Issue 81 - Heights Highlights Winter 2009PAGE 1 JANUARY, 2009 ISSUE 81 Mayor's Message 2008 was likely the most difficult year of our lifetimes for preserving monetary assets. Stock values plummeted, hedge funds tanked, and we all became over exposed to the financial world lexicon of ` m derivatives, asset backed commercial paper, and credit default swaps. While you fretted about your declining personal portfolio, if you even had one, you may wonder how Mendota Heights' financial assets performed. You will be pleased to learn the city's cash assets are conservatively and safely invested. The largest class of investments is FDIC insured certificates of deposit with lesser amounts in US - Government backed agency bonds, a US Government Securities Fund and money market funds. Our practice has been to accept somewhat lower rates of return in exchange for a premium on the preservation of capital. Recent history has double underscored the wisdom of that approach. Our finance department recently undertook a review of all of our investments and reconfirmed their security and liquidity, but given the rapidly changing environment this process will be ongoing. We will review our investment decisions during 2009, but I am confident the City Council will continue to maintain a pru- dent investment strategy. Let's face it, it is not our money, it's yours; and we want to be sure it is there for the reasons intended. I- Mayor John Huber Mendota Heights Seeks Applicants For Parks & Recreation Commission An opening exists on the Mendota Heights Parks and Recreation Commission. The Mayor and City Council are accept- ing applications from members of the public who would like to be considered for this opening. The Commission is a voluntary, seven member citizen advi- sory board that has three - year overlapping terms. Members must be of voting age and reside within Mendota Heights. The Commission advises the City Council on matters per- taining to Park use and meets at City Hall the sec- ond Tuesday evening of each month at 6:30 p.m. Interested citizens are encouraged to apply by submitting a let- ter of interest to City Administrator, Jim Danielson, 1101 Victoria Curve, Mendota Heights, MN 55118. Application letters will be accepted through Friday, February 20th. A number of road projects are being planned along with other Public Works projects and area developments. Road reconstruction will take place for Hunter Lane, Orchard Place, and the portion of Culligan Lane that currently does not have curb & gutter. Reconstruction will consist of removal & replacement of the road bed, placement of new asphalt pavement, installation of curb and gutter with storm sewer, and minor utility work where necessary. In conjunction with the reconstruction project, the City will also be rehabilitat- ing the road surface of the portion of Culligan Lane that cur- rently has curb & gutter, Veronica Lane, Orchard Circle, and GlenHill Road. This work is commonly referred to as a mill & overlay project. The pavement surface will be removed and replaced with a new smooth asphalt driving surface. Other rehabilitation projects for 2009 include Bluff Circle, Farmdale Road, Park Circle, Boardwalk, Park Place Drive, Cherry Hill Road (west of Wachtler), Summit Lane, and Victoria Court. The City has been working with the Minnesota Department of Transportation on improving the signalized intersection at Highway 55 and Mendota Heights Road. It is anticipated that this improvement will be constructed in 2009. In addition, the City has been discussing improvements to Mendota Heights Road from Lake Drive to Dodd Road to help improve school hour traffic congestion at The Visitation School and Saint Thomas Academy. Non -Road projects for 2009 include a potential rehabilitation of the City water tower located on Lexington Avenue north of Mendota Heights Road and a Stream Bank Stabilization proj- ect for Marie Creek. Construction schedules are not completed yet, but the City anticipates all work to be completed by November of 2009. Affected residents will be notified of project progress, time- lines, and any public meetings associated with these projects. Public Works Department Hours of Operation The Mendota Heights Public Works Department is responsi- ble for the maintenance of all city streets, sewer system, storm sewers and city - owned equipment. The department consists • of three divisions: Streets, Parks and Sewer • Utility. They are responsible for mainte- nance programs and providing services to the community. These services include street maintenance, snow plowing, park maintenance, and cleaning sanitary sewer lines. If you have a concern regarding the City's streets, parks or sewer system, please contact Public Works at 651-454-4059. Office hours for the Public Works Garage are 7:00 a.m. to 3:30 p.m. Monday through Friday. If you have a problem with your sanitary sewer line after these hours you can report an emergency to Dakota Communication Center at 651-322-2323 and they will contact one of the City's Public Works employees. When do I need a building permit? The best way to find out if you need a permit is to call Code Enforcement