RESOLUTION No. 132 -
VILLAGE OF MENDOTA HEIGHTS
At a regular meeting of the Village Council of the Village of
Mendota Heights held at the Village Hall on February 20, 1968,
Ai,e notice having been given the following resolution was
moved, seconded and unanimously adopted:
WHEREAS, a petition has been filed with the Pollution
Control Agency of the State of Minnesota, on behalf
of the City of Bloomington, Village of Burnsville,
and Township of Eagan for a permit to construct a
sewage treatment plant and discharge an effluent to
the Minnesota River and further asking that a variance
from.Section (c) (2) of the classifications and stand-
ards for the Minnesota River from the outlet of Reilly
Creek and Grass Lake below Shakopee to the junction
with the Mississippi River at Fort Snelling, regulation
WPC 6 be granted for a minimum period of 30 years,
It is hereby
RESOLVED, that the Council of the Village of Mendota
Heights opposes the issuance of a permit to construct
a sewage treatiaent plant for the discharge of effluent`
to the Minnesota River and opposes the granting of var-
i,ances from the classifications and standards for the
Minnesota River as requested by petitioners for the
following reasons:
1. That the -newly established Metropolitan Council to
be given an opportunity to study the petition, in depth,
as it relates to the establishment of a Metropolitan
sewer district encompassing the Twin City area, includ-
ing the communities petitioning for this permit; that
the Metropolitan Council was established by the 1967
.Legislature for the purpose of resolving intra -Metro-
politan problems such as.this petition presents and should
be utilized to study and report its findings;
2. That every effort should be made to avoid the dis-
charge of effluent up river of the Twin City Metropolitan
area, in order to preserve the waterways for recreational
and conservation purposes. The Village of `Mendota
Heights believes that it.has Jcne its part in attempting
to preserve the natural beauty and benefits of these
riverways by electing to eo'nstruct its master sanitary
sewer system.to connect with the Seventh Street --St. Paul
interceptor, by means of a syphon under the Mississippi
River; the Village of,Merilota Heights elected to tie into
the St. Paul sewage system rather than.to construct its

own effluent discharge plan on the Mississippi River
and, an alternative which would have been considerably
less expensive.
For the foregoing reasons the Council of the Village of Mendota
Heights opposes the petition for the construction of•the sewage
treatment plant, and opposes the granting of variances to
Section (c) (2) of the classifications and standards and re-
spectfully requests this agency to deny the applications, or,
in the alternative, order that the matter be referred to the
Metropolitan Council for study and report.
