RESOLUTION NO. 146
RESOLUTION OPPOSING THE PETITION OF THE
VILLAGE OF MINNETONKA FOR A MODIFICATION
OF THE VARIANCE ORDER ISSUED BY THE
MINNESOTA WATER POLLUTION CONTROL COMMISSION
DATED MAY 26, 1966„
WHEREAS, a petition has been filed with the Pollution Control Agency
of the State of Minnesota, on behalf of the Village of Minnetonka
for a modification -of the variance order issued by the Water Pollution
Control Commission dated May 26, 1966 which permitted construction of
a sewage treatment-'plaht on the Minnesota River and discharge of a
treated effluent thereto, and •f•
WHEREAS, the application asks that the existing limitations of 25,000
connected population equivalent as specified in the above order be
modified to 75,000 population equivalent.
IT IS HEREBY
hRESOLVED,_that the Council of the Village of Mendota Heights opposes
the modification of the variance order, as requested by petitioner,
for the following reason:
1) That the newly established Metropolitan Council be given an
opportunity to -study the petition, in depth, as it relates to the
establishment of.a Metropolitan sewer district encompassing the
Twin City area, including the community petitioning for this permit;
that the Metropolitan Council was established by the 1967 Legislature
for'the=purpose of resolving intra -Metropolitan problems such as
this petition presents and should be utilized to study and report
its findings.
2) That every effort should be made to avoid the discharge of effluent
up -river of the Twin City Metropolitan area, in order to preserve the
waterways for recreational and conservation purposes. The Village of
Mendota Heights believes that it has done its part in attempting to
preserve the natural beauty and benefits of these riverways by electing
to construct its master sanitary sewer system to connect with the
Seventh Street -Saint Paul interceptor, by means of a syphon under the
Mississippi River; the Village of Mendota Heights elected to tie into the
Saint Paul sewage system rather than to construct its own effluent dis-
charge plan on the Mississippi River and, an alternative which would have.
been considerably less expensive.
Adopted by the Village Council of the Village of Mendota Heights this
day of April, 1968.