at (651) 452-1850. City staff is available to serve the public by providing information about safety and understanding of your local building codes. Be sure to disci your plans with an inspector before you begin construction tt, determine whether you need a permit. If a permit is (or is not) needed, the inspector will answer your construction questions and provide valuable advice. Permits are usually required for the following: • New buildings • Additions (bedrooms, bath rooms, family rooms, etc.) • Residential work (decks, porch- es, garages, fences, fireplaces, pools, etc.) • Renovations (garage conver- sions, basement finishing, kitchen expansions, new siding, re -roofing, demolition, etc.) • Electrical systems • Plumbing systems (water heaters and fire sprinklers) • HVAC systems (heating, ventilating, and air-conditioning) Official Newspaper Designated Every January, by state law, the City Council must designate a local publication to serve as the city's legal newspaper for the coming year. At its January 6, 2009 meeting, the City Council named the South-West Review to serve as the city's Official Newspaper for 2009. All hearing notices, legal notices, and newly adopted ordi- nances will be published in the legal section of the South-West Review during the coming year. Press releases on issues of interest to the community residents may also be published in the WSP/MH Sun Current. The Review is published on Sunday and the Sun Current is published on Wednesday. Valentine Tree If you want to get that special person in your life a Valentine's gift that will last for years, how about a tree! For $75.00, Friends of the Parks and Trails will see that a tree is planted in your special Mendota Heights park. Park staff will plant the tree. A valentine will be sent to your special person receiving the gift, and next spring that person will receive a map showing the location of the tree. Send a check to the Friends of the Parks and Trails, 1621 Beechwood Avenue, St. Paul, MN 55116 with the name and address of the person you wish to receive the card, specify what park area you would prefer that the tree be planted, and how you wish the card to be signed. PAGE 3 HEIGHTS HIGHLITES JANUARY, 2009 The Other Silent Killer Carbon Monoxide is often referred to as the silent killer. It 'gas become a problem in recent years and Minnesota State 1 Law now requires carbon monoxide detectors to be installed near the sleeping areas of your home. O Carbon monoxide is an odorless, tasteless, colorless gas that is deadly. It is a by product of a fuel burning process. Many appliances such as furnaces, kitchen stoves, hot water heaters, automobiles, etc. can produce carbon monoxide. When a faulty or unusual condition exists, carbon monoxide may be vented into areas where people are present. Carbon monoxide detectors are the only way to know that the gas exists as symptoms of carbon monoxide poisoning may be difficult to diagnose. So what should you do? You should purchase a high quality Carbon Monoxide detector with a digital display read out. DO NOT purchase the less expensive one without the digital display. The digital readout is the only way you can tell if it may be a false alarm or more importantly what level of carbon monoxide you are dealing with. Install the unit near your bedrooms. This is the area that you are most likely to need to be alerted. DO NOT install it in the mechanical room or near the garage. There is some mount of Carbon Monoxide that is normal when your heat- ing systems start up. It is not enough to harm you but could cause unnecessary false alarms. What should I do if my alarm sounds? Carbon Monoxide affects individuals differently depending on the size, age and medical history of the occupants. Therefore, families with young children or members with medical conditions, or aged individuals should take extra pre- cautions in the event that Carbon Monoxide is detected. Symptoms of carbon monoxide poisoning are similar to the flu. They include headache, nausea, fatigue and dizziness. Removal of Snow and Ice From Sidewalks The City of Mendota Heights City Code Section 8-1-2 states the following: Accumulations Prohibited; Nuisance Declared: All snow, ice, dirt and rubbish remaining on a public sidewalk more than twenty four (24) hours after its deposit thereon is hereby determined to be a public nuisance. The owner and the occupant of any prop- -ty adjacent to a public .idewalk shall use due dili- gence to keep such a walk safe for pedestrians. No such owner or occupant shall allow snow, ice, dirt or rubbish to remain on the walk longer than twenty four (24) hours after its deposit thereon. If your alarm sounds and you, or other occupants of the home are sick, call 9-1-1 immediately. If you are in a position to see the reading on your detector, provide this information to the 9-1-1 operator also. If no one is sick, look at the reading on your detector. If it reads: 9 PPM or less: this is considered normal by the US Environmental Protection Agency. Check your carbon monox- ide detector per the manufacturer's recommendations. Call the manufacturer for additional information (number may be on back of unit). Replace or reset detector as directed by the manufacturer's specifications. More than 9 PPM but less than 99 PPM: The detector has detected potentially dangerous levels of carbon monoxide. We recommend that you call your heating contractor immedi- ately and that you do not occupy the building. We feel that it is unsafe to re -occupy this building until repairs are made and your detector is replaced or reset according to manufac- turers specifications. 