CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES August 10, 2005 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, August 10, 2005, at 7:00 p.m., in the Large Conference Room at City Hall,
1101 Victoria Curve, Mendota Heights, Minnesota.
The following Commissioners were present: Scott Beaty, Vern Edstrom, Brian Linnihan,
Liz Petschel, John Roszak and Ellsworth Stein. Staff present; Jim Danielson, City Administrator; and Bonita Sullivan, Recorder. Ms. Sullivan took the minutes. Not Present: Commissioner Mike Povolny. Approval of Minutes A. June 8, 2005 Minutes
Commissioner Petschel had the following corrections:
• Page 3, NOC Update, Line 1, should read ‘that Commissioner Petschel presented the
corridor incursion information to the MAC.’ • Page 3, paragraph two, line 3 reads: ‘Wiley’; should read: ‘Wyle Labs’ • Page 3, third paragraph, line 4, should read: ‘that the vote was unanimous with the exception of Inver Grove Heights’ • Page 3, sixth paragraph, first bullet, should read: ‘Big item in Richfield is the run-up locations where they test aircraft engines. • Page 3, sixth paragraph, first bullet, remove line two and three (second sentence in the
bullet)
• Page 3, sixth paragraph, first bullet item, lines 3 and 4 should read: ‘She stated that
the NOC would like to see planes in addition to the run-up stations on the approach
end of runway 4 at a 220 heading. • Page 3, sixth paragraph, first bullet item, line 4 and 5, remove ‘so that they utilize the entire runway for sound. • Page 4, second bullet item should read ‘Noted the INM hours’ • Page 4, fourth bullet item should read: ‘Many cargo aircraft’ • Page 4, fourth bullet item, second line should read ‘Stage 4 engines on Stage 3 aircraft’
• Page 4, second paragraph, line three, should read: Environmental Impact Study made
clear the noise issues around the projections.’
• Page 7, line 1, should read ‘Louisville Airport’
Commissioner Roszak had the following corrections: Commission Meeting August 10, 2005 Mendota Heights Airport Relations Commission • Page 4, second paragraph, line 1 and line 2, should read ‘Commissioner Roszak referenced the voluntary nighttime ‘flight restrictions’ and asked, if when averaging the DNL, do they assume zero flights during the voluntary ‘hours’ or do they use actual data.’
• Page 4, second paragraph, line 3 reads: ‘central suppository’; should read: ‘central
repository’
A motion was made by Commissioner Roszak, second by Commissioner Edstrom to approve the June 8, 2005 minutes as amended. Motion carried 5-0 Unfinished/New Business A. N.O.I.S.E. Conference Update

Commissioner Petschel stated that the conference was well worth the time and thanked the City for sending representatives from the ARC. She provided the Commissioners with the following overview of the seminars she attended at the conference: Mayor Rybak
• Minneapolis is very committed to test CDA’s
• Working with a coalition of Mayors to spread operations to other airports (cargo to St.
Cloud and Rochester)
• A business that has light regulation like airports requires a broad based coalition to deal with it. Carl Burleson – FAA Office of Environment and Energy • FAA is trying to assure more community input on FAA issues. • Claims there has been a 90-95-percent reduction in the 65 DNL while there has been a threefold increase in operations.
• GAO has identified in its 2000 report that relative to airports, noise, water and air
quality are the chief concerns.
• Working hard on the Partner in Excellence programs and in response to my question
says they have asked the Partners to look at how we measure DNL. • FAA primary strategies for the projected 2025 capacities are to develop airport infrastructure, increase security and an agile transportation system. William Albee (Wylie Laboratories) Community Noise Modeling, Monitoring Eagan • Formerly held FAA position as Noise Ombudsman • Taking measurements in Eagan prior to the 17-35 opening to give residents an idea of
the number of operations to expect in their neighborhood and what their DNL will be.
• Chad Leqve had serious problems with this. He doesn’t think residents understand
that the figures they will be given will be averages sometimes above and sometimes
below. • Chad Leqve also feels that once you get beyond the contours the measurements can get very inaccurate. Ian Waite – MIT; FAA Partner in Excellence
• Partner Vision:
• Meet National and international needs
• Leverage Stakeholders capabilities (airports, carriers, FAA, NASA)
• Develop new technology • Put students in the workforce trained in this mindset. • Their goal is to address noise, emissions, and emphasize interdependencies. • Their accomplishments include CDA and the low frequency noise study in Richfield. • To test low frequency noise, microphones were placed in homes and noise was recorded. This same level will be replayed in a controlled sound lab and psycho acoustic testing will be done.
• Also working on supersonic travel overland and what is an acceptable sonic boom.
This can be ameliorated by aircraft attitude during flight. Business gulf stream jets
are the source of this problem.
• Sometimes there is a tradeoff between emissions and quiet planes. • All testing results are sequestered until they can be confirmed by peer review and then they will be published in scientific journals. No results are shared before this to remove the Partners from politically sensitive situations. Mark Johnson - Leigh, Fisher and Associates • Airports need comprehensive land use planning and compatibility regulations.
• Need fair disclosure on home sales.
• The court has ruled that Naples can set its land use compatibility below DNL 65

