I Mayor's Message 1
Earlier this month your City Council held its annual goal set-
ting session. It is an opportunity for the Council to look at
issues that will be coming up over the next year and identify
tasks we would like to accomplish. We do not take votes at
these meetings and they are open to the public. We typically
discuss larger development concepts that we may be facing in
the long-term future. For example, we have long speculated
that as Town Center continues its development process we may
see possible redevelopment activity at the existing Mendota
Plaza. In fact we have now started to see some very early con-
cepts being suggested for Mendota Plaza and the workshop
provided an opportunity for Councilmembers to share their
thoughts on how any changes could best serve the City and be
consistent with Mendota Heights' vision.
Other issues we discussed include the City's 50th anniver-
sary in 2006, budget implications flowing from the 2005
Minnesota legislative activities, the planning case review
process and topics related to staff and commis-
Jons. All of us agreed after the meeting that it
was an excellent forum to exchange ideas and
share thoughts on a variety of issues. -

Bike Rodeo
As a part of our celebration, a Bike
Rodeo will be put on by our Police
Department Bike Patrol from 10 a.m. - 1 p.m. This
event is for younger riders that would like to have
their bike inspected and then ride on a short bike
safety course. Please remember to bring your
own bike and helmet - you will receive an extra
drawing ticket for a new bike that we will be giv-
ing away at 1 p.m. We will also learn about bike
safety on our trail system. This is a great activity to
promote safe biking in our community.

National Night Out o
National Night Out 2005 is sched-
uled for Tuesday, August 2, 2005.
The Police Department will be hosting the event at
Mendakota Park. National Night Out is part of a
national campaign designed to:
*Heighten crime and drug prevention awareness
*Generate support for and participation in local anti-
crime programs
*Strengthen neighborhood spirit and police community
partnerships
*Send a message to criminals, letting them know that
neighborhoods are organized and fighting back.
Mendota Heights Police Officers will display a squad
car and several other pieces of law enforcement equip-
ment used to assist officers in fighting crime throughout
the city. Citizens who attend will also be able to visit
with one of the City's bike patrol officers, and view one
of the city's patrol bikes and discuss bike safety with
the officer. The Police Department's child safety seat
expert will be available for questions and will take
reservations for a full child seat installation inspection.
Crime prevention materials will be available and offi-
cers will be on hand to answer questions pertaining to
personal safety, as well as home safety and security.
Children can participate in "Operation Kid Print" which
is a free program where children are fingerprinted and
photographed. These materials are then provided to
the parents to retain for police investigators in the
event their child becomes lost or missing.
The Mendota Heights Fire Department will be on
hand to give tours of their trucks, and will also be avail-
able to answer questions about fire prevention and
other services provided by their department.
HealthEast paramedics will also have one of their
advanced life support ambulances on display which
are used to serve the citizens of our community for
emergency medical response.
This year, we are also planning some exciting family
entertainment. Make sure you mark this night on your
calendar and plan to join us at this year's National
Night Out 2005.
Relay For Life: Teams Forming
The American Cancer Society Relay For Life 2005
invites everyone to participate in the 7th annual local
Relay, a unique celebration of life in honor and in mem-
ory of those whose lives have been touched by cancer.
Where: St. Thomas Academy, 949 Mendota Hts. Rd.
When: July 15 - 16, 2005 from 7 pm - 7 am
Why: The money raised helps support American
Cancer Society programs in research, education, advo-
cacy, and service - locally, statewide, and nationally.

