Mayor's Message
On April 5th I had the honor of
making a presentation to a sympo-
sium at the University of
Minnesota's College of Design. The
topic of the symposium was Sacred
Sites/Sacred Sights: Architecture,
Ethics and Spiritual Geographies. A
focal point of the symposium was a
review of the preserving of Pilot
Knob, also known as Oheyawahi or "the hill much visit-
ed". I told the story from Mendota Heights' point of view
on how a proposed high density residential development
moved into an environmental review process and ulti-
mately our leading a partnership of governmental units in
the preservation of this culturally and historically impor-
tant land. Included in my presentation were acknowledge-
ments regarding the involvement of the late Bob Brown of
the Mendota Mdewakanton Dakota Community and Gail
Lewellan of Pilot Knob Preservation Association. I also
shared with the attendees the restoration efforts the city
is leading that will be going on over the next few years.
In attendance were folks involved with preservation
activities both locally and in distant locales such as Nova
Scotia, Miami and San Francisco. I wish all of our resi-
dents and anyone who was involved in the Pilot Knob
effort could have experienced the very sincere and mov-
ing tributes our community received at the symposium. If
you get a chance to visit the site this summer, or as you
look up at it while crossing the Mendota Bridge, I hope
you can all feel a part of the overwhelming gratitude I
received at the symposium.

City Council Changes Meeting Time
At their April 15th meeting the City Council discussed
the possibility of changing their meeting start time from
7:30 to 7:00 p.m. An informal poll was conducted of
other
jurisdiction's meeting times, and it was found that a 7:00
p.m. starting time was the most common. Very few
jurisdictions begin their meetings at 7:30 p.m. The City
Council hopes that moving Mendota Height's start time
up by 30 minutes, will benefit staff and citizens.
Effective July 1st, 2008 the Mendota Heights City
Council meetings will begin at 7:00 P.M. on the 1st and
3rd Tuesdays of the month.

Improvement Projects
The following construction projects will be taking place
this summer:
Street reconstruction (including addition of storm sewer and
concrete curb and gutter): 1st, 2nd, 3rd, and 4th Avenues,
Clement Street, Vandall Street, Laura Street, Kay Avenue,
Walsh Lane and Callahan Place.
Street rehabilitation (including curb repair and a new layer of
bituminous pavement):
Bachelor Avenue, Deer Trail Court, Deer Trail Point, Evergreen
Knoll, Gryc Court, Lansford Lane, Pamela Lane, Round Hill
Road, Stanwich Lane, Sutton Lane, Trail Road and Wachtler
Avenue from Evergreen Knoll to Wentworth Avenue
Crack sealing and sealcoating: Mendakota Drive, Mendakota
Court, Hazel Court, Havenview Court, Apache Lane, Apache

Volunteers Needed for Wetland
Health Evaluation Program
Dakota County is seeking volunteers to participate in the
Wetland Health Evaluation Program (WHEP). Volunteers work
on a community-based team to
study the biological health of wet -
/j lands. A science background or
previous monitoring experience is
not required. All training and
r equipment is provided.
The goal of the Wetland Health
Evaluation Program is for volun-
teers to gather data on macroin-
vertebrates and plants living in wetlands. Partnering cities use
the collected data to determine the health of our water
resources and to assist with natural resource management.
Volunteers receive training in field methods, insect collection
and identification, and plant survey techniques. Teams work
under the direction of a team leader. Each city WHEP team
takes samples from four to five wetlands between June and
August. Volunteers commit between 10 and 30 hours, includ-
ing training, field work, and analysis.

Evaluation Program is an excellent educational opportunity for
anyone who wants to learn more about the ecology of wet-
lands or anyone involved in wetland studies.
Erosion and Sediment
In Your Yard
Are you planning a land -disturbing project this
spring? Maybe you've decided to build a house addi-
tion, a pool, or a retaining wall. In addition to a building
permit, a conditional use permit or grading permit may
be required depending on the amount of soil disturbed
in the process.
Land -disturbing activities
can impact our natural envi-
ronment. Sediments have a

strong bond with phospho-
rous and other pollutants, `
and this disturbed sediment
can easily move off site and
into storm sewers. But it
doesn't stop there! The sed-
iment continues on to our
lakes, ponds, wetlands and rivers. Whether or not a
permit is needed, residents are required by City
Ordinance to contain sediment to the project area.
Examples of perimeter sediment control devices are silt
fence, straw waddles, and biologs. When work is
stopped for more than seven days, unstable sediment
needs erosion control blankets or seed and mulch.
Without properly functioning erosion and sediment
controls:
• sediment -filled storm water can cause physical and
biological harm to our natural habitats,
• polluted runoff can cause excessive growth of
seeds and algae in adjacent water bodies,
• a reduction in recreational activities such as
swimming and fishing may occur, and
• cleanup and maintenance costs increase.

