Res 74 - 17 Urging Adoption of Legislation to Regulate Gas & Electric Utility RatesCITY OF MENDOTA HEIGHTS Dakota County, Minnesota RESOLUTION N0. 74-17 RESOLUTION URGING ADOPTION OF LEGISLATION TO REGULATE GAS AND ELECTRIC UTILITY RATES , r'^ ' � WHEREAS, the subject of gas and electric utility regulation has been a matter of debate in the legislature for a number of years; and WHEREAS, only several of the over 700 municipalities in the state have the power or fiscal resources to conduct utility rate hearings, which has lead to unfair and discriminatory rates between,adjacent municipalities; and WHEREAS, these monopolistic utility operations are regulated in some forty-eight states; and WHEREAS, efforts to form a metropolitan rate authority have failed; and WHEREAS, the recent rate increase announced by Northern States Power Company is of an unusually large magnitude without the benefit of any public analysis; NOW THEREFORE IT IS�HEREBY RESOLVED by the City Council of the City 'of Mendota Heights that the City Council strongly urges the legislature to adopt legislation to include gas and electric utility rate regulation on a state wide basis; and IT IS FURTHER RESOLVED that such legislation should include that the rate base be premised on "original cost depreciated"; and IT IS FURTHER RESOLVED that copies of this resolution be sent to Representative Raymond Kempe and Senator Howard Knutson and members of the appropriate legislative committees.