2005 Street Projects
In April the City Council ordered the preparation of plans
and specifications for the 2005 street reconstruction and
rehabilitation project. The project includes reconstruction of
Ivy Falls Avenue, Sunset Lane, and Dodge Lane and the
rehabilitation of Ivy Hill Drive, Maple Park Drive and
Ridgewood Court. Proposed improvements include the addi-
tion of storm sewer, concrete curb and gutter, and new bitu-
minous surfacing. Plans are scheduled to be completed in
June. Construction is anticipated to begin in early July and
will be substantially completed by mid-September.
The streets in the Friendly Hills and Rogers Lake neighbor-
hoods will be receiving maintenance this year. The cracks in
the streets will be sealed in April. The streets in the Friendly
Hills area will then be seal coated in
June and in the Rogers Lake area in
2006. This process consists of
spreading a thin layer of tar -like
asphalt on the existing pavement and
placing granite chips over the top.
WHEP Volunteers Needed
The City of Mendota Heights invites you to participate in
the 2005 monitoring season of the Wetland Health Evaluation
Program (WHEP). Participants in the program will learn plant
and insect identification while working with a community
based team to study the ecological health of area wetlands.
Volunteers work under the direction of a team leader and
receive training in field methods, insect collection and identifi-
cation and plant survey techniques. All equipment is provid-
ed and you do not need a science background or previous
monitoring experience to participate.
The goal of WHEP is for volunteers to gather data on wet-
land health that can be used in future wetland management
decisions. The Mendota Heights WHEP team monitors three
wetlands in the summer months and the average time com-
mitment for volunteers in the program is about 40-50 hours
from May through July.

Community Service Project Idea
City wetlands need your help! If you are interested in a
project for youths active in Scouts, 4H, church, school, or
perhaps even a neighborhood group, this simple project
designed to help protect our wetlands could be what you are
searching for. The City of Mendota Heights provides educa-
tion, training, and necessary materials to stencil storm drains
in our community. Storm drain markers that inform residents
that the drain leads to a lake are attached to the concrete
curb next to the storm drains. The marker lets people know
that dumping waste or other debris into storm drains has a
direct negative impact on Mendota Heights wetlands and
wildlife habitat. Please contact the Engineering Department at
651-452-1850 for additional information about this program.

Recreational Fire Rules
You may now have a recreational fire without obtaining a
permit from the City of Mendota Heights. You must still
comply with the following regulations:
* Hours - Fires shall be extinguished within three hours after
start, but not later than 11:00 P.M.
* Fuels - Clean and dry wood only (no refuse, grass,
leaves, logs over 3" in diameter, paper, garbage, or other
combustibles).
* Size - Size shall not be more than three (3) feet in diame-
ter, nor shall the flames reach a height in
excess of three (3) feet. I
* Location - No fire shall be within twenty'
(20) feet of any building or structure.
* Winds - No fire shall be started or main-
tained in dry conditions or winds over 15 MPH.
* Extinguishment - A means of extinguishment must be in
the immediate area of the fire.
* Attendance - Recreational fires must be constantly attend-
ed by a competent person until the fire has been completely
extinguished.
* Prohibit - The Fire Chief or his representative have the
authority to prohibit, suspend, or further restrict all fires
should wind, atmospheric, drought, state, local circumstance
or conditions warrant or dictate such action.
* Violation - Violation of any of these regulations is a misde-
meanor and may result in a citation being issued.
If you have any questions regarding these regulations, call
the Fire Marshal at 651-452-1850.
Help Prevent Wildfires
We are now in the grass fire season and things are pretty
dry. Your help is greatly appreciated in helping us to prevent
the spread of wild land fires that could endanger homes and
other property.
1. Be familiar with the rules for recreational fires in
Mendota Heights, which are listed in the article above.
2. Outdoor burning greater than the size of a recreational
fire REQUIRES a permit. Please contact Fire Marshal Paul
Kaiser at 452-1850 if you desire to do so. (Note: permits for
this type of activity are very greatly scrutinized and difficult
to obtain).
3. If you are a smoker, or allow smoking in your vehicle,
remember - Cigarette butts go in ash trays not out the win-
dow. This is the leading cause of grass fires! You CAN be
charged for littering as well as held accountable and
required to pay for ALL expenses incurred in controlling the
fire and damage caused.

The City of Mendota Heights is accepting donations to
install park benches in city parks or along city trails. The
,minimum donation is $750 or more depending on the bench.

