Highway 110 Eastbound Closure
Motorists traveling eastbound on Highway 110 in Mendota Heights, Sunfish Lake, West St.
Paul and Inver Grove Heights will encounter a closure and a detour between I35E and I494.
Motorists wishing to travel eastbound on Highway 110 should follow the signed detour using I
-35E, I-494, Highway 3 and westbound Highway 110 in order to bypass the closure. The
north and south movements will remain open at the intersections of Highway 149/Dodd
Road, Delaware Avenue and Highway 110. Motorists traveling westbound on Highway 110
will use their usual lanes.
Note: Nearby residences and businesses may experience some noise during construction work. The
contractor will be working 24 hours per day at least 6 days a week. This work may include, but is not
limited to: removals, excavation/grading, installation/removal of shoring, and installation of a box cul-
vert under Highway 110. The overnight construction is expected to continue through mid-September.
Work on Highway 110 between Highways 13/55 and I-494 is expected to run though fall 2017. For more

a paid-on-call department serving the communities of Lilydale, Mendota,
Mendota Heights and Sunfish Lake.

For many families this means children are home alone, with their siblings or with other children.
Minnesota law does not provide a specific age a child must be before he or she may be left
home alone or under the care of another child although there are general laws that require
adequate and appropriate supervision of children.
Dakota County Child Protection has adopted guidelines to define those situations when it will
investigate or assess a report of children who may be inadequately supervised.
Lack of supervision
The decision to investigate or assess a report of unsupervised children will be made in light of
the following considerations:
The maturity level of the children.
The accessibility of the parent, guardian, caretaker or responsible adult by phone or in
person.
The physical or mental health condition of the children.
The behavioral history of the children.
Whether a young child is using a stove, iron or appliance which poses a danger because
of their age.
Whether the parents have discussed an escape plan or held a fire drill with the children.
Whether the residence has a smoke detector.
Whether there are unusual hazards in the home.
The children's reaction to being left alone.
The ages of the children being cared for.
Whether the child has completed a babysitting clinic.
The reliability of the person that the parent has chosen to
provide supervision.
When reports will be investigated
Considering the factors above, the following reports will be investigated or assessed:
Reports of children age 7 and younger left alone for any period of time.
Reports of children ages 8–10 who are alone for more than 3 hours.
Reports of children ages 11–13 who are left alone for more than 12 hours.
Reports of children ages 14–15 who are left alone for more than 24 hours.
Children ages 16–17 may be left alone for more than 24 hours with a plan in place
concerning how to respond to an emergency.
Babysitter guidelines
Dakota County accepts the following guidelines for older children providing supervision to
younger children:
Children under age 11 should not provide child care.
Children ages 11–15 who are placed in a child care role are subject to the same time
restrictions of being left alone as listed above.
Children ages 16 – 17 may be placed in a child care role for more than 24 hours with

FOUND PROPERTY — Caren Road 06/09/2017, 1030 HOURS
Comp located a TCF bank card and two "Goto lite" transit cards at the intersection of Caren and James
Road. Unable to locate owner of property. Logged into evidence as found property.
WARRANT ARREST — 11XX Walsh Lane 06/09/2017, 1316 HOURS
License plate check of vehicle parked in the 1100 block of Walsh Lane showed the registered owner of the
vehicle had a warrant for his arrest. The driver taken into custody without incident and transported to the
Dakota County Jail.
DRUGS — 1XXX Sibley Memorial Hwy 06/10/2017, 0826 HOURS
Suspicious male found walking around with his suitcase asking to buy water near Lucky 13's. Male appeared
to be under the influence of narcotics. Identified male who was found to have warrant out of WI D.O.C.
Male had possible methamphetamine and a glass pipe in his belongings. Also admitted to being with the
female protected party of an active DANCO. Male arrested and charged with multiple counts. Transported
to Dakota County Jail to be held on WI DOC warrant.
DAR — 2XXX Hwy 13 06/10/2017, 1910 HOURS
A license plate query near the 2100 block of Mendota Heights showed a registered vehicle owner that had
a revoked license. A traffic stop was conducted. The driver had a long history of failing to appear or pay
fines. An arrest was subsequently made.
PD ACCIDENT — 6XX North Freeway Road 06/10/2017, 1935 HOURS
Officer responded to the report of a stolen vehicle in the 600 block of North Freeway Road. After arriving
and investigating, the vehicle was located in the neighbors backyard. The vehicle had apparently popped
out of park and rolled down the driveway, across the street, and through the neighbors yard before hitting
a tree and stopping. There was moderate damage to the vehicle and moderate damage to the landscaping
of the home.
FOUND PROPERTY — 1XXX Victoria Curve 06/12/2017, 1053 HOURS
Responded to the MHPD lobby concerning a found wallet turned into staff. Owner was contacted through a
family member. He advised he would pick up his wallet. It appears the wallet contains all contents. No
further.
DRUGS — 7XX Hwy 110 06/12/2017, 1300 HOURS
Squads dispatched to business in the 700 block of Hwy 110 on suspicion. Driver was smoking marijuana.
Further investigation showed more narcotics in the glove box and a stolen checkbook. Passenger also had a
warrant for her arrest. Cleared by arrest.
FRAUD — 7XX Sylvandale Court 06/12/2017, 2000 HOURS
Resident phoned in a report that someone attempted to open a couple of credit cards using personal
information. No loss was incurred by the resident. No suspects and case is inactive.

