CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES November 12, 2008
The regular meeting of the Mendota Heights Airport Relations Commission was held on
Wednesday, November 12, 2008, at 7:00 p.m., in the Large Conference Room at City
Hall, 1101 Victoria Curve, Mendota Heights, Minnesota.
The following Commissioners were present: Liz Petschel, Chair; Robin Ehrlich, Vice Chair; Bill Dunn, Joe Hennessy, and Sally Lorberbaum, Commissioners. Also present were: Jake Sedlacek, Assistant to the City Administrator, and Mary Heintz, Recorder.
Not Present: Lyle Odland and Dave Sloan, Commissioners, and Jim Danielson, City
Administrator.
Chair Petschel requested that the “MAC Listening Session in Inver Grove Heights” be added to the agenda, identified as item C under Unfinished and New Business. Approval of Minutes A motion was made by Commissioner Lorberbaum, seconded by Commission Dunn, to approve the minutes of the October 29, 2008, ARC meeting as submitted. It was
approved unanimously.
Unfinished and New Business
A. Update on Cities Meetings Chair Petschel explained the history of NOC and the permanent and rotating City memberships, which are differentiated as to whether or not they are included in the 65 DNL. Member cities meet with each other in advance of NOC meetings to discuss and strategize issues before going to NOC.
At the last Cities meeting, Richfield’s Bill Killian asked that their complaint about jet
wash off runways 17 and the 12s be addressed. It had been explained to him that no
dampening structure can be built on airport property, that it would need to be on Richfield property, and a suggestion was made that Richfield explore the possibility of obtaining a grant for that purpose. A main general concern of member cities was the fleet mix, in particular the possibility that Delta will exchange MD80s in Atlanta for MSP’s A320s, which are more efficient. Chair Petschel reported that she had sent an email to Chad Leqve about the concern and
noted that the subject had been subsequently added to the 2009 MSP NOC Work Plan.
Commissioner Hennessey stated that marketing drives airplane destinations, matching seats to market needs, and that he didn’t know how the MD80s, A320s, etc. would be matched. Larry Lee, Bloomington Community Development Director, represented that city in place of Vern Wilcox and seemed to be out of touch with what the various member cities and NOC have been working on.

Delta will be determining whether attorney Kathleen Nelson, now serving as Northwest’s appointee to NOC, will continue to serve on behalf of Delta, which would be helpful because of her history with the organization and various representatives. Other current industry members include the NWA Chief Pilot, Mesaba, Sun Country, UPS, and a
private general aviation representative.
Commissioner Hennessey commented that Northwest’s Richard Anderson is a
community friendly person and would likely wish to maintain the airline’s representation. He also stated that everything is on the table with Delta in negotiating the MAC bonds and that Delta’s membership in NOC could be included as part of those negotiations. Chair Petschel cited concerns expressed about NOC’s future and the new UPS industry representative to NOC not having attended any of the NOC meetings to date, an issue raised with Ms. Nelson. Diane Miller, Assistant to the City Administrator in Eagan, will
be setting up a meeting with MAC for continued discussion about Delta’s engagement.
Chair Petschel reported that she had emailed Representative Rick Hansen about noted
concerns from the Cities meetings, including the fleet mix, Richfield issues, and Delta’s
commitment to NOC, and asked him to relay those should he have any influence on the upcoming hearings. ARC is also awaiting his response to an invitation to attend the ARC meeting after the first of the year. B. Discussion of 2009 MSP NOC Work Plan The Commission reviewed the 2009 MSP NOC Work Plan:

agenda items Commissioner Hennessey stated that a friend of his works for Navris in Seattle and is well versed in RNAV technology. He said he’d be happy to invite him here (has family in the area) to give ARC a tutorial on RNAV. It was Commission consensus that it
would be very helpful and of great interest.
Discussion ensued on various subjects, including but not limited to: he 12L/30R
reconstruction will take longer because of more intricacies due to cross winds, funding real time reports through grants, and result of DHL (leading top ten loud noise events) ceasing operations. C. MAC listening session in Inver Grove Heights Chair Petschel reported on MAC’s meeting at Inver Grove Heights and shared her
perceptions. Inver Grove Heights does not appear to be well informed about the
appropriate process to follow with NOC to get things done, and their request is for
fanning over Inver Grove Heights, to which Mr. Leqve will review and respond to.
Fifteen degrees of separation between runways is necessary for safety, and Vice Chair Ehrlich suggested a daily shift by degree in headings, which would provide both safety and noise relief. D. Discussion of December Meeting.
A motion was made by Commissioner Lorberbaum, seconded by Commission Dunn, that
the ARC not hold a meeting in December unless Chair Petschel deems it appropriate. It

Commission 4 Chair Petschel will email Representative Rick Hansen about ARC’s expressed concerns and also invite him to the January ARC meeting. Vice Chair Ehrlich recommended that the meeting be televised if Representative Hansen is able to attend, and the Assistant to the City Administrator stated that the cable company would need to be contacted.
It was also suggested that NOC representative Tom Foley be invited to an upcoming ARC
meeting, perhaps in February.
E. Updates for Introduction Book None. Acknowledge Receipt of Various Reports/Correspondence
The Commission reviewed the various reports. It was the noted that 3.2% in the corridor
analysis is a very good number.
Commissioner Lorberbaum said it would be helpful to her if Chair Petschel would share her process for evaluating the various reports, which she agreed to do in the future, and also posed the question whether it would be possible for City staff to print pertinent pages in color, so they could be more distinctive and of more assistance to the Commission.
