Nomina- tions are due by February 28, 2018. ___________________________________________________ City Seeks Applicants for the Planning Commission The City is accepting applications to fill a vacancy on the Planning Commission. This is a three year term starting in February 2018. The Planning Commission reviews studies and applications on matters of planning, in- cluding zoning, transportation, and platting. The commission holds public hearings and makes recommendations to the city council for formal action. It also plays a key role in comprehensive planning and amendments to the zoning code. The commission meets the fourth Tuesday of every month at 7:00 p.m. Interested persons should submit a letter of interest and a current resume to City Ad- ministrator Mark McNeill no later than Friday, January 5, 2018. The service was deployed in December 2017.  Text-to-911 can be the first contact option for individuals who are deaf, deabflind, hard of hearing or those with speech impairments.  Text-to-911 should only be used when a person cant safely make a voice call. Examples: When someone must stay quiet to remain safe. If peer pressure is strong.  Text-to-911 is a discreet way to report domestic violence, home invasions, human trafficking, and suicidal individuals. HOW TO TEXT 911  Enter the numbers 911 in the “To” field.  Text your exact location and type of emergency.  Send the message.  Promptly answer questions and follow instructions. Tips: Use simple words. Do not use abbreviations, emoji’s, pictures or slang (BRB, IDK, THX, 2DAY, BTW). Do not text and drive! Texting 911 with a false report is a crime. If you accidentally send a text to 911, send another text, or call 911 to let dispatcher know that there is no emergency. DID YOU KNOW? Emergency response may be lengthened due to the time it takes for a text to 911 to be typed and sent. Delivery speed is not guaranteed.  Dispatchers prefer calls so they can get cues from background noise and voice inflections.  If you text 911, dispatchers will ask if they can call you.  Location is not as accurate with text as it is with a call. Be sure to text your exact address.  A text or data plan is requires to use Text-to-911.  Texts to 911 will get a bounce back message if you are roaming.  Texts to 911 have a 160 character limit, can get out of order, or may not be received.  There is no language translation service for texts to 911. CALL if you can Text if you CAN’T 2 FRAUD — 1XXX Crown Point Dr 12/01/2017, 1327 HOURS Officer took a credit card fraud report. RP attempted to use his credit card and it was declined. He looked online and found multiple PayPal transactions that were not authorized. His financial institution is reimbursing him for the transactions. RECOVERED PROPERTY — 5XX Callahan Pl 12/01/2017, 1514 HOURS A broken drone was found by a resident and turned into PD. THEFT — 2XXX Alice Ln 12/02/2017, 1318 HOURS Resident received a text that his $400 shoes had been delivered via UPS. When he arrived, the package could not be found. He was able to track down the delivery driver and the driver did verify that it was indeed delivered. STALKING — 1XXX Winston Cir 12/02/2017, 1547 HOURS Officers responded to a residence on a stalking complaint. Officers learned that an assault had taken place in St. Paul to reporting parties grandsons fiancé. The suspect was now being stalked by the suspect of the assault. Safety measures were advised and case is under investigation pending possible charges. DOMESTIC — 1XXX 2nd St 12/03/2017, 1945 HOURS Officers responded to residence on a domestic disturbance. The suspect, who was gone on arrival, was later located and arrested. The suspect refused to provide a statement and was ultimately jailed for domestic assault related charges. THEFT — 1XXX Mendota Heights Rd 12/04/2017, 0717 HOURS Officer responded to location concerning a theft. Sometime over the weekend, two green wagons were stolen from the exterior of a company trailer after the chain securing it was cut. Suspects attempted to cut the lock on the trailer but were unsuccessful and did not gain access to the interior. No suspects or witnesses. CIVIL/ASSIST — 1XXX Dodd Rd 12/04/2017, 1211 HOURS Resident called to report a violation of a court order. The order was out of California and it covers child custody. The reporting party flew to California to pick up his daughter, the mother of the child did not show at the location so the caller