The regular meeting of the Mendota Heights Airport Relations Commission was held on
Wednesday, January 12, 2005, at 7:00 p.m., in the Large Conference Room at City Hall,
1101 Victoria Curve, Mendota Heights, Minnesota.
The following Commissioners were present: Scott Beaty, Vern Edstrom, Liz Petschel, Mike Povolny, John Roszak, and Ellsworth Stein. Staff present; Jim Danielson, City Administrator; Ultan Duggan, City Council Member and NOC Representative; Sandra Krebsbach, Council Member and NOC Representative; Chad Leqve, MAC; Aaron Frase, Air Noise Operations, MAC; Cindy Green, Air Traffic Control; and Bonita Sullivan, Recorder. Ms. Sullivan took the minutes.

Unfinished/New Business A. Cindy Greene Visit Chair Beaty stated that Cindy Green, Air Traffic Control, is present, along with Chad Leqve and Aaron Frase from the MAC to provide the Commission an air traffic and MAC update.
Chair Beaty noted that the south and southeast winds tend to push planes outside the
corridor and asked if anything has been done to keep the planes inside the corridor. He
stated that the City has received a number of complaints about planes flying north of Highway 110. He stated that the residents in this area are not used to flights overhead and are very concerned that the number of flights are increasing. He stated that the Commission would like an update on the new runway. referenced the Air Controller training stating that the Controllers have a set of rules they
are expected to work from called the SOP-Standard Operating Procedures. She explained
that the procedures have an entire section covering noise abatement procedures that
include runway use and crossing over the corridor. She stated that all Air Traffic Controllers receive a copy of the SOP during their initial training. She noted that she trains the Air Traffic Controllers on Noise Abatement to ensure that the Controllers receive the right emphasis and reviewed with the Commission. She stated that once the initial training is completed there is no additional, formal, follow-up training. She explained that the Controllers are evaluated on procedures and it is discussed thoroughly with the Controller if it is found that they are not applying the procedures correctly.
Ms. Green stated that Roy Fuhrman referred a question to her regarding a heading that the
Controller’s were using that would have taken an aircraft out of the corridor. She stated
that they reviewed tapes noting that out of 27 flights, four or five aircraft had been sent outside the corridor using the 85-heading. She stated that a meeting was held to review the correct procedures with the Controllers. She assured the Commissioners that they do take the reports showing flights outside of the corridor very seriously. She stated that the Controllers are expected to read, acknowledge and sign off on completion of the procedures manual before they can take position. She assured the Commission the Controllers are very aware of the rules and procedures and that all updates or changes are
provided. She noted that there are extenuating circumstances and reviewed the
measurements used to evaluate use of the procedures. She indicated that she is asked at

