RESOLUTION N0. 73-41
RESOLUTION APPROVING FINAL PLANS AND
SPECIFICATIONS FOR PARK IMPROVEMENTS
AND CALLING FOR BIDS
WHEREAS, Mr. Lee Starr and Mr. Larry Ritenauer of the firm of Beckman,
Yoder and Seay, Inc., the Village park consultants, have submitted the
proposed final plans and specif ications for Village park improvements
scheduled for 1973 construction, and
WHEREAS, the Village Council has heretofore determined that it is
advisable, feasible, expedient and necessary that the Village construct
said improvements and is heretofore directed that the Village park
consultants proceed with the preparation of plans and specifications
therefor, and
WHEREAS, the Village Council has reviewed such final plans and specifi-
cations.
NOW THEREFORE, IT I5 HEREBY RESOLVED by the Village Council of the
Village of Mendota Heights,Minnesota, as £ollows:
1) That the final plans and specifications for said park
improvements be and they are hereby in all respects
approved.
2) That the Village Clerk with the aid and assistance of
the Village park consultants be and is hereby authorized
and directed to advertise for bids for said park improvements
all in accordance with the applicable Minnesota statutes such
bids to be received at the Village Hall at the Village of
Mendota Heights by 2:00 P.M. on June 18, 1973, at which
time they will be publicly opened in the Village Council
Chambers of the Village Ha].1 by at least one of the members
of the Village Council and the Village park consultants,
will then tabulated and wi11 then be considered by the
Village Council at its next regular Council meeting.
Adopted by the Village Council of the Village of Mendota Heights this
15th day of May, 1973.

J. R. RITCHAY, being duly sworn, on oath says he is and during all times here stated
has been the vice president and printer of the newspaper known as The West St. Paul Sun
and has iull knowledge of the facts herein stated as follows: (1) Said newspaper is printed in
the English language in newspaper format and in column and sheet form equivalent in printed
space to at least 900 square inches. (2) Said newspaper is a weekly and is distributed at least
�nce each week. (3) Said newspaper has 50% of its news columns devoted to news of local
interest to the community which it purports to serve and does not wholly duplicate any other
publication and is not made up entirel,y of patents, piate matter and advertisements. (4) Said
newspaper is circulated in and near the municipality which it purports to serve, has at least
500 copies regularly delivered to pa.ying subscribers, has an average of at least 75% of its total
circulation currently paid or no more than three months in arrears and has entry as second-
class matter in its local post-office. (5) Said newspaper purports to serve the City of West
St. Paul and Villages of Mendota and Meqdota Heights in Dakota Count,y and it has its known
office of issue in the Village of Inver Grove Heights in said county, established and open during
its regular business hours ior the gathering of news, sale of advertisements and sale of sub-
scriptions and maintained by the managing officer or persons in its employ and subject to his
direction and control during all such regular business hours and devoted exclusively during
such regular business hours to the business of the newspaper and business related thereto.
(6) Said newspaper files a copy of each issue immediately with the State Historical Society.
(7) Said newspaper has complied with all foregoing conditions for at least two years preceding
the day or dates of publication mentioned below. (8) Said newspaper has filed with the
Secretary of State of Minnesota prior to January 1, 1966 and each January 1 thereafter an
affidavit in the form prescribed by the Secretary of State and signed by the publisher of said
newspaper and sworn to before a notary public stating that the newspaper is a legal newspaper.
