2005-12-14 Airport Relations Commission Minutes2005-12-14 Airport Relations Commission Minutes.txt[1/25/2018 4:19:06 PM] CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES December 14, 2005 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, December 14, 2005, at 7:00 p.m., in the Large Conference Room at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota. The following Commissioners were present: Scott Beaty, Vern Edstrom, Brian Linnihan, Liz Petschel, Mike Povolny, John Roszak and Ellsworth Stein. Staff present; Jim Danielson, City Administrator; and Bonita Sullivan, Recorder. Ms. Sullivan took the minutes. Not Present: Approval of Minutes A. November 12, 2005 Airport Relations Commission Minutes A motion was made by Commissioner Edstrom, second by Commissioner Petschel, to approve the November 12, 2005 minutes as presented. Motion carried 7-0. Public Comments NONE Unfinished/New Business A. Guy Heide Presentation Guy Heide, Rogers Lake East Neighborhood Group, provided the Commission with an update on the proceedings of the 8th Circuit Court of Appeals against the MAC. He reviewed the issues and explained the court process. He reviewed the 65DNL Contour Forecast maps for 1989, 1992, 1994 and 1997 with the Commission noting the differences and how it affects Mendota Heights. He indicated that the maps are significant to the residents of Mendota Heights because these are not the maps that were used for soundproofing eligibility determination. He stated that the question is being asked if this is part of a gross mistake that has been made on the part of the MAC adding that the FAA produced all of the maps using the same DNL metrics and reviewed the process used with the Commission. Mr. Kosel asked the Commission what Mendota Heights’ stance is on these concerns. Commission Meeting December 14, 2005 Mendota Heights Airport Relations Commission Commissioner Petschel explained that her concern is with the 2007 map noting that she raised these concerns at the last NOC meeting along with concerns regarding the fleet mix. Commissioner Roszak suggested that the ARC create a document that would track and log Guy Heide data in order to create a chronological history and pattern. He explained that the document could help to substantiate airport noise issues and concerns as they arise adding that the report would give them the information that would allow them to propose more accurate noise levels and it would help to determine how to establish capacities and airport needs. B. NOC Update - Liz Petschel 2005-12-14 Airport Relations Commission Minutes.txt[1/25/2018 4:19:06 PM] Commissioner Petschel provided the Commission with the following update for the November 16, 2005 NOC meeting: • The NOC passed on feedback to MAC staff regarding the difficulties in navigating the MAC website to MAC Staff. • A 13-day analysis was done on Runway 17-35 that included a review of the number of flights arriving and departing on the runway. It was indicated that good numbers would not be available until after January 2006 due to training. She explained that it would take some time for the Tower to get used to using the logistics of the runway. • The NOC is monitoring an increased number of noise complaints. She indicated that most of the complaints are coming from the Eagan and Apple Valley areas noting that all of the arrival tracks are coming way out over Farmington. • The Mayor of Apple Valley attended the last NOC meeting along with several residents from Royal Oaks to express concerns about the noise level increases and the lack of communication with the Apple Valley community. The City of Apple Valley also requested that they be allowed to have a Representative seat on the NOC. • It was noted that the Cities have not met for a long time. Vern Wilcox is organizing a meeting and would forward a notice with the schedule information. • Currently there are no nighttime operations off Runway 17-35. It was noted that they have been assured that eventually there would be nighttime operations off the runway. • Because of issues over Flying Cloud and Downtown St. Paul Airport a higher climb rate is being used off from Runway 17-35, 12L and 12R because of issues over Flying Cloud air space. • NOC has put in their request to be part of the Continuous Approach Study noting that they have not received a response back regarding their request. • NOC meetings are changing to the third Wednesday, every other month. The next NOC meeting is scheduled for January 18, 2006 at 1:30 p.m. C. Commission Changes and Terms Chair Beaty stated that the ARC would be going through some changes in the coming year. He announced that Commissioner John Roszak has submitted his letter of resignation from the Commission. He stated that both his term and Commissioner Commission Meeting December 14, 2005 Mendota Heights Airport Relations Commission Povolny’s term comes to an end in January, which leaves three open seats on the Commission. He asked if the City has some form of recognition and acknowledgement for the Commissioners who provided their services and made significant contributions to the benefit of the City and it’s residents. City Administrator Danielson stated that the City does have a process of recognition noting that the acknowledgement for services and contributions is done in the January/February timeframe for all departing Commissioners and Committee Members. He stated that new Commissioners and Committee Members would be appointed in January and would begin their terms in February. Chair Beaty suggested that the Commission give some consideration to electing a new Chair for 2006. Commissioner Edstrom nominated Commissioner Liz Petschel as Chair for 2006. A motion was made by Commissioner Edstrom, second by Commissioner Stein to approve the nomination of Commissioner Liz Petschel as the Airport Relations Commission Chair for 2006. Motion carried 6-1. (1 Nay – Roszak) Commissioner Roszak stated that he wanted it on record that he is in favor of Commissioner Petschel as the Airport Relations Commission Chair for 2006 but is not in favor of voting for the Chair position prior to the reorganization of the Commission. 2005-12-14 Airport Relations Commission Minutes.txt[1/25/2018 4:19:06 PM] D. City Administrator Update City Administrator Danielson provided the Commission with a brief update on the following: • City has six positions open on several Commissions: Two on the Planning Commission; One on the Parks Commission; and three on the Airport Relations Commission. • Reviewed the replacement process for Commissioners stating that letters were sent to all of the applicants that were interviewed last year and have been given until the end of December to submit their application. He noted that terms and appointments are effective every February. • Advertisements for the open positions have also been placed in the Highlights. Currently have four interested applicants. • Applications will be reviewed and presented to City Council in January, with decisions made and effective dates set so that Commissioners would be ready to take their positions in February. • Part 3 - Pilot Knob site - Arguments close next Thursday, December 22, 2005. Commission Meeting December 14, 2005 Mendota Heights Airport Relations Commission E. Updates for Introduction Book City Administrator Danielson reviewed the updates included for the Introduction Book with the Commission. Acknowledge Receipt of Various Reports/Correspondence: The Commission briefly reviewed the following documents: Commissioner Petschel noted that the Humphrey Terminal upgrades have been postponed for another year due to the Northwest Airlines bankruptcy. She stated that the only upgrade that would be done is the improvements to the parking lot. Chair Beaty reviewed the Airport Noise Reports with the Commission. He stated that there was not much of a spike in noise complaints adding that it probably had a lot to do with the amount of education and communication that has been done with the public. He stated that the December 5, 2005 report includes an article about the MSP/MAC lawsuit regarding the scaling back of the insulation project. a. MAC Final 2006-2012 CIP. b.
