Guidelines for Safe Snow Removal
Nighttime parking is prohibited on any public street between the hours of 2:00 am and
6:00 am between November 1st and March 31st. Vehicles in violation of this parking
ordinance may be ticketed and/or towed. Parking on the street is also prohibited during
any snowfall of 2 inches or more, until the street is plowed curb to curb.
The reason for these regulations is to provide for more efficient and safer snow removal,
and to help identify abandoned or disabled vehicles.
Objects in the right-of-way (fences, landscaping, etc.) that could hamper or be damaged
by the snow plows should be removed from the boulevard area.
Garbage waiting to be picked up must be placed behind the curb line.

Imagine you are walking down the block on a cold evening, 18 degrees, snow
on the ground and freezing mist dampening your coat and hatless head.
You’re holding the hands of your two small children, whose most recent meal
was at 8 am and you have no boots, no mittens. Tonight, you have no
destination, no warm bed awaiting you, no roof over your head. A string of
unfortunate circumstances and/or decisions has left you literally in the cold.
Where might your hope, your support come, when the world is literally
freezing you out? Food, Shelter, Water & Love are the building blocks to
success. How can we ever expect humans to escape homelessness without
ensuring their basic needs are met?
In Dakota County, this problem is dire, especially during these MN winter
months. Heading Home Dakota reports that this year, up to 1000
individuals and families will experience homelessness. This number has
more than doubled since 2011. Many of the barriers to affordable housing
are things we often take for granted – access to income, safety at home, stable
relationships, and legal actions. Many shelters simply can’t afford to function
anymore and are closing doors or changing their support function.
We at MHPD want to be part of the solution. Our gifts, like time, effort and
financial support are critical. Matrix Housing Services has partnered with
Dakota County and local churches to work towards a solution, but it remains
temporary. Churches in Dakota County take two week circuits to ensure safe
and adequate housing while Matrix coordinates the support and the service.
Help us support this worthy effort. Visit http://www.signupgenius.com/
go/5080a45adae2ca7fc1-inkind to learn more about how you can make a
difference. MHPD is currently working on our volunteer plan for this cause.
Keep an eye out for more information to join us in the fight to end their
plight.
