RESOLUTION EXPRESSING INTENSIONS CONCERNING I-35E CORRIDOR � iafiEREAS, back in the mid-1950's, Planning Commission Chairinan A1 Horning and members of the Plannirig Commission objected to freeways . criss-crossing Mendota Hei's�hts; and �. . WHEREAS, the community reluctantly accepted the fact that as a � township, they had no direct veto power over the location of highways, " �• - but rather, negotiation; and : � . WHEREAS, the Comprehensive Plan was then p•tepared and designed . around the planned freeway alignment�� and ' , � Wi�REAS, the Comprehensive Plan showed the entirety of Mendota Heights _ adjacent to I-35E to be park land or residential with the �txception of the . sout�erly 16� adjacent to I-494; and �- . � � WHEREAS, additional hearings involving the upgrading,of T.H. 110 : - acknowledged the residential character of the T.H. 110 corridor; and Wi�REAS, the development has in fact taken place in accordance with . the Comprehensive Plan, i.e., residential development�along T.H. 110; and � � . • � . - WHEREAS, the Courts have twice sustained the residential zoning in the face of co�mercial deyelopment; and • WHEREAS, in spite of the I-35E corridor, park and residential land in' Mendota Heights has been maintained along 84 percent;�of the I-35E corridor; . - . �d . . _..,.-. ,. Wi�REAS, in case the City of St. Paul should choose to 'a�bandon the ' � I-35E freeway concept and substitu�e a parkway facility on�the I-35E � " corridor; , � NOW THEREFORE IT IS I�REBY RESOLVED liy the,City Council of the City • of Mendota Heights that the City of Mendota Heights hereby expresses its intent