• .6 to .7-percent depreciation of housing values in the 55-60 DNL • FAA has had a weak role in planning versus mitigation assistance. John Putnam – Partner at Kaplan, Kirsch and Rockwell, LLP • The Naples lawsuit was about banning stage 2 aircraft which were 1-percent of the
airport operations but caused 32-percent of the noise complaints.
• A Part 161 Study was done to meet FAA procedural requirements.
• This is the same firm Minneapolis is using.
• The ruling said that 65 DNL is not a binding standard on communities. • John Roberts sat on the appeals court that sided with Naples. Michael Louis – MN/DOT Office of Aeronautics • The legislature has established Aviation Subcommittees to address airport concerns. Should find out who is on the Aviation Subcommittees and invite them to an ARC meeting.
• Much discussion of the safety zones at the end of the runways. Commercial aircraft
accidents tend to occur right out from the middle of the end of the runway. Private
aircraft accidents tend to occur everywhere because these pilots have a tendency to Commission Meeting

Paul Schomer – Acoustical Engineer Schomer and Associates, Inc. • Studies show no difference in annoyance between the 60 to 70 DNL. Until you get to the 55 the annoyance level doesn’t change. The 55 DNL is a number being embraced
by more studies and organizations.
• The whole method of calculating DNL is non-sensical.
Michael McCarron – Community Affairs San Francisco International Airport • It is simply good policy to provide as much information as possible to the community. Airports need to be the leaders in community outreach. • For airport/community committees to work: • All parties must be willing to listen. • All ideas, no matter how crazy, must be heard. • Civilianize technical jargon.
• Responses and input must be respectful and sincere.
• Representation must be elected, not selected.
• Airport Manager, Tower Manager, Airlines must be at the table.
• Objectives must be clear, mutually agreeable and obtainable. Robert Hilb – UPS Pilot, Partner in Excellence, Louisville Airport, CDA • Will be testing CDA at Heathrow and the West Coast. • Used up until 5-7 miles from airport boundary so impact on Mendota Heights would be negligible. • Aircraft spacing is an issue.
• Ideally starts between 1:45-2:30 a.m.
• If used, it causes a 6dbl reduction, 500 pounds less fuel, 30-percent reduction CO,
NO, 100 less seconds in the air.
• 757’s and 767’s used for tests. • Problem is analog aircraft, NASA is working on this. • Automatic Distance Surveillance is a new technology tool that can be installed in planes so they can see other aircraft. Lets procedure be done in poor weather. Jeff Hamiel – Executive Director of the MAC • Mendota Heights ARC was praised, even though the City was identified as Eagan for
not developing the Garron-Acacia site.
• Reviewed the dual track process and named Arnie Carlson as interfering in the