FIGHT— 2XXX Hwy 13 06/12/2017, 2325 HOURS
Officers responded to the 21XX block of Hwy 13 for a fight in progress that involved someone with a
hammer. Officers arrived and observed several people in the parking lot. Conflicting statements were given
by all parties. A hammer was collected and pictures were taken. Officer follow-up needed. Case pending.
DAMAGE TO PROPERTY — 1XXX Northland Drive 06/12/2017, 2030 HOURS
Responded to the 1300 block of Northland Drive concerning a damage to vehicle report. Victim had his
unlocked rental vehicle entered sometime throughout the evening/morning hours. The glove box area was
forced open and damaged. Nothing was taken from the vehicle. No suspects.
THEFT — 1XXX Northland Drive 06/12/2017, 2200 HOURS
Responded to the 1300 block of Northland Dr concerning a theft from vehicle that occurred overnight
sometime. Victim had her locked vehicle entered and the suspect/s stole two GPS units from the glove box.
No damage to vehicle locks or doors. Unknown how entry was made, no suspects.
THEFT — 2XXX Bedford Court 06/13/2017, 0848 HOURS
Victim reported that the individual who prepared his taxes from 2009-2013 routed his tax returns to an
unauthorized personal account. Victim was advised by the individual who prepared the taxes that he was
not getting a tax return each year he prepared the taxes. Victim provided paperwork from the IRS that
show which account the funds were routed to. Case Status: Forward to Investigations.
BURGLARY — 8XX Sibley Memorial Hwy 06/13/2017, 0758 HOURS
Dispatched to 8** block of Sibley Memorial Highway on an after the fact Burglary. Suspects pried a large
hole in the roof to gain access into the humidor. Large amount of cigars stolen and extensive damage done
to inventory. Investigator responded. No surveillance due to power outage. No suspects at this time.
Investigation ongoing.
PD ACCIDENT — Mendota Road W 06/14/2017, 1207 HOURS
Responded to a one vehicle crash near Delaware Avenue and Mendota Road. The driver of the northbound
vehicle stated she had become distracted, drove off the roadway and hit a sign. No injuries. Driver provided
a business card and case number with instructions. County public works contacted for sign. See state
accident report for more details.
DUI — 15XX Commerce Drive 06/14/2017, 1252 HOURS
Called to 15xx Commerce Drive on a drunken female trying to leave in her vehicle. Fellow employees were
blocking the vehicle from leaving. Upon arrival, an open bottle of Vodka was located under her seat.
Female suspect failed S.F.S.T.s and was arrested. Provided breath sample and was transported to Dakota
County Jail.
THEFT — 2XXX Apache Street 6/14/2017, 1417 HOURS
Spoke to the reporting party from 2200 Block of Apache Street who reported his son's bike stolen from
their residence sometime within the last two days. The reporting party explained this was the second bike
to be stolen from their residence in as many weeks and just wanted the PD to be aware of the thefts incase
the bike was found.

THEFT — 7XX Hwy 110 6/14/2017, 1451 HOURS
Officers responded to a business in the 700 block of Hwy 110 for a report of a theft in progress. A
description of the female suspect was provided, but suspect was gone on officer arrival. A large amount of
merchandise was taken by the suspect from the store. Follow-up pending final store inventory and security
video.
THEFT— Crown Point Drive 06/14/2017, 1849 HOURS
Conducted a traffic stop on a vehicle at Crown Point and Highway 110 for a semaphore violation. Vehicle
had no plates, but had what appeared to be a 21 day temp in the back window. Driver produced a
Minnesota picture ID card and advised me that his DL was revoked. Driver provided the license plate for
the vehicle and said that he took it off because when cops run his plates, they see he's revoked and he gets
stopped more often. 21 day temp was actually an application for a driver's license with fictitious
information written on it. Driver had what appeared to be stolen property from a local business in the front
seat of his vehicle. Driver had many fail to appear or pay fines in his driving history. Driver was placed under
custodial arrest with the belief that he would not respond to citations.
THEFT — 9XX Hwy 13 06/15/2017, 0900 HOURS
Officer met reporting party in the lobby of the police department to take a theft report. The complainant
reported two bags of money had been stolen from his locked vehicle sometime that morning, but he was
not sure if it occurred in Lilydale or West St. Paul. No suspects at this time.
PD ACCIDENT HIT & RUN — 7XX Hwy 110 06/15/2017, 2131 HOURS
Responded to a property damage hit and run in the 700 block of Highway 110. Witness information led to
the suspect vehicle. The intoxicated suspect was cited for leaving the scene of a property damage crash.
