2005-02-09 Airport Relations Commission Minutes2005-02-09 Airport Relations Commission Minutes.txt[1/25/2018 4:19:08 PM] 1 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES February 9, 2005 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, February 9, 2005, at 7:00 p.m., in the Large Conference Room at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota. The following Commissioners were present: Scott Beaty, Liz Petschel, Mike Povolny, John Roszak and Ellsworth Stein. Staff present; Jim Danielson, City Administrator; Sandra Krebsbach, City Council Member and NOC Alternate Representative, and Bonita Sullivan, Recorder. Ms. Sullivan took the minutes. Not Present: Commissioner Vern Edstrom. Approval of Minutes A. January 12, 2005 Minutes Commissioner Petschel stated that considering the technical nature of the January meeting the minutes were incredibly well done adding that she has no corrections or changes. A motion was made by Commissioner Roszak, second by Commissioner Petschel to approve the January 12, 2005 minutes as presented. Motion carried 5-0 Public Comments NONE Unfinished/New Business A. Corridor Boundaries Chair Beaty stated that he had asked City Administrator Danielson to locate a definition for the 90-degree heading at wheels up. He explained that he wanted to clarify how the Tower defines the departure from the end of the runway. He stated that he was able to find a report from 1989 that includes a corridor definition and map. He reviewed the documents titles ‘Boundaries of the Corridor’ and ‘Magnetic Variation’ with the Commission. He noted that in the second paragraph of the document, ‘Boundaries of Corridor’ indicates a distance of three nautical miles from the departure end of the runway in use stating that this is not what they are using. He stated that they are using wheels up at 90-degrees. Commission Meeting February 9, 2005 Mendota Heights Airport Relations Commission 2 Chair Beaty referenced the third paragraph of the document noting that it states that Mendota Heights does not have a north boundary to the corridor. Council Member Krebsbach suggested placing the definition on the website. She noted the conclusion of the document and reviewed with Commission. Commissioner Roszak clarified that this was the interpretation from the Braslau Study not from the MAC or the Tower. City Administrator Danielson confirmed and clarified that in 1989 the City had asked David Braslau and Robert Collette to evaluate the 2005-02-09 Airport Relations Commission Minutes.txt[1/25/2018 4:19:08 PM] Eagan/Mendota Heights Corridor adding that this document is part of their final report to the City. Commissioner Roszak suggested that they do further research and try to locate the FAA or MAC definition before sending any letters to Ms. Green or Mr. Leqve. Commissioner Povolny stated that it is his understanding that monitoring equipment is not used to determine what’s in or out of the corridor. He stated that they basically direct the planes and tell them the direction to take. Chair Beaty stated that they know when a plane drifts to the north adding that they know after the fact. Commissioner Petschel explained further that there is radar that tracks and monitors the flight track adding that the report is then provided to the Tower that notifies them if a plane is outside the corridor. Chair Beaty stated that the City should try to locate in its files documents that define the Corridor rather than ask MAC for their definition at this time. He stated his recollection was that at the time the Blue Ribbon Task Force began meeting there was no boundary on the north side of the Corridor. His recollection is that the Blue Ribbon Task Force proposed a north boundary of 095 degrees from the end of the runway rather than at “wheels up”. For years the ARC tried to get MAC and the FAA to implement the two agreed upon procedures that the Task Force came up with. The first procedure was the Crossing in the Corridor Procedure and the second was the Proposed 095 heading from the end of the runway procedure. MAC finally agreed to implement the crossing in the corridor procedure but said they could not do the 095 heading on the north side and that they had to make it 090 degrees. The question is whether the City, MAC and the FAA agreed to the 090 degree heading from the end of the runway or at wheels up. Chair Beaty suggested that the City locate MAC’s correspondence to the City regarding their inability to implement the proposed north boundary at 095 degrees and see if the agreement of the 090 degree heading is from the end of the runway or at wheels up. If the City can document the 090 from the end of the runway as the north boundary we could then clearly show that there are many more flights outside the corridor than what is being reported. Commissioner Roszak suggested contacting the City of Eagan and request copies of the actual letter for their review. Commissioner Petschel agreed stating that they also need to get the Tower’s definition of what the corridor is before moving forward. Chair Beaty Commission Meeting February 9, 2005 Mendota