RESOLUTION REQUESTING MODIFICATION OF SELECTION
CRITERIA FOR FEDERAL AID TO URBAN PROJECTS •
� Wi�REAS, some equitable selection.process for Federal Aid�to Urban
Projects, (FAU) taking into consideration metropolitan area needs and � t�
the ability to finance transportation.facilities, must be ensured; and
WHEREAS, a reconstruction of the FAU criteri:a would permit more
just use of the aid funds in the numerous municipalities, counties, .
'metropolitan transit commission and the Minnesota Highway Department;
and � - . , ' . . .
."� WHEREAS, many cbmmunities may receive no funding under the present �
criteria, even though their transportation problems grow and their '
ability to iund needed projects diminish; -
, NOW THEREFORE IT IS HEREBY RESOLVED by the City Council�of the City'
of Mendota Heights that the�_criteria for FAU projects should reflect the
following modifications: '
. ' l. Funds should be allocated based on need, "
'� ' geographic location, population, and trip - �
� � generation of urban and suburban municipalities;
. 2. Projects should be selected on the basis of benefits '
accrued from the expenditure, and that benefits °�
' • should be evaluated in terms of criteria which would .
' include safety, efficiency, aesthetics, implementation
.� of community and metropolitan plans; .•
,`� � 3. Criteria should be set up to ensure that a certain. �'
�: ' __ percentage of funding will be available for � i
� various�categories of projects, such as TOPICS type
, projects, regional and municipal thoroughfares, -
� � etc. - ' . .