times what percentage is considered acceptable stating that they are comfortable with the upper 90’s. She stated that if it gets down to 93-percent or lower she does get concerned and does touch base with Mr. Leqve to review the numbers. Chair Beaty asked why the Controller used the 85 heading. Ms. Green explained that at
times, based on the wind, they were using the 85 and 100-degree heading noting that the
divergence was to get the third stream of departures off the runway. She acknowledged
that they could have used the 90, 105, or 120 heading and reviewed the need to use three
separate degrees off this runway with the Commission. Commissioner Povolny asked if they use monitors. Ms. Green stated that they do not use a monitor noting that a Controller looking at a radar screen does not have a 90-degree line, which makes it difficult to tell if the aircraft is going north of the corridor. She reviewed the process used to determine the headings used for the runway with the Commission.
Commissioner Povolny referenced the maps stating that the corridor is considerably south
of Highway 110. He stated that it appears that most airplanes are using Highway 110 as a
line, which is quite a ways outside of the corridor. He explained that an individual can stand on Delaware and Highway 110 and actually see this procedure occur. He indicated that this goes on hour after hour, which is why he wondered how they determined what is inside and what is outside the corridor. Commissioner Petschel stated that as of last spring there was a change, particularly in the
severe north turns off the 90-degree heading. She explained that the Commission took
two years of reports and ran an analysis noting that all were very similar. She stated that
in the April\May 2004 timeframe the reports show a dramatic change adding that they are now receiving more complaints from residents north of Highway 110 versus south of 110. She stated that the change is not weather driven and indicated that the residents who are now complaining are people who have not had this problem before. She referenced an incident that occurred in May 2004, where every aircraft coming off the 90-degree heading was turning north, just west of Sibley High School, which is very unusual.
Commissioner Edstrom agreed stating that in May 2003 the report shows 45 flights with
an increase in May 2004 to 204 flights. Mr. Leqve acknowledged that operations at the
airport are increasing adding that it would continue to increase and reviewed with the
Commission. Mr. Frase explained that he is responsible for the monthly report. He explained that if the numbers come out skewed he too is very curious as to why and assured the Commission that he investigates the changes thoroughly. He stated that he is also responsible for taking complaints from residents noting that he does investigate the concerns if he receives multiple complaints from one home at approximately the same time he sees
changes in the numbers from the monthly reports. He explained that the departures from
the left and right can go from 3000 operations to 7000 operations between months. He
further explained that he does investigate the changes when he sees a jump in the number
of operations. Commissioner Petschel clarified her point stating that they have had this number of operations at the airport in the past adding that the northern departures off from the 90-heading has increased. She stated that they have two years worth of maps all showing a profile of how the planes were sent down the 90-heading. She stated that this past spring, in April and May, something very different began to occur in comparison to previous
years. She clarified that the concern is not the number of aircraft going down the runway,
the concern is the number of aircraft going down the 90-heading. She asked Ms. Green

and Mr. Leqve to review the maps from last spring and compare them to see the differences. Ms. Green stated that it could be that the residents are noticing the differences in the performance between aircrafts and reviewed with the Commission. Commissioner
Petschel agreed that this could be part of the problem noting that Mendota Heights is now
starting to receive complaints from residents who bought their homes in area of the City
where they thought that they would not be dealing with this level of air traffic. She stated
that the residents are very upset. Mr. Leqve acknowledged that this is a concern that they will continue to struggle with. He acknowledged that they would see some departures migrating over to the new runway Commission Meeting January 12, 2005 Mendota Heights Airport Relations Commission 5 that would impact new areas of the City. He asked Ms. Green what is considered a good
percentage for compliance. Ms. Green explained that their goal is to maintain mid-90-
percent. She explained that the percentages equate very differently based on the number
of operations and reviewed with the Commission.
Ms. Green indicated that this entire issue is going to change because the operations at the airport are changing. She stated that people will begin to notice more flights adding that it isn’t as much that the FAA is not in compliance in as much as the increase in operations. She stated that the fleet mix at the airport also has an impact and reviewed with the Commission. She stated that the origins of the corridor were predicated by headings noting that a lot of work was done by a Committee to determine operations and
the means to keep the over-flights minimal.
Commissioner Petschel referenced the new CRJ’s stating that she is convinced that this
could be contributing to some of the changes. Chair Beaty noted that as the number of departures increases, the stress would be in getting the number of flights out and asked if they have ever stretched it to the 125 or 130-headings when the airport gets really busy. Commissioner Edstrom clarified that 15-degrees is mandatory. Ms. Green stated that this
is the minimum noting that they do not compromise noise for capacity. She indicated that
the air traffic procedures would allow them to put more planes out adding that the noise
abatements prevent her from doing this. Mr. Leqve noted that they do take a measured
capacity hit because of the corridor. Council Member Krebsbach asked what their plans are to address capacity as it increases so that the surrounding communities are not impacted. Ms. Green indicated that the new runway would address capacity adding that if there is a situation, such as weather, they could not put out anymore in an hour than they already do. She explained that if the airlines’ schedule to meet the three runways that they can normally support and the
weather does not allow it, the airport would have the 45-minute bank, due to the demand,
all day long. She stated that unless, for some reason, there is a decision to evaluate
further, the FAA has always taken the strong look that they do not easily change
established noise procedures, as it would affect and impact people who have not experienced noise in the past. Mr. Leqve stated that in context of the corridor, they are not looking at anything changing in the corridor, noting that the changes are due to the fact that the airport operations are growing. He explained that there is very little they could do as far as adjustments to the operations noting that by-products of an airport is growth and operations increases. He
stated that they cannot put a cap on airport operations.