Heights Airport Relations Commission 3 agreed stating that then, based on the definition, they could then go forward and push for better enforcement of the flights outside the corridor. Council Member Krebsbach stated that she would like to know the definition for capacity after 10:00 p.m. She explained that the volume would increase with the new plan and the percentages would matter. City Administrator Danielson stated that he would locate the documents for their review at the next ARC meeting. Commissioner Roszak suggested that they incorporate defining the corridor and capacity as one of the ARC goals in the ARC Plan of Action. B. NOC Town Hall Forum Commissioner Petschel stated that the idea behind the Town Hall Forum for Air Noise Mitigation is unprecedented. She explained that the NOC members came together as a group to try and engage the Communities and Legislators to determine if there is a way to manage the plan. She further explained that the NOC Representatives decided that the best thing to do was establish a series of four Town Hall Meetings that would address air 2005-02-09 Airport Relations Commission Minutes.txt[1/25/2018 4:19:08 PM] noise mitigation and the MAC’s 20/20 Vision Plan. She stated that the first of the four meetings will serve the Eagan/Mendota Heights area and is scheduled for 7:00 p.m. on Thursday, February 17, 2005 at the Mendota Heights City Hall. She indicated that all of the Legislators have been contacted electronically, personally and by invitation. She stated that a copy of the agenda has been provided for their review and all have been urged to attend or send a representative. She noted that dialogues have been initiated with some of the Legislators with regards to some of the issues and the Legislators are beginning to become more engaged. She stated that they are very excited about the possibilities and provided the Commission with an overview of the agenda topics. Council Member Krebsbach stated that she has spoken with both Senator Murphy and Senator Mattson regarding Mendota Heights’ concerns and asked if both Senators have been included in the invitations. Commissioner Petschel assured her that both Senators have been contacted. She reviewed the distribution for notification with the Commissioners stating that the goal is get as many individuals to attend as possible. Commissioner Petschel reviewed the agenda and the meeting format with the Commission. She stated that the Town Hall meeting would be televised on the Dakota County Cable station. She stated that they would introduce the NOC Representatives and elected officials; review the agenda; provide a brief presentation of the Part 150 and the original agreement; NOC’s recommendations; provide a current status of the Part 150; and a review of the MAC’s 20/20 Vision Plan. She noted that after much discussion it was decided not to include MAC Staff for the review adding that Merland Otto would provide the overview of the 20/20 Vision Plan, noting that he has worked on both sides, lobbying for the airport and working with the Communities. She stated that Vern Wilcox Commission Meeting February 9, 2005 Mendota Heights Airport Relations Commission 4 and Ultan Duggan would follow with a presentation of the concerns that would include: increased noise saturation; how might have footprints changed; Part 150 insulation; stress on infrastructure; the need for increased parking; where will the jet fuel and de-icing runoff go?; particularly with the addition of add more pervious surface with additional gates?; security levels at Humphrey; security levels at the proposed hotel; fiduciary responsibility; more flights less mechanics; are all issues to be raised. She stated that the public would also have the opportunity to express their concerns adding that all feedback and input would be forwarded to their respective Legislators for review. Council Member Krebsbach asked what role the Legislators would play in the forums noting that her interest is to stay engaged and informed as a member of the City Council. Commissioner Petschel explained that their role is to come, listen and become engaged. She stated that they would not be put on the spot or expected to comment. She further explained that the idea is to get the Legislators to listen from a NOC standpoint and to understand how the Citizens are engaged or affected by this plan. Commissioner Petschel stated that postcards have been created and would be provided to the Citizens asking them to list their six top concerns regarding the Part 150 and the 20/20 Vision. She stated that their goal is to have at least 1000 or more of the postcards to send to Legislators in the hopes that this will show them how concerned the Citizens, affected by this problem, really are. Council Member Krebsbach noted one piece of information that never makes it to the public is that the MSP airport is basically the same size as the Anoka County airport. She noted that this does give a perspective to the actual size of the MSP airport. She stated that this comparison should be put before the public to help educate and show the comparison. She stated that the size of the airport, the fact that there is going to be a greater capacity, location of the hotel and clearance are all issues of concern that should be addressed. 