flew back with his daughter. POSSESSION OF MARIJUANA — 1XXX Delaware Ave 12/04/2017, 1315 HOURS Officer responded to location on a report of an uncooperative juvenile. Subsequent investigation led to the discovery of a small amount of marijuana and drug paraphernalia in the juveniles possession. This was the juveniles second offense for the same offense in the past several months. Juvenile was issued a citation, evidence secured and the juvenile was released to their guardian. THEFT — 6XX Arcadia Dr 12/04/2017, 1639 HOURS Officer was dispatched to location concerning an after the fact theft of Christmas display. Victim had a light- ed reindeer and sleigh stolen from his yard sometime throughout the daytime. No suspects or witnesses. 3 UNDERAGE TOBACCO SALE — 9XX Sibley Memorial Hwy 12/04/2017, 1802 HOURS While completing annual compliance checks of businesses, a store clerk sold tobacco to a juvenile. A citation was mailed to the clerk for tobacco sale to a minor. TRAFFIC STOP — Hwy 110/35E 12/04/2017, 2009 HOURS While conducting a random license plate query, officer discovered the registered owner had an active warrant and a suspended drivers license. A traffic stop was conducted, owner was verified, warrant was confirmed and driver was transported to Dakota County Jail. SUSPICIOUS PERSON/THEFT FROM MV — 1XXX Cherry Hill 12/05/2017, 0716 HOURS Officer responded to location on suspicious footprints in the snow. While tracing footprints, officer located property belonging to a party who resides near the location who had her vehicle gone through overnight. Under investigation. THEFT FROM MV — 8XX Park Place Dr 12/05/2017, 0834 HOURS Homeowner discovered that someone had entered his unlocked vehicle overnight. Unknown suspects opened the drivers door, entered the vehicle and rummaged through the glove box and center console. The only thing taken from the vehicle was loose change. FOUND PROPERTY/THEFT FROM MV — 1XXX Cherry Hill 12/05/2017, 0858 HOURS Resident called to report a black leather briefcase full of paperwork and work related items were spread all over her yard. The owner of the property was located and lived in the 7XX block of Upper Colonial Dr. The briefcase had been taken from his vehicle overnight. A tablet was stolen from the briefcase but the other contents was still there. THEFT FROM MV — 1XXX Park Cir 12/05/2017, 1125 HOURS Resident called in regard to an after the fact theft from her unlocked vehicle. Sometime overnight, a suspect entered their unlocked vehicle. RECOVERED PROPERTY — 1XXX Victoria Curve 12/05/2017, 1311 HOURS Resident turned in found mail to the PD. Found property report was made and owners were notified. THEFT OF GAS — 9XX Sibley Memorial Hwy 12/05/2017, 1828 HOURS Officer was dispatched to a gas drive off. Vehicle pumped $70.25 of gasoline and drove off without paying. Employee was able to gather a vehicle description and a license plate number. The plate came back and did not match. WARRANT ARREST — Sibley Memorial Hwy/35E 12/05/2017, 2333 HOURS A traffic stop for a blinker violation ended in the discovery of drug paraphernalia and an active warrant. The driver was arrested and transported to Dakota County Jail. TRAFFIC STOP/DRUG PARAPHERNALIA — Sibley Memorial Hwy/35E 12/06/2017, 0037 HOURS A traffic stop for a headlight violation ended in the discovery of drug paraphernalia. Driver was cited. 4 IDENTITY THEFT — 1XXX Sibley Memorial Hwy 12/06/2017, 1120 HOURS Victim came to PD to report identity theft. Multiple credit cards were either opened or attempted to be opened by unknown suspects. MAIL THEFT — 6XX Pond View Dr 12/06/2017, 1135 HOURS Officers returned mail turned into PD which was stolen from a mailbox. MAIL THEFT — 6XX Pond View Dr 12/06/2017, 1141 HOURS Officers returned mail turned into PD which was stolen from a mailbox. MAIL THEFT — 6XX Pond View Dr 12/06/2017, 1219 HOURS Officers returned mail turned into PD which was stolen from a mailbox. MAIL THEFT — 6XX Pond View Dr 12/06/2017, 1237 HOURS Officers returned mail turned into PD which was stolen from a mailbox. THREATS — 6XX 3rd Ave 12/06/2017, 2006 HOURS Officers spoke with the parent of a juvenile that was receiving threatening text messages. Both were students at the high school. Case active. WARRANT ARREST — Hwy 55/Hwy 13 12/07/2017, 1234 HOURS Traffic stop resulting in the driver being revoked and having impounded plates. A misdemeanor warrant for theft was confirmed.
