2010-05-12 Airport Relations Commission Minutes2010-05-12 Airport Relations Commission Minutes.txt[1/25/2018 4:09:54 PM] CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES May 12, 2010 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, May 12, 2010, at 7:00 p.m., at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota. The following Commissioners were present: Liz Petschel, Chair; Robin Ehrlich, Vice Chair, Sally Lorberbaum, David Sloan, Lyle Odland, Bill Dunn. Also present were: Councilmember Sandra Krebsbach, Councilmember Ultan Duggan, Assistant to the City Administrator, Jake Sedlacek, Gretchen Keenan. Not Present: Joe Hennessy (excused) Approval of Minutes A motion was made by Commissioner Sloan, seconded by Commissioner Dunn, to approve the minutes of the April 14, 2010, ARC meeting. It was unanimously approved. Unfinished and New Business A. Randy Jones Award of Excellence Application Chair Petschel discussed the award, award criteria and application process. The group discussed nominating the Noise Oversight Committee, and that it was important that Chad Leqve be credited specifically in the application. Chair Petschel, City Administrator McKnight and Asst. to the Administrator Sedlacek would draft an application reflecting the Commission’s recommendation. Commissioner Dunn made a motion recommending that the MAC Noise Oversight Committee be nominated for the Randy Jones Award of Excellence. The motion was seconded by Commissioner Odland, and passed unanimously. B. H.R. 915 Chair Petschel described H.R. 915 as a bill which has passed the U.S. House of Representatives. The bill originally included a tax credit for sound insulation improvements made to homes in airport noise zones. The Commission supports this concept, and asked staff to verify if the sound insulation language made it into the Senate version of the bill. C. Long Term Comprehensive Plan Update Commission Meeting – May 12, 2010 Mendota Heights Airport Relations Commission 2The Metropolitan Council Transportation Advisory Board Policy Committee is meeting to discuss the MAC Long Term Comprehensive plan on Thursday, May 13. Chair Petschel explained that the MAC has yet to respond to questions raised in our February letter regarding the plan. Chair Petschel noted that the City of Minneapolis intended to speak at the Metropolitan Council meeting, and described their approach. Chair Petschel then explained the approach she would take if compelled to testify at the meeting. Major sticking points for communities continue to be the lack of a definition when airfield capacity alternatives will be studied, and the accuracy of the noise model. D. Updates for Introduction Book The commission reviewed the night time departure spreadsheet created in response to last month’s discussion. The Commission made some suggestions/requests for format, which staff will make for next month’s report. Acknowledge Receipt of Various Reports/Correspondence a. Monthly Statistical Review b. Other Commission Comments or Concerns The Commission discussed approaches to surveying the community about airport issues. The consensus of the group was to encourage City Council to consider doing a formal survey, and working with a survey designer to come up with questions relating to air noise.