How Do I Prepare My Cans and
Bottles for Recycling?
Recycling cans and bottles is
important for our environment
and economy. For example,
recycling aluminum reduces
water consumption by 95 percent
and air pollutants by 95 percent.
Recycling also generates $64
million in Minnesota tax revenue
every year!
But do you know how to prepare containers for recycling
collection? As recycling programs have changed over the
years, many Twin Cities residents may not be aware of
how to prepare cans and bottles for curbside collection.
Following is a guide for curbside recycling:
Put these bottles and cans in the recycling bin:
• Glass food and beverage bottles and jars
• Metal food and beverage cans
• Plastic bottles and jugs, including:
* Water, soda, and juice bottles
* Milk and juice jugs
* Ketchup and salad dressing bottles
* Dishwashing bottles and detergent jugs
* Shampoo, soap, and other bottles from the
bathroom
• Don't forget your paper recyclables!
Here are some how-to tips:
• Remove caps and lids and put them in the trash
• Give the containers a quick rinse
• Labels are okay
• Flatten cans and bottles to save space and
reduce the number of trips needed to take the materials
to the recycling center. This helps save energy!

Composting in Dakota County
Yard waste and kitchen scraps make up almost 1/6 of
our trash. Much of that could be composted and turned
into a nutrient -rich mixture that can be added to your yard
and garden.
Compost improves soil quality and reduces the need for
fertilizers and water.
It is illegal in Minnesota, to place yard (grass, leaves,
small brush, and plant materials) and tree waste in with
your household garbage.

The City of Mendota Heights Spring Clean -Up was held on
Saturday, May 3, 2008 at Mendota Plaza. Once again we had a
great turnout, as citizens took advantage of this opportunity to dis-
pose of electronics, furniture, tires and other miscellaneous trash!

Recreational Fires
As spring approaches, the desire for a recreational fire
also increases. The Fire Department welcomes all to have
a good time but asks that you comply with the following
rules:
1. Fires must be extinguished within 3 hours after they are
started, but not later than 11 PM.
2. Use clean and dry wood only (no refuse, grass, leaves,
logs over 3 inches in diameter, paper, garbage or other
combustibles.)
3. The size of the fire cannot be more than 3 feet in diame-
ter and flames must not reach a height in excess of 3 feet.
4. No fire shall be within 20 feet of any building or struc-
ture
5. A means of extinguishment must be
in the immediate area of the fire.
6. No fire shall be started or main-
tained in dry conditions or winds over
15 MPH
7. Recreational fires must be constant-
ly attended by a competent person until
the fire has been completely extinguished.
8. The Fire Chief or his representative is authorized to pro-
hibit, suspend, or further restrict all fires should atmospher-
ic, drought, wind, state or local circumstance or conditions
warrant or dictate such action. Violation of any of these reg-
ulations may result in the issuance of a citation.

Park Bench Donation Program
The City of Mendota Heights is accepting donations to
install park benches in city parks or along y
city trails. The minimum donation required
for bench installation is $750. The I
required donation may be higher depend-
ing on the bench design. The benches
can be personalized with a plaque com-
memorating a loved one or friend. The
design, location, and plaque message must be reviewed by
the Parks Commission and approved by the City Council

Registrations for all golf programs held at Mendota Par 3 are
accepted only at the City of Mendota Heights Offices (1101
Victoria Curve). When you register you may choose your tee -
time or we will assign you one. Registration closes for all
leagues, lessons and camps one week prior to start date.

from 8 a.m. - 11 a.m. for morning sessions or from Noon —
3 p.m. for afternoon sessions.

show which will be making appearances at both Marie and
Friendly Hills Parks this summer. This group will provide
creative, quality performances free of charge. The shows
will include: choreographed performances, puppet shows,

minutes and are designed to entertain families with young

The trips listed offer the perfect opportunities for kids with their friends, classmates and siblings to participate in FUN
well -chaperoned activities. Trips are for students ages 6 or older unless specified. The trips are co-sponsored with WSP
and SSP Parks and Rec. All trips include chaperones, transportation & activity fee. Bus departs/returns from MH City
Hall parking lot at time listed. Please register by mail or in person at City Hall -1101 Victoria Curve, MH, 55118. Space
is limited and will fill fast. Mark your calendars now and plan ahead. Registration will close the Monday prior to trips.

THURSDAY, JUNE 26 — "Star Wars" - MN Science Museum & Omni Theater
Star Wars - Where Science Meets Imagination. Come see the models, props and costumes from all six films on display
with real-world technologies in one hands-on, interactive exhibit. Next we will view the current Omni Showing (TBD) and
then we are off to explore the museum after lunch. Bring your own lunch & beverage. Participants may bring extra
money for concessions.