Commissioner Petschel clarified that theirs is a commerce focus, which is open to servicing as many airlines as is safely possible. Mr. Leqve acknowledged noting the Commission Meeting January 12, 2005 Mendota Heights Airport Relations Commission 6 amount of work the Commission has done over the years to do different improvements at
the airport. He stated that one of the primary things is that they would not unduly impact
the commerce or access to the facility. He explained that they try to come up with
creative operational procedures noting that one of the primary screening criteria off the
new runway is that it cannot have an adverse impact on runway capacity. He stated that as they move forward they would continue to work to address this difficult task of maintaining corridor compliance and reviewed with the Commission. Council Member Krebsbach asked if there has been any discussion that as the flight numbers increase so does the compliance. Mr. Leqve noted that there are situations where they do impact capacity and reviewed compliance with the Commission. Ms.
Green reviewed the conditions that would impact changes in flights noting that it is not in
their power to improve the weather or change wind direction. She stated that if they had
the tools to be 100-percent compliant she would do it but it is not always possible.
Council Member Krebsbach acknowledged that information was received showing that this airport is one of the more desirable airports because of the winters and weather. Mr. Leqve stated that the newer technology could be a true dividend noting that there is a dynamic with the corridor when adding the small regional jets as they are a quieter, better performing jet. He noted that if they were to look at runway usage percentages off the 1-2’s and the new 17-35 runway they would see somewhat of a reduction off these runways
and reviewed with the Commission. Ms. Green stated that they would see a reduction
until the airport begins to grow.
Council Member Krebsbach clarified that the 38% reduction over Mendota Heights is no longer valid when the new runway opens. Mr. Leqve stated that the runway use percentages are still the same as the last time this was discussed. Commissioner Petschel stated that the crossing over the corridor pattern has really helped Mendota Heights noting that during non-peak hours this can have a very dramatic impact on the residents. She stated that it is very helpful to stay informed of the changes and
receive updates.
Mr. Leqve asked Council Member Krebsbach what she would suggest they do with the
airport operations to get it to an acceptable level. Council Member Krebsbach stated that they must remain in compliance with the corridor procedures. Mr. Leqve stated that historically they have always talked in percentages as to how they can maintain the corridor and asked if she is suggesting that if the numbers go up the percentages go up. Council Member Krebsbach confirmed. Mr. Leqve stated that given the parameters and criteria the government has to deal with and with the capacity issues, this could not be done. Ms. Green stated that they are not going to put planes too close in proximity for
noise abatement. She stated that they must balance safety with capacity and noise
abatement.

7 Council Member Krebsbach stated that there are three concerns, compliance with the corridor procedures, quality of the plan and capacity. She stated that Mendota Heights has been with the airport throughout their growth adding that there needs to be a balance with the growth at the airport and the number of flights outside the corridor. Mr. Leqve clarified that he is hearing that the City wants increased corridor compliance, a
decrease in night flights, and lower noise impact. He stated that they cannot make
suggestions and ask them to make changes without considering all issues. He explained

