concerns are.
City Administrator Danielson referenced the Watershed districts and stormwater issues
noting that stormwater does not respect City boundaries. He stated that in the past when
Cities did stormwater work they did not work with their neighboring Cities and worked
up to the City boundaries. He stated that they would resolve their own issues and in turn cause issues for their neighbors. He stated that in the late 1980’s, the Legislature passed laws to address this problem. He explained that the laws require that every City must create a stormwater district to address stormwater runoff issues. He stated that the City of Mendota Heights is part of three separate watersheds, the Gun Club, the Lower Minnesota and the Lower Mississippi Watersheds. He reviewed each district and the issues they address with the Commission. He noted that the Gun Club Watershed also
includes all of Eagan, the industrial portion of Mendota Heights and part of Inver Grove
Heights. He stated that their responsibility has now expanded to also include water
quality issues. He stated that the Cities are working together to develop an effective
solution and would provide the Commission with updates as they become available. Commissioner Petschel stated that she recently read an article that stated one of most significant geological areas is an area in Minnesota where the Minnesota and Mississippi River come together. She reviewed the article with the Commission noting that the historical geological information of their area would be an interesting fact to include in the Introduction Packet.
City Administrator Danielson stated that Bill Wilson has a lot of historical information
put together. He stated that they have the information but need the help in pulling the
information together and determining the format. He stated that they are considering separating the information as Mendota Heights, Pre-1956 and Mendota Heights, 1956 to the Present. Commissioner Roszak gave Commissioner Povolny the Les Case files for his review. The Commission agreed, by consensus, to adjourn the meeting at 9:00 p.m.
