RESOLUTION ORDERING FURLONG AVENUE
STREET IMPROVEMENTS AND PREPARATION OF
PLANS AND SPECIFICATIONS THEREFORE
WHEREAS, a public hearing was held on the 16th day of April, 1968, at
8:00 o'clock P.M. at the Village Hall of the Village of Mendota Heights,
Minnesota, pursuant to resolution adopted by the Village Council -of the
Village of Mendota Heights on March 5, 1968, on the question of -the pro-
posed construction of the following described improvements:
The construction of street improvements consisting of
the grading, stabilization, drainage and gravel surfacing
of Furlong Avenue.
WHEREAS, due publication of the notice of public hearing on said proposed
construction has been attended to; and
. WHEREAS,. mailed notice of•.said hearing has been mailed more than 10'.*
days before the date of said hearing to the owners of each parcel situated
within the area proposed to be assessed, all in accordance with the
applicable'Minnesota Statutes; and
WHEREAS, the Village Engineer reported that the proposed improvements
and construction thereof were feasible and desirable and further
reported on the proposed costs of said improvements and construction
thereof; and
WHEREAS, the Village Council then proceeded to hear all persons inter-
ested in said improvements and all persons were afforded an opportunity
to present their views and.objections to the making of said improvements;
NOW„WHEREFORE, IT IS HEREBY RESOLVED by the,Village Council of the;
Village of Mendota Heights, Minnesota, as follows:
1) That it is advisable, feasible, expedient and necessary that
the Village of Mendota Heights construct the following described
improvements:
The construction of street improvements consisting
of the grading, stabilization,•drainage and gravel
surfacing of Furlong Avenue.
and it is hereby ordered that said improvements be made.
2) That the Village Engineer be and is hereby instructed
to proceed with the preparation of the necessary plans and
specifications for said improvements.
Adopted by the Village Council this 16th day of April, 1968.

RESOLUTION
VILLAGE OF MENDOTA HEIGHTS
At a regular meeting of the Village Council of the Village of Mendota Heights
held at the Village Hall on April 2, 1968, due notice having been given, the
following resolution was moved, seconded and unanimously adopted:
WHEREAS, a petition has been filed with the Pollution Control Agency
o? the State of Minnesota, on behalf of the Village of Minnetonka
for a modification of the variance order issued by the Water Pollution
Control Commission dated May 26, 1966 which permitted construction of
a sewage treatment plant on the Minnesota River and discharge of 'a
treated effluent thereto and
WHEREAS, the application asks that the existing limitations of 25,000
connected population equivilant as specified in the above order be
modified to 75,000 population equivilant,
It is hereby
RESOLVED, that the Council of the Village of Mendota Heights opposes
the modification of the variance order, as requested by petitioner,
for the following reason:
1. That the newly established Metropolitan Council be given an
opportunity to study the petition, in depth, as it relates to the
establishment of a Metropolitan sewer district encompassing the
Twin City area, including the community petitioning for this permit;
that the Metropolitan Council was established by the 1967 Legislat-
ure for the purpose of resolving intra, -Metropolitan problems such as
this petition presents and should be utilized to study and report
its findings.
2. That every effort should be made to avoid the discharge of efflu-
ent up river of the Twin City Metropolitan area, in order to preserve
the waterways for recreational and conservation purposes. The
Village of Mendota Heights believes that it has done its part in at-
tempting to preserve the natural beauty and benefits of these river -
ways by electing to construct its master sanitary sewer system to
connect with the Seventh Street--St.,Paul interceptor, by means of a
syphon under the Mississippi River;•the Village of Mendota Heights
elected to tie into�the St. Paul sewage'system rather th;,n to con-
struct its own effluent discharge plan on the Mississippi.•River'and�
an alternative which would have been considerably less expensive.
For the foregoing reasons the Council of the Village of Mendota Heights op-
poses the petition for modification of the variance order, and respectfully
requests this agency to deny the application, or, in the alternative, order