Clean Your Detectors and Know
Your Alarm Code
We are now in daylight savings time and it is time to
check your smoke detectors. It is also time to clean
them (the vacuum cleaner works well to remove dust).
If your smoke detectors are hooked into your security
system, know your code and the phone number to the
security company. Please remember to call them and
put your system on test while you are cleaning. This
helps prevent seeing us at your door. Due to the high
number of false alarms, Mendota Heights City
Ordinance requires the alarm company to attempt to
call all residential properties BEFORE dispatching the
fire department. If the alarm company cannot reach
someone in the first 90 seconds, they will dispatch the
department. If we determine the alarm is false, it will
be charged against your property. You are entitled to 2
free responses a year and then you are charged $150
per response. The alarm company will NOT accept
you as the property owner if you do not provide your
Identification Code. Please make sure you and all of
your family members know the code to prevent an
unnecessary response by the department.
In Memory of Bill Lerbs
Sadly, retired firefighter Bill Lerbs passed away on
Saturday, April 9, 2005. Bill Lerbs was a member of
our fire department for 27 years (1967-1994) and
served in every leadership position including Training,
Captain (5 years) Assistant Chief (6 years) and Interim
Fire Chief.
While Bill served in leadership positions in the
department, he enjoyed sharing his time and knowl-
edge. Bill took every rookie under his wing and
showed them the ins and outs of pumping. Bill took
great pride in working with the new firefighters and
when a student finished working with him there was no
doubt you would not only know how to pump but also
how the pump operated.
Bill's love for the Fire Department spilled over to his
family. His wife Geri served on the Fire Auxiliary for 25
years. His sons Jamie and John went on to become
firefighters, Jamie with Mendota Heights and John in
Inver Grove Heights. Bill also has another son, Jay
and two daughters, Jodi and Jenny.
Bill will be truly be missed by all!

Golf Programs
REGISTRATIONS FOR ALL GOLF PROGRAMS ARE ACCEPTED ONLY AT THE CITY OF
MENDOTA HEIGHTS OFFICES (1101 VICTORIA CURVE). Registration closes for all leagues,
lessons & camps one week prior to start date. Please sign groups of friends up together if you
would like to try and get the same tee times. You may request a tee time, but it is not guaran-
teed. We will do our best to accommodate your request. (All golf programs INCLUDE a $10.00
registration fee that is non-refundable).
Junior Golf League: For boys and girls ages 8-16 yrs. Jr. golfers are expected to acknowl-
edge golf course rules. This league is looking for volunteers to share chaperone duties (2 per each day of play).
Volunteers will play for free on their volunteer day. Monday mornings (June 11 -Aug. 29): Tee times start at 9:30 a.m.
Wednesday afternoons (June 12 —Aug. 31): Tee times start at 1 pm Fee: $96.00 (must pre -pay for all 11 weeks).
Parent/Child Sunday Afternoon League: The Parent/Child Sunday Afternoon League is a great way for families to
spend time together & an even better way to improve you golf game. Two parent child pairs are allowed each tee time.
Sunday Afternoons (June 12 -August 28 & no play on July 3rd): Tee Times start at 4 p.m. Fee: $191.50 (one fee for
both players. Must pre -pay for all 11 weeks).
Golf Lessons: Three 1 -hour lessons covering golf course etiquette, golf club grip, stance, swing and correct putting
techniques. There will be one teaching professional to every 8 golfers, giving personalized on -course instruction. You
will receive 2 free rounds of golf. (Beneficial for the beginning golfer.) Fee: $65.00. Thursday evening classes offered:

Tennis Information
Our summer tennis program will move to Visitation Courts at Mendota and
Dodd Road. (Henry Sibley courts will be under repair this summer.) We will
be offering tennis lessons and teams taught and coached by Tim Garvey a cer-
tified developmental coach/instructor with USPTA. We will also have high
school/college assistants working with Tim. Please call the Tennis Hotline at
651-255-1174 if weather is questionable up to'/z hour before your lesson. Rain
outs will not be made up - instead we have added extra time on Friday, July 29
with a picnic, in-house tournament, games and prizes. ENROLLMENT IS LIM-
ITED SO PLEASE REGISTER EARLY!!!!! Classes are filling quickly!
"Little Tennis" for youth ages 4-7 years old. T-shirt included (45 minute
lesson once a week). This program will introduce tennis to your child in a fun
and safe environment. Mini nets & other teaching aids will be used to gear this
program to your child's age level. Register early, this fills quickly. (Instructor
requires a parent/chaperone to stay with child during lesson, you may coordi-
nate with another parent to help with your child if you're not able to stay.)
Dates: Thursdays, June 16 - July 28 (no lesson July 7).
Times: Littles II - 9:30 -10:15 a.m., Littles III - 10:30 - 11:15 a.m. Cost: $40.
No rainout/makeup dates. We may add more sessions if these classes fill up.
Beginner Tennis Lessons for Youth Ages 8-14 years old. We will be using
a USTA "games approach" to get kids together to have fun and learn how to
play tennis. They will learn sportsmanship, general etiquette, develop strokes,
apply strategies and tactics for both singles and doubles in a supervised, safe
environment. Tennis t -shirt and tennis balls are included. Participants will
need tennis shoes and a tennis racquet. Dates: Monday, Tuesday and
Wednesdays from June 13 to July 27 (18 hours total +
fun day) no play July 4, 5, & 6. Times: Session 1- 8:30
- 9:25 a.m. forages 8- 10 years Session II -9:30- 10:25
a.m. for ages 11 - 14 years. Cost: $75. ** Friday, July
29 - In house tournament, picnic fun/games and awards

Advanced Beginner/Intermediate Lessons for Youth
ages 8 - 14 years old. This program is full. We are cre-
ating a wait list, so please sign up as we hope to add
another class if we have enough interest.
FETY CAMP
"This experience will last your child a lifetime!" Don't miss out on this
camp! Children entering the 3rd and 4th grades in the fall of 2005 can sign
up now for Safety Camp 2005. Children will learn how to reduce the risk of
accidents and increase safety of their everyday lives, while at the same time
will have fun and meet new and interesting people. Instructors of the camp
are volunteers from local police & fire departments, utility companies, para-
medics as well as other professionals whose jobs deal with personal and
public safety. Campers will receive a camp t -shirt.
Topics will include stranger safety, weather safety, drug awareness, animal
safety, home safety and first aid topics. At the conclusion of the camp on
Thursday, campers are invited to return that evening with their families for a
family picnic with hot-dogs, ice cream and beverages. Camp is sponsored
by the VFW Gallagher Hanson Post 295 of South St. Paul.
AGES: Kids entering the 3rd & 4th grades in fall of 2005.
DATES: August 16th, 17th, & 18th
LOCATION: Kaposia Park (Located at Wilde & Butler Ave., SSP)

You may be part of this new program
if you are in advanced lessons or took
lessons last year and want to take your
game to the next level without playing
on the traveling team. You will need to
qualify for this program and be evaluat-
ed your first day. If Coach Garvey feels
you are not ready for this program your
money will be refunded. COST: If you
sign up for both the 10:30 advanced
lessons and in house league play, you
will get a reduced rate of $135.00. If
you are just signing up for in house
league, the fee is $75.00. DATES:

Traveling Tennis Team
For youth ages 12 - 14 years old (or
approval of instructor). There will be
two travel teams: one competitive
flight and one recreational flight. You
will play others at your level. Coach
Garvey will approve you to play on the
first day. If he feels you are not ready
for this program your fee will be
refunded. USTA Teams will be formed
according to age. You will travel to
locations outside our City and some
games will be at our home courts at
Visitation. When traveling to other
sites, ending times may vary. Fee will
include team t -shirt and USTA team
fee. Most weeks you will practice or
play on Monday, Tuesday, and
Wednesdays afternoons with an
opportunity to qualify for USTA
Sectional Championships. Team
members will need a racquet, tennis
shoes and shorts. Parents will be
needed to help drive team to playing
sites. Please let instructor know if you
can help drive, instructor is not allowed
to drive players.