THURSDAY, JULY 10 - EDINA AQUATIC CENTER - Come join us for a day of pool fun. Choose from the twisting
body or inner tube flume; glide over the water on a high -flying cable ride; plunge from a three meter diving board; splash
and play in a zero -depth children's pool or slide from a magical tree house. Trip includes supervision, admission, and
transportation. Bring a bag lunch (which we will eat at the park before we enter the pool), swimsuit, towel, sunscreen,
change of clothes, and extra money for concessions.

prizes outside of the pool in the morning. We will provide a picnic lunch followed by swimming from noon to 3 pm. We
will also provide an afternoon snack during one of the pool breaks. We will provide chaperones up until 3pm so
please pick up your child by this time. Remember your towel, change of clothes, sunscreen and extra money if you

AT VISITATION HIGH SCHOOL - TENNIS COURTS
Join your FRIENDS, join the FUN, get and stay FIT. 'Play AND learn' via a proven national
program, 'Quick Start' tennis. Our tennis programs are 'Games Based'. In 2008, we will institute
'Quick Start' which was rolled out in Nov. '07 by the major, national tennis organizations, USTA,
USPTA and PTR. For the sixth consecutive year, our Director, Tim Garvey, a local area USPTA
Certified Tennis Teaching Professional will run our program. Tim Garvey is an active, certified
member, instructor/coach, speaker & author on teaching, playing, learning & enjoying the game
of tennis.
Program Schedule: (6) Weeks - Starting June 9, All classes M, T, W, (except Littles Tennis
see below).
No Classes June 30 to July 4, Holiday Break. T -Shirt included in all programs!

Safety Camp
Don't miss out on this camp - it's our 17th Year!
Children will learn how to reduce the risk of accidents and
increase safety of their everyday lives. Instructors of the
camp are volunteers from local police & fire departments,
utility companies, paramedics as well as other professionals
whose jobs deal with personal and public safety. Each
camper will receive a camp T-shirt.
Topics such as stranger safety, weather safety, drug
awareness, animal safety, home safety and first aid are just
some of the areas that will be addressed. At the conclusion
of the camp on Thursday, campers can return that evening
with their families for a family picnic with hotdogs, chips and
beverages. The camp is sponsored by the VFW Gallagher
Hanson Post 295 of South St. Paul and MH, SSP & WSP
Parks & Recreation Departments.

Protect Your Valuables
While At Our Parks
With the return of nice weather we are again experiencing
large numbers of visitors in our city parks as well as on the
Big Rivers Trail. This increase in park population also
increases the opportunities for thieves to break into vehi-
cles. Thieves prey on parks and recreational areas
because visitors often leave purses and wallets behind in
their vehicles. In most cases thieves will look in vehicles
and when they see something they want they break out a
window and grab the valuables.
When visiting our parks: NEVER leave valuables in
your vehicle. NEVER place wallets, purses, briefcases or
bags in glove boxes, under seats or in the trunk. Bring
your valuables with you or leave them in a secure place at
home. When going to a park or ball game bring only the
items you will need for your outing. For example: your dri-
ver's license, a credit card and a small amount of cash.
Keep these items with you at all times! The best way to
insure you will not become a victim of a theft from your auto
is to leave NOTHING of value in your car.
Remember, if you do become a victim of theft - the
inconvenience does not end with a broken window, some
missing credit cards and cash. Many victims will also
become victims of credit card fraud, check forgeries and
even identity theft. Help reduce these crimes by reporting
any suspicious activity immediately to the Mendota Heights
Police department by dialing 911. Relay the license plate
number and descriptions of any suspicious persons to the
Police dispatcher. Help our Police Department reduce
thefts from auto and related crimes by taking the opportuni-
ty away from the thief!

Severe Weather Awareness
The City of Mendota Heights owns and operates 5
Outdoor Warning Sirens that are placed strategically
around the City. The Sirens can be
activated by the National Weather
Service (NWS) or City Officials. In
2007 the Sirens were activated 8 times
for severe weather. For the last year
the NWS has activated the sirens only
for the northern tier of Dakota County in
the event of a severe storm, a big change from the time
when a storm in Northfield would cause the Mendota
Heights sirens to sound. The Outdoor Warning Devices in
Mendota Heights are designed to alert people who are
outdoors (on golf courses, lakes, playgrounds, parks, ball
field, etc.) and need to be warned of dangerous situations.
If you hear a siren you should go to a TV or radio and lis-
ten for an update as to why the sirens are sounding. The
National Weather Service classified three types of storm
warnings.
Those storm warnings were:
1.) Severe Thunderstorm Warning (winds 58+ MPH).
2.) Very Severe Thunderstorm Warning (winds 75+ MPH).
3.) Tornado Warning (a tornado has been sighted).
Activation occurs from the NWS at the Severe Thunder
Storm level and local activation is situational dependent.
Sirens are tested the first Wednesday of each month at
1:00 P.M.