process and causing undue haste towards the decision to leave the airport where it is. • Questions how far beyond the 20/20 plan this airport can go. Commission Meeting August 10, 2005 Mendota Heights Airport Relations Commission Community Panel • Pam Dimytrenko – In Richfield there are a substantial number of homes just 1,200
feet from the north end of the runway. There will be 400 operations a day off 17-35
and none of these homes have been identified as being eligible for noise mitigation.
• Merland Otto – Discussed the lawsuit and other noise issues in Minneapolis including
the invalid noise maps and the issues with the non-use of 4-22. (Guy Heide identified these issues) Commissioner Roszak suggested communicating with Carl Burleson to see if they have a website or any informational brochures that they could share. He suggested that they also ask him about the formula they use for measurement noting that this would be interesting information to review.
Commissioner Petschel agreed stating that this would be a good item to incorporate into
plan of action. She stated that it would be a good idea to invite the Police and Fire
departments to discuss safety training. She suggested including this as an action item on the ARC Action Plan. Commissioner Edstrom stated that Pam Dimytrenko discussed all of the housing located along the new runway. He stated that it was explained that the vibration is a bigger problem than the decibel levels.
Commissioner Petschel stated that there was discussion about purchasing the homes in
this area noting that the plan would be to remove much of the housing in that area.
B. Annual Televised ARC Meeting Council Member Krebsbach suggested that the ARC present their goals and plan of action at the televised ARC meeting noting that the Commissioners should hold a meeting in the Council Chambers first before airing. She stated that the Commission should announce the meeting and invite residents to attend. She stated that if the Commissioners are not comfortable with presenting the plan of action they could hold a free-fall meeting where
each Commissioner speaks to a specific topic. She stated that this is a great opportunity
noting that the Citizens do like to know who is on the Commission and what they are
working on. She suggested that the Commissioners keep the meeting to approximately
one hour noting that this could be a way for residents to come and ask questions. She stated that the Commissioners should set a specific limit of time for speaking noting that this is a Commission for the City and this Commission does contribute a lot to the City with respect to airport issues. Commissioner Roszak explained that their reason for hesitancy with respect to televising the ARC meeting is because this group does a lot of brainstorming and discussion. He
further explained that the ARC is an Advisory Commission that makes recommendations
about strategy and tactics.

Council Member Krebsbach explained that televising the meeting would be very beneficial for the residents, as it does let them know that the Commission does exist and it also gives the community an idea of the kinds of issues that are discussed at a regular meeting. Commissioner Petschel stated that she would like to have a ‘business as usual’ type meeting and suggested showing the Airport Noise video just before or after the meeting.
Commissioner Linnihan suggested scheduling the televised meeting for next month.

Chair Beaty stated that the ARC plans to do a regular meeting in September. Council Member Krebsbach asked the Commissioners what they would like her to tell people and do they want people directed here if televised.
The Commissioners stated that their meetings are always open to any resident who would
like to attend.
Chair Beaty suggested checking to see if Mike would be available to present the Emergency Response. He also asked City Administrator Danielson to research the Aviation Subcommittees as a possible speaker for a future meeting. Motion by Commissioner Roszak, Second by Commissioner Petschel to approve televising the Mendota Heights Airport Relations Commission regular meeting for
September 2005 with a regular business agenda. Motion carried 6-0.
C. City Administrator Update
City Administrator Danielson provided the Commission with a brief update on the following: • Opus has their preliminary approvals and they plan to come back to the next Council meeting for final approvals. He noted that they have the sales building in place and are getting ready to open.
• Par 3 – oral arguments were heard in May – have not heard any updates since May.
Acknowledge Receipt of Various Reports/Correspondence:
The Commission briefly reviewed the following documents: Commissioner Petschel noted that there seems to be a common thread in the Technical Advisor Reports under noise complaints from Mendota Heights. She stated that the complaints area associated to nighttime departures. She referenced the nighttime operations stating that it was her understanding that the three big carriers at night are Sun

h. Airport Noise Report, July 25, 2005 i. Airport Noise Report, August 1, 2005 OTHER COMMENTS OR CONCERNS Commissioner Edstrom provided the Commission with a brief overview of the July 28, 2005 Public Input Meeting with the MAC, which is held on a quarterly basis. He stated
that Chad Leqve discussed the implementation of the 090 at the end of the runway and
the continuous descent approach and the sharp increase in regional jet traffic over the last

quarter. He stated that Mike Kosel and Guy Heide also presented noting that Council Member Duggan stated that he was going to get a noise monitor from Wyle and place it in Guy Heide’s backyard adding that he would run it past City Council for funding. Commissioner Edstrom provided the Commission with copies of a letter of clarification
that was written by Guy Heide and Mark Kosel. He indicated that a copy of the letter was
also sent to Chad Leqve.
Commissioner Roszak asked if there is a status on the term limits decision. Commissioner Edstrom stated that he spoke with Council Member Duggan about the term limits and he explained that several of the City Council Members are very adamant about their position and it would probably not change.