that they cannot arbitrarily make changes on procedures noting that all factors play into the overall picture of the airport. He further explained that it is a very complex environment and is very heavily regulated with both the community and the airline concerns considered as factors. He asked that there be sensitivity to the other side adding that there is a need to consider the reality of the changes and to consider all factors. He
stated this is a huge discussion and assured the Commission that they would continue to
work through the Part 150 concerns and that they would work to reduce the night flights.
He noted that the reality is there is only so much they can do.
Council Member Duggan asked what the airport could do better. Mr. Leqve stated that the non-peak times and flights are things they could do something about and reviewed the process with the Commission. Council Member Duggan reviewed the numbers with Mr. Leqve stating that they are over 600,000. He stated that it would become a more cumulative noise factor depending on
the schedule noting that with the new runway there would be a 25-percent increase. He
asked if any of the older runways would be shutdown for resurfacing or are they
constantly maintained to keep the runways in constant use. Ms. Green stated that the
runways have been rehabbed. She stated that Runway 4-22 would be closed shortly after the new runway opens to rehab and do maintenance. She stated that there are discussions for 2008 or 2009 that would involve shutting down one of the parallels to rehab the middle. Chair Beaty noted different humidity and different weights of planes affect the thrust. He explained that they could have the same plane loaded down and the plane would be
louder on a humid day than it would be on a colder day. Mr. Frase confirmed that they do
get better performance on colder day adding that the noise seems to crackle. He stated
that performance is optimal at 52-degrees.
Commissioner Petschel asked if Runway 17-35 is long enough for the 747’s. Ms. Green stated that it is usually long enough noting that international flights would use the south parallel runway. Commissioner Edstrom noted that the last time Ms. Green met with the ARC they discussed that a recently high percentage are capable of carrying aircraft on a tract and
asked if they have consider this as a possibility for use in the future. Ms. Green stated the
FAA would be working with four different airports this year to determine how to design Commission Meeting

8 curved departure procedures and the ability to depart on tracts side by side. She stated that if the FAA determines, GPS-wise or tract-wise, that what is needed is that the corridor could be considerably smaller. She explained that what has to occur is that they have to look at the airports, design the turns, develop and then implement. Commissioner Edstrom clarified that they would not get a DC9 with these navigational
aids. Ms. Green stated that the navigational aids would come with the CRJ’s and 757’s
noting that based on recent study, the airport is closer to 66% in utilizing this new
technology.
Commissioner Edstrom asked what the projections are to implement the conversions. Mr. Leqve stated that they are looking at airports with significant strains with airport management and reviewed. Commissioner Edstrom asked when the ARC might know a little more about the possibilities with the new technology. Ms. Green stated that they are looking at the
possibility of designing a GPS type departure from the 1-17 along the river. She stated
that they could see the start of GPS use in two to three years and off the corridor in

possibly six to seven years from now. Mr. Leqve stated that the biggest thing for the FAA to review in this area is their separation criteria. Ms. Green noted that they do operate very efficiently off the three headings adding that now is the time to jump on the new technology. Mr. Leqve agreed
noting that the GPS is an environment where the aircraft is actually flying tracts versus
headings. He explained that once they begin to use this type of technology they would be
able to better maintain the corridor and maintain the flight tracts.
Council Member Krebsbach asked if there is any current discussions regarding this airport and the potential growth and a counter discussion by the people employed by the MAC who are looking at the capacity based on airport growth. She stated that they all have a level of responsibility to ask if this airport is capable of handling the growth and capacity. Mr. Leqve stated that the Commission has done an admirable job balancing the commitments for noise abatements and reviewed with the Commission.
Council Member Krebsbach expressed concerns stating that the corridor used to be on the
other side of water tower and has now changed to the point where Highway 110 has
become the north parallel. Commissioner Povolny agreed stating that the corridor has drifted further to the north adding that they want the MAC to try to minimize the over-flights near Highway 110. Mr. Leqve explained that the corridor started out by saying where they want to keep the capacity. He further explained that what they are trying to do is keep an aircraft within a geographic area not defined by geographic point adding that it is defined by headings and
tracts.

