COMMENT:
INTRODUCTION:
At a 6:00 PM works session on October 30th, the Council will be asked to continue a discussion
of the merits of continued involvement with the City of West St. Paul and ISD 197 regarding a
joint Community Center.
BACKGROUND:
On October 5th, four members of the City Council met with several members of the ISD 197
School Board and staff, and members of the West St. Paul City Council to discuss a possible
partnership on joint facilities.
One of the main reasons for this discussion to have started last January was the need of the
School District for a replacement of the competitive pool at Garlough. That has a budget of $8
million, which is being built into a referendum which will likely be considered by district voters
in May, 2018. The City of WSP also has a need to replace their existing outdoor pool.
That prompted the question as to whether the two main cities of ISD 197 wanted to go together
with the School District on aquatics, similar to the partnership a couple of years ago for the
repairs to the John Hoene ice arena. The question was also asked as to whether there is support
for additional, non-educational components if an expansion was added to the henry Sibley High
School that members of the community could use. Those would be for such things as gyms,
cardio workout and weight training areas, and community meeting rooms.
Other potential joint facilities have been discussed in the ensuring months by members of the
joint facilities meeting group.
The school district will need to decide in November or December how much the referendum
question will be. They would like an indication from each City Council as to whether there is
interest in seeing an expanded Community Center with funding from each of the cities.
We will provide more information on financing options, costs, and design components at the
workshop meeting. The school’s architect will be in attendance to answer design and scope
questions.
ACTION REQUIRED:
Discuss, and indicate whether there is interest in continuing the conversation regarding any joint
venture with the two cities and school district.
