It is important we do not classify the term “predatory offender” as just sexual offenses. There are many other crimes against person acts that require an individual to register as a predatory offender. Predatory Offender Registration is required for certain crimes and for certain civil commitments. The charge must result in a charge and conviction, or in the case of juveniles, petition and adjudicated delinquent status, or in some cases civil commitments. Registration must occur if they enter MN to reside, work or attend school and plan to remain in state 14 days or longer. Crimes requiring registration include felony sexual offense convictions as well as felony and gross misdemeanor convictions of crimes against persons. These may include crimes involving firearms, manslaughter, domestic assault or abuse, drugs, robbery, burglary, kidnapping, malicious treatment of a child, and stalking/ harassment. There are also criminal penalties for not registering or failing to update registration. COMMUNITY NOTIFICATION ACT The Community Notification Act requires assignment of a risk level to offenders before they are released from confinement (M.S. 243.166). Assignment of risk levels is the responsibility of the Minnesota Department of Corrections. The Community Notification Act also requires that community notification of the offender’s release occur in which the offender is to reside. Typically, Level 1 and 2 offender information is released to victims, witnesses and any organizations where these individuals may be found; however, law enforcement may do a public notification. Level 3 offenders require a broad public notification. WHAT IS A RISK LEVEL? Level 1—Least likelihood to re-offend Level 2—Moderate likelihood to re-offend Level 3—High likelihood to re-offend Currently in Mendota Heights, we have seven predatory offenders living in the community, two of which are Level 3 offenders. There are several others who just work in the community. Upon arrival, officers located large plastic bags with what appeared to be paint and drywall supplies. It was unknown who had left the litter. MH Public Works Department picked up the litter to dispose of. PROPERTY DAMAGE ACCIDENT — Delaware Ave/Emerson Ave 10/07/2017, 1645 HOURS Officers responded to the area of Delaware and Emerson Ave on a two vehicle property damage crash. No injuries, citations or tows. MENTAL HEALTH/ASSAULT — 1xxx Northland Dr 10/08/2017, 1232 HOURS Officers were called to location on a suicidal male threatening to jump from a second story balcony. While en route, male did jump then locked himself in his car. Officers tried to calm the male as he was very agitated and erratic suspecting narcotic use. Male resisted commands and was ultimately transported to the hospital on a mental health hold. BURGLARY — 2xxx Dodd Rd 10/09/2017, 0829 HOURS Reporting party discovered the concession stand at the park had been entered. The overhead, roll -up door for the concession window was found partially open. Once inside, the reporting party discovered nearly $200 worth of product was missing. No suspects. PROPERTY DAMAGE ACCIDENT — Dodd Rd/Marie Ave 10/09/2017, 1708 HOURS Officer responded to a three vehicle accident. Witnesses state that a driver was seen speeding, passing without caution and failed to stop for the stop sign. The vehicle struck another vehicle who had the right of way and then suspect vehicle spun and struck another vehicle. Driver at fault was issued a citation. DRUG PARPHERNALIA — Sibley Memorial Hwy/Wachtler Ave 10/09/2017, 1843 HOURS A vehicle was found on the side of the road with its hazard lights on. Officers contacted the driver. Officers could smell suspected marijuana so conducted a search of the vehicle. A small amount of marijuana was found along with drug paraphernalia. A citation for Possession of Drug Paraphernalia was issued. SUSPICIOUS CIRCUMSTANCES — 7xx Hwy 110 10/11/2017, 1558 HOURS Officer responded to location on a possible theft. Employee thought they believed items had been taken but was unable to prove it. Case inactive. THEFT — 1xxx Northland Dr 10/12/2017, 0641 HOURS Officers responded to location on a theft of rims and tires report. An employee interrupted the theft and then suspects fled. Employee was able to gather a suspect and vehicle description. Suspect gone on arrival. MENTAL HEALTH — 2xxx Northland Dr 10/12/2017, 0809 HOURS Officers were called to a business on a suspicion call. The reporting party was concerned about the mental health of an employee that was terminated. RP witnessed some stranger behavior from the man and thought there was potential of him hurting others. Officers attempted to make contact with the individual but he could not be found. 3 SUSPICIOUS PERSON — 1xxx Dodd Rd 10/12/2017, 0908 HOURS Officer responded to location on a suspicious person that was seen walking around the day before. The male was seen walking around the back of he building and then attempted to open the locked rear doors. After he realized they were locked, left in his vehicle. A description was given of the male to keep an eye out for. FRAUD — 9xx Chippewa Ave 10/12/2017, 1333 HOURS Officer took a report for credit card fraud. Unknown suspect charged over $2,000 worth of merchandise on victims debit card. The financial institution is handling the investigation. HARASSMENT — 7xx Navajo Ln 10/12/2017, 1446 HOURS Officer responded to location on a harassment report. Officer met with reporting party who stated that he received a harassing phone call from a past employee. Information was taken and a recording of the voicemail was also taken. DOMESTIC — 6xx Huber Dr 10/12/2017, 1626 HOURS Officers responded to location on a 911 hang up. Officers arrived and could hear a male and female yelling inside the residence. It was determined they were arguing about a cell phone and homework. Both agreed to give each other space. FOUND PROPERTY — 1xxx Delaware Ave 10/12/2017, 1733 HOURS Officer responded to location on a found bicycle report. The bicycle’s VIN was ran and did not come back as stolen. The bicycle was taken for safekeeping. FRAUD — 1xxx Sibley Memorial Hwy 10/12/2017, 1854 HOURS Officers were dispatched to location on a fraud report. The reporting party discovered there had been fraudulent ATM withdrawals on her debit card. Her financial institution is investigating the case further.