Commissioner Povolny stated that the corridor map shows how it instructed to be done. He stated that no GPS is documenting how many planes are in or out. He acknowledged the safety issues and noted the weather impacts adding that it is only going to get worse. Ms. Green clarified that it is documented after the fact and reviewed with the Commission. Ms. Green stated that she has been involved since 1990. She stated that they review the
corridor reports and have been under the same compliance, based on agreement, for the
last 14-years. She reviewed the percentages stating that they are not any further north
than they were in 1990 on an average. She acknowledged that there are a few more
airplanes that are north than there were in 1990 adding that the actual percentage is exactly the same. She explained that even if they increase airport two-fold the expectation would be to still remain at approximately 96-percent compliance. She stated that the tract has not changed in 14-years and explained that they fly a heading that puts them on a tract. She indicated that nothing has changed over the last 14-years except for the implementation of the crossing over the corridor procedure. She noted that the 095 heading was proposed in 1993 adding that the FAA did not officially implement the
heading.
Council Member Duggan asked why the planes are flying over residential areas more
often than over an industrial area. Ms. Green explained that one controller could be working 12-L and another on 12-R and will send aircraft out on the 105 or 90 heading, with nothing using the 115 or 120 tract. She noted that it can be impacted by weather conditions. Commissioner Petschel asked how the controllers are doing with respect to utilizing the crossing over the corridor procedure. Ms. Green indicated that the controllers are more
comfortable with the procedure adding that the issue is the opportunity to use it. She
explained that the Controllers should be using the right headings in the evenings on

Saturdays and reviewed with the Commission. Mr. Frase and Ms. Green encouraged Commissioner Petschel to contact them with dates and times as examples stating that they would investigate and provide her with answers as to what is causing the increase of night over-flights.
Commissioner Petschel asked if they could get a report including data showing use of the
crossing over the corridor procedure. Mr. Leqve stated that they would put something
together and forward on for their review.
Commissioner Roszak referenced the GPS technology and asked if it would feasible to have absolute compliance within the corridor and zero tolerance outside corridor. Mr. Leqve stated that it could definitely be done but would involve re-evaluating procedures and processes at the airport. He explained that the technology can be there but there is a large number of other processes that would be involved in implementing this type of technology and reviewed with the Commission.

Ms. Green explained that the FAA designs the procedures used by the air traffic
controllers for going in and out of the airport. She further explained that they had to design procedures that would allow everyone the same amount of delay and given the same preference. She indicated that the FAA has gone out on limb stating that technology is such that they do not have to fully accommodate the DC9’s and reviewed with the Commission. Council Member Krebsbach asked if there are any other airports that have similar
volumes and/or acreage. Ms. Green stated that the Sydney airport is almost an exact
duplicate noting that MSP is in the top 1-percent and the seventh busiest airport in the
world.
Chair Beaty referenced the 0 to 90-degree tract and asked if this is when they take off from the runway or from the end. Mr. Leqve clarified that it is from the wheels-up and reviewed. Chair Beaty noted that the corridor isn’t really a fixed point, but is at 090 from take-off. Ms. Green confirmed. Mr. Frase stated that based on the monthly analysis the corridor
line in the system has not changed.
Council Member Krebsbach requested that the MAC review the procedures to try and
determine how they can lessen the impact over Mendota Heights. Council Member Duggan asked if it anyone is exploring the potential for reaching capacity and how the procedures could be changed if capacity is reached. He asked what would happen if everything shifted one or two degrees. Ms. Green clarified that they could only shift in five-degree increments adding that, if they can’t get to 90-percent due to a drastic change or if something was done based on the fleet mix, the FAA would then
owe it to the community to make changes.
Commissioner Petschel clarified that their concern is when the aircraft makes the turn up.
She stated that it could make a huge difference depending on whether the aircraft takes off in the middle of the runway or at the end. Commissioner Edstrom asked why it couldn’t be included in the SOP to be done at the end of the runway. Chair Beaty suggested utilizing the GPS for at the end of runway take-offs.
Mr. Leqve assured the Commission that the MAC works very hard to creatively lessen
the noise impacts around the airport. He stated that they spend a lot of time and are

professional in taking due diligence into consideration in managing the day-to-day operations of the airport in a safe manner. Commissioner Stein asked what the morning bank of aircraft looks like. Ms. Green explained that they do head-to-head and landing on the 30’s noting that they have to off Commission

