CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES June 13, 2012
The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday,
June 13, 2012 at 7:00 p.m. at 1101 Victoria Curve, Mendota Heights, MN.
The following commissioners were present: David Sloan, William Dunn, Sally Lorberbaum, Paul Portz, Jim Neuharth, Gina Norling and Gretchen Keenan Absent: Kevin Byrnes Also present: City Administrator Justin Miller
Approval of Minutes
Sloan pointed out that the word βheβ should be added to the last sentence under Commission Items of
Interest on the April 11th minutes. Neuharth moved and Lorberbaum seconded that they be approved as
amended β all voted in favor. North of Highway 110 Departure Complaints Sloan shared with the commission that during the spring there was an increase in the amount of complaints about departures leaving the corridor, especially north of Highway 110. He and Councilmember Petschel brought it to the attention of MAC and the FAA and they agreed that there appeared to be a problem. Further, a retired pilot who lives in the city noticed the flights as well and was
able to meet with Chad Leqve and Carl Rydeen to go over the issue. According to MAC and the FAA,
many of the errant departures were weather based. The commission agreed to keep monitoring the issue
through the data analysis and complaint tracker.
Joint ARC Meeting Review The commission reviewed the joint ARC meeting held with Eagan and Inver Grove Heights and agreed that it was beneficial. Sloan thought it was a good idea to meet again, but as issues arise. Lorberbaum and Norling both expressed interest in hosting a neighborhood meeting like Eagan does. After discussing the format and timing of such a meeting, Miller agreed to bring some ideas back to the next commission meeting.
Commission Items of Interest
Sloan stated that at the last NOC meeting they reviewed runway usage numbers as well as a request from
a Minneapolis resident to have a mobile noise monitor located near his house. The NOC instead directed staff to draft a set of guidelines for this type of request. Dunn went over the noise monitor reports for towers in Minneapolis locations with a similar distance from the airport as the Mendota Heights towers and pointed out the data. Portz reviewed his experience as a volunteer at the recent crash exercise at the airport.
Norling presented data relating to the runway use system and prevailing winds during the months of
March and April and noted that the amount of traffic departing Runway 23L did not look like it matched
2 up with the wind data she presented. She also noticed the apparent reduction in loud noise events at sensor 23, but cautioned about the March numbers as they seemed high. Neuharth explained changes to the amount of data points reflected in the charts and asked that at the next

meeting the commission review them to see what improvements can be made. Acknowledge Receipt of Various Reports/Correspondence The monthly reports for April 2012 were acknowledged.

Norling made a motion, seconded by Lorberbaum, that the meeting be adjourned. All voted in favor. Meeting adjourned at 8:25 pm.
