RESOLUTION NO. 74-100
RESOLUTION ESTABLISHING 120 DAY MORATORIUM
ON BUILDING AiQD DEVELOPMENT IN THE AREA
�� BOUNDED BY STATE TRUNK HIGHWAY NO. 55, STATE
�,,: TRUNK HIGHWAY N0. 110, RESURRECTION CEMETERY
AND MENDOTA HEIGHTS ROAD
WHEREAS, the Southwesterly portion of Mendota Heights bounded by State
Trunk Highway No. 55, State Trunk Highway No. 110, Resurrection Cemetery
and Mendota Heights Road is undergoing a radical land use change
because of:
a. The acquisition by the Metropolitan Airport Commission
of 53 homes situated on approximately 73 acres for
air transportation privileges;
b. The planned improvement and realignment of State Trunk
Highway�No. 13 and State Trunk Highway No. 55;
c. The planned highway improvements involving State Trunk
Highway 110, State Trunk Highway 55 and State Trunk
Highway 13 between Acacia Cemetery and Resurrection
Cemetery;
and
WHEREAS, existing dwellings situated in said area will become more
isolated and in a location more difficult to provide the normal govern-
mental services such as education, police protection, fire protection,
recreational amenities and the many other services expected by the
citizenry; and
WtiEREAS, the total impact of air transportation and land transportation
facilities in said area is disrupting past land development trends in
said area; and
WHEREAS, the City Council deems such planned improvements to be dis-
ruptive of past planning policies and worthy of future development
plans; and

WHEREAS, any unplanned development within said area would add to the
problems presently existing in such area and would tend to cause addi-
tional human suffering;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of
Mendota Heights that the City Council hereby declares a moratorium on
any future development within the area hereinabove described for a period
of 120 days from the date hereof; and
BE IT FURTHER RESOLVED that the City Building Inspector shall refuse to
issue building permits within said area during said period; and

BE IT FURTHER RESOLVED that the Planning Commission and City Council
shall forthwith pursue whatever additional planning is necessary for
the area, taking into account the numerous factors affecting land
�development within said area.