by 5:15 a.m. She stated that the airport starts to get busy around 6:30 a.m. and stays
pretty busy until 10:30 p.m. She stated that they are currently staffing extra controllers for the evening departures and reviewed the schedule with the Commission. B. Governor Pawlenty 20/20 Vision Commissioner Roszak suggested updating the Noise Plan of Action in light of the MAC discussion and the 20/20 Vision. Chair Beaty agreed and suggested including this on the
agenda for next month’s ARC meeting.
Council Member Duggan stated that the NOC Representatives have been attending a
number of community meetings in areas like Bloomington, Eagan, and Richfield to discuss what the NOC could do as a community organization in order to make the NOC a more effective group. He stated that the NOC would be meeting this Friday to work on the process they would take, as a group, to be more effective. Commissioner Roszak asked if the balance between airport capacity off the parallel runways and maintaining the integrity of the Mendota Heights/Eagan corridor be better
done by having the Tower order a 0-90-degree tract effective from the end of the runway
rather than at wheels up. Council Member Duggan stated that he would present this
question to the NOC at their next meeting.
Chair Beaty referenced the 20/20 Vision and asked what the City Council wants to do. He clarified that initially the ARC asked if it would be possible for the Governor to send a representative from his office to attend an ARC meeting to discuss the Governor’s vision. He explained that the current position, most like to represent the governor, is vacant and that the Mayor has asked that the ARC wait for the new person to come on board. He asked if the Mayor is comfortable with the ARC addressing this issue and
explained that the ARC would like the opportunity to ask for clarification on what the
benefits would be for this vision and plan.
Council Member Duggan stated that they have a copy of the plan and suggested that the Commission review the document and tape of the meeting. He suggested that the ARC do an analysis and provide any questions this proposal could raise as to the impacts on Mendota Heights and then move forward to City Council with an outline of concerns and recommendations for Council to consider. Commissioner Petschel expressed concerns that they are not accomplishing their
objective. She stated that no one in the current group speaks for the people or the
community. She noted that this is a capacity issue in addition to competition between

that would bring back the citizen’s concerns to the Governor. Council Member Duggan suggested that the Commission write another letter to Council outlining their concerns that there is no citizen representatives involved in the drafting of Commission Meeting January 12, 2005 Mendota Heights Airport Relations Commission 12 the 20/20 Vision and that they would like to hear from the Governor’s office as to when
they feel public input would be appropriate.

Chair Beaty suggested providing the Council with a copy of the plan for their review as it would give them a better idea of what the 20/20 vision is all about. Commissioner Roszak asked if the ARC has switched their focus to include the competition issue. Commissioner Petschel clarified that it is almost totally a capacity
issue. She agreed that competition is a concern but by in large the main issue is capacity.
Chair Beaty stated that they would make sure that the City Council does receive a copy of
the 20/20 plan for their review. He stated that originally it was decided that the letter should be sent by the City Council adding that he could provide a copy of the previous letter for rewording. He stated that he would further clarify their concerns and the plan for a discussion regarding noise capacity and a better balance of capacity for noise abatement. C. City Administrator Update
City Administrator Danielson provided the Commission with a brief update on the
following:
• City Council invited Gregg Fitzer to the January City Council meeting to present him with a plaque for appreciation of his service to the City of Mendota Heights. • City Council has authorized advertisement for the Commissioner Fitzer’s replacement. • Friday, January 14, 2005 – City of Mendota Heights Party. Chair Beaty reviewed the updates for the introduction packet with the Commission
Acknowledge Receipt of Various Reports/Correspondence: Commissioner Roszak referenced the Airport Noise report noting that public comment on the Draft Order is due by February 16, 2005. He noted that it would seem that they could lose a huge lever over airport development if they are able to proceed without some type of environmental assessment or impact statement. He suggested that Council Member Duggan review this concern at the next NOC meeting.
