Res 74 - 05 Objection to County Actions on Distribution of Road & Bridge Funds� VILLAGE OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESO.TA RESOLUTION NO. �4-05 RESOLUTION IN OBJECTION TO COUNTY ACTIONS ON DISTRIBUTION OF ROAD AND BRIDGE FUNDS WI�REAS, legislation enacted in 1959 authorized the Dakota County Board to distribute a portion of the road and bridge levy to Dako,ta County villages and cities; and WHEREAS, this distribution practice has followed a given formula over the years, allowing the municipal officials to anticipate their annual share with some degree of accuracy; and WHEREAS, the Omnibus Tax Bill has put a very real limi.t on the amount of tax levy collectible by the municipalities, as well as the County; and WHEREAS, during the year 1973 all Dakota County municipalities were operating under the understanding that an established and known amount was to be forthcoming from County Road and Bridge Funds; and WHEREAS, verbal confirmation of anticipated amounts was previously given by county officials; and WHEREAS, in fact, the County Board of Commissioners authorized distribution of 1973 Road and Bridge Funds at the December 18th meeting, such individual allocations being considerably less than either anticipated or budgeted by the various municipalities; and Wf�REAS, such action and reduced allocations were adopted without regard to impact on local governmental operations or without notice to , municipal officials; and WF�REAS, the Board of County Commissioners was requested via Mendota Heights Resolution Number 496, dated June 6, 1972, to continue the existing road and bridge revenue sharing practice without change until the Omnibus Tax Bill limitations are changed; NOW THEREFORE IT IS HEREBY RESOLVED BY the Village Council of the ;� , Village of Mendota Heights that the Village officials hereby express displeasure and disappointment over the unannounced actions of the (�—:' County Board of Commissioners; BE IT FURTHER RESOLVED that the County Board of Commissioners and County officials be requested to exhibit a more cooperative 0 Resolution No. -2- attitude in working with the other local units of government; and BE IT FURTHER RESOLVED that any action taken in the future to adjust or change the distribution practice be done in a timely and cooperative manner with all local officials.