2005-02-09 Airport Relations Commission Minutes.txt[1/25/2018 4:19:08 PM] Commissioner Roszak asked if they could include the corridor issues. Commissioner Petschel stated that at this point it is too late to add anything more to the agenda. Commissioner Petschel stated that it is her hope that the ARC members would attend to help direct and be available for questions. She stated that name tags would be available for those who would want to wear them noting that Diane Miller is bringing a sign in sheet with disclaimers included as the Town Hall meeting is a matter of public record and copies of the list of attendees can be supplied if requested. Chair Beaty stated that it is really important to discuss the quality of life and how the MAC’s 20/20 Vision Plan would affect it. Commissioner Petschel stated that Vern Wilcox will be speaking on the 20/20 plan and assured him that she would relay his request. Commission Meeting February 9, 2005 Mendota Heights Airport Relations Commission 5 Chair Beaty asked if Mayor Rybeck would be attending. Commissioner Petschel stated that it was her understanding that he would be in attendance. Council Member Krebsbach stated that she could represent as Vice Mayor if the Mayor is not able to attend. Commissioner Petschel contacted Molly Park and extended a personal invitation noting that she would not be able to attend but would send a representative in her stead. Council Member Krebsbach suggested visually identifying the various Cities that are present and represented adding that they do not want to miss the impact of having all the Cities being together and represented on these issues. Chair Beaty suggested have the Cable TV company run the video of the meeting tape a few times to ensure that the public has the opportunity to view the meeting. C. 20/20 Vision Plan City Administrator Danielson stated that at the last meeting of the ARC he was asked to forward a copy of the MAC 20/20 Vision Plan to the City Council. He stated that he did provide Council with a copy of the plan for their review at the last City Council meeting noting that Mayor Huber feels that the ARC should coordinate with other Cities on this issue. He reviewed the Council’s discussion with the Commission noting that Mayor Huber is attempting to contact Mayor Rybeck to begin a discussion on cooperative efforts the two Cities could do regarding air noise. He stated that Mayor Huber has been out of town recently, noting that he has made several attempts to contact Mayor Rybeck and has not yet received a response. Commissioner Petschel stated that she watched the City Council meeting noting that Council Member Duggan provided the Council with a very clear explanation of what they are about adding that it was on point and hopefully will set the stage for the Town Hall meeting. She reviewed the changes made in the NOC Bylaws and clarified the agenda process with the Commissioners. D. City Administrator Update City Administrator Danielson provided the Commission with a brief update on the following: • City of Mendota Heights N.O.I.S.E. Membership – contacted and requested an application noting that the City of Mendota Heights has rejoined N.O.I.S.E. He explained that the organization represents at a national level and lobbies for Cities that surround an airport but do not own the airport. He noted that on July 20, 2005-02-09 Airport Relations Commission Minutes.txt[1/25/2018 4:19:08 PM] 2005 they plan to hold their annual conference in Mendota Heights adding that the first day will be the Airport 101 seminar. He indicated that the City plans to have as many as possible attend the seminar and reviewed with the Commission. Commission Meeting February 9, 2005 Mendota Heights Airport Relations Commission 6 • ARC Replacement Candidates - He stated that the City has received eight applicants for the ARC and reviewed with the Commission. Acknowledge Receipt of Various Reports/Correspondence: The Commission briefly reviewed the following documents: Chair Beaty noted that the number of departures and total operations continues to go up adding that it has increased by 2000 more over last year and reviewed with the Commission. Commissioner Roszak referenced the January 31, 2005 Airport Noise Report noting that the Santa Monica airport had the FAA come down on them for undue restrictions. He noted that the FAA is reviewing more and more of the management decisions that affect commerce. Chair Beaty noted that Australia has a different monitoring system based on how non-experts pick up on noise levels and reports. He stated that the article references a new software application that is available that would allow City Officials to do a ‘what if’ scenario to determine the impacts that a contour change could have on a City. He stated that the City of Mendota Heights should be involved and reviewed with the Commission. a. Email from Chad Leqve regarding final copy of NOC Bylaws. b.