Parks & Rec Registration Info
Deadlines. Most activities have limited enroll-
ment, registration deadlines, and fill quickly.
Please register as soon as possible. Registrations
will NOT be taken over the phone.
Non-resident Fee. Non-residents are welcome
to participate in our programs; however, residents
will receive priority registration. There is a $5.00
non-resident fee per participant per activity if you
live outside Mendota Heights. Exception: youth
trip participants will not be charged a non-resident
fee. Please include the non-resident fee with reg-
ular registration costs when enrolling.
Refund Policy. A $2 service fee will be charged
for individual cancellations made prior to the start
of a program or its registration deadline date, if
enrollment allows, with the exception of being on
a participant waiting list. No refunds will be given
after registration deadlines or the start of an activ-
ity. Registration fees for programs canceled by
the City will be fully refunded.
Confirmation. There will be no further confir-
mation after registration. It is your responsibility
to be present on the date and time your program
begins. You will receive notification if a program
is filled, canceled, or changed.
Participants With Disabilities. Participants
with disabilities who are in need of any special
assistance or auxiliary aids should notify City
Staff at the time of registration to ensure that any
need can be met to fully participate and enjoy a
program or service.

would like to get involved in your community, Parks & Rec is looking for vol-
unteers or area businesses to sponsor or volunteer to help with annual
events including the Parks Celebration, Fishing Derby, and National Night
Out.

Family Park Performances
Mendota Heights Parks & Recreation is sponsoring a series of "FREE" Performances In The Park! Bring a blanket or
lawn chair. Children must be accompanied by an adult throughout the entire performance. All performances will be held
under the pavilion.
Sat., June 4. (during the Parks Celebration) 10:15 -11:00 a.m. at Mendakota Park. "The Teddy Bear Band" inspires
movement, imagination and fun for children, families and your bear. This upbeat musical show is targeted to a young
audience, with opportunities for adults to join the fun. (BYOTB - Bring Your Own Teddy Bear!)
Sat., June 4. (during the Parks Celebration) 12:15 -12:45 p.m. at Mendakota Park. "The Alphabits". This musical
duo is back again playing your favorite kid's songs. Kids sing, dance, laugh & shout. Parents can join in the fun too!
Weds., June 15. 6:30 p.m. Performing on the Front Steps at Henry Sibley High School. "The Splatter Sisters"
This sister act will entertain young and old as they provide pure fun for everyone. Kids can dance and sing along to
their favorite songs. Don't miss this show, a Twin Cities favorite! This show is in conjunction with the Early Learning
Advisory Council of ISD 197 "TRUCKS AND TRAVEL" which is held in the school parking lot.
Weds., July 6. 6:30 p.m. at Mendakota Park Pavilion. "Imagination Station". The Imagination Station will be mak-
ing a special evening appearance at Mendakota Park. Story, songs and dancing will entertain families with young chil-
dren. If you have been unable to make it to our weekly afternoon Imagination Station shows, don't miss this opportunity.
*Please note: Because of the July 4th holiday, Monday's show will be performed on this night.
Weds., July 13. 7:30 p.m. at Rogers Lake Pavilion. "Kevin Hall Magic". Kevin will entertain all ages with magic,
juggling, and comedy. This event will coincide with the Fishing Derby that will start at 6 p.m. at Rogers Lake. You don't
have to be part of the Fishing Derby to come and enjoy the performance!
Tues., August 2. 6:30 p.m. at Mendakota Park Pavilion. "Woody". Woody is one of our favorites and he's back
again to perform and entertain at the National Night Out event. Come enjoy the comedy, magic and fun for all ages.
Meet your neighbors and take part in all of the activities that are being planning for this night (see page 2 for more info).
Weds., August 24. 6:30 p.m. at Mendakota Park Pavilion. "The Paul Heffron Music" provided by MH Parks & Rec.
Free root beer floats provided by Thompson Park Activity Center. This quartette performs a variety of old time hits and
some modern music with a "Big Band" sound which will bring back many musical memories. *If it rains, the concert will
be held at The Village Commons of Mendota Heights in the Community Room (720 Liden St. - Hwy 100 & Dodd Rd).
Imagination Station
The Imagination Station traveling variety show will be making appearances at both Marie and Friendly Hills Parks this
summer. This group provides creative, quality performances free of charge. The shows will include choreographed
performances, puppet shows, songs and dances.
Performances will last approximately thirty minutes and are designed to entertain families with young children.
Performances will not be held if it is raining. Feel free to bring lawn chairs and/or blankets to sit on.