35 PPM: Maximum allowable concentration for continuous exposure in any 8 hour period according to OSHA. 100 PPM or greater: The detector has detected potentially lethal levels of carbon monoxide. Leave your building imme- diately. It is not safe until repairs are made or the source is found and corrected. Have your sources of carbon monoxide examined and if necessary repaired by a qualified repair technician. Replace or reset your detector according to man- ufacturer's specifications. How do I prevent carbon monoxide build-up? * Have appliances serviced regularly by a qualified technician. * Make sure chimneys and furnace vents are clear. * Check dryer vents and fresh air intakes for blockage monthly (snow, leaves, nests, etc.). * If using a fireplace, open a window slightly when burning. -river bluffs village partnership of community residents and DARTS River Bluffs Village: An independent -living choice aimed at convenience... peace of mind ... and fun! PAGE 4 HEIGHTS HIGHLITES JANUARY, 2009 Mendota Heights Police Warnings - Citations - Impounds The City of Mendota Heights regulates and enforces parking year round. Two years ago the ordinance was changed to reg ulate overnight parking during the potential snow season. Parking is prohibited on any City street between the hours of 2:00 a.m. and 6:00 a.m. from November 1st to March 31st. To alert and remind residents in advance of this ban, Officers distributed hundreds of warning flyers to residents and on vehicles parked on the street in our City. The ordinance is now again in effect and violators are likely to be cited. The City of Mendota Heights strives to provide the highest level of service for the lowest possible cost for it citizens. The Winter Parking Ordinance assists plow drivers to clear streets to full width quickly and it increases the ability of your Police Officers to spot something unusual or out of the ordinary as they drive through our neighborhoods. Parking overview: • From November 1st to March 31st, no vehicles may park on the street between 2:00 a.m. and 6:00 a.m. • Violators most likely will be cited. • When it snows more than two inches, Mendota Heights will issue a Snow Emergency and vehicles need to be off the street until your street is plowed full -width (does not matter if it is day or night). • Violators will most likely be cited and towed. • April 1st — October 31st, you may park as many cars as you like on the street as long as they move once every 24 hours. • Violators will generally be cited. Here are some other helpful answers to frequent calls regarding parking: • Homeowners can legally park up to four cars in the driveway (you can not park on your lawn). The cars must be in running condition, licensed and insured. • You can legally park non -running, non -licensed and non-insured cars in your garage. • While it is not very nice to block a mailbox, it is not illegal. • Leaving construction supplies or dumpsters in the street fall under the same regulations as vehicles. Rethink Recycling — Formerly the Green Guardian Did you know that the Twin Cities has a Solid Waste Coordinating Board? Check it out for the latest news Zone and information on how your household can reduce the amount of trash you send to the landfill. The following infor- mation is taken from their website. Electronics, TVs and Computers Electronic waste, or e -waste, is any waste that has a circuit board or a cathode ray tube (CRT). This includes products such as: • Televisions • Computers: central processing units (CPUs), monitors, laptops • Computer keyboards, speakers, printers, and other peripherals • VCRs and DVD players • Fax machines • Other audio, video and telecommunication equipment (such as stereos, VCRs and cell phones) Electronic products containing a cathode ray tube (such as TVs and computer monitors) may not be placed in the garbage (Minnesota State Statute 115A.9565). The solution Recycle your electronics. The Digital Transition On February 17, 2009, all full -power broadcast television stations are required to stop broadcasting in analog and con- tinue broadcasting in digital only. This is known as the digital television (DTV) transition. If you have a new television with a digital tuner or subscribe to a pay service such as cable or satellite, you can already receive digital broadcasts. However, if you watch television using "rabbit ears" or a rooftop antenna, you must take one of the following actions to receive digital broadcasts: • Connect your television to a digital -to -analog converter box. • Subscribe to a pay television service such as cable or satellite. • Buy a digital television (a television with a built-in digital tuner). qaw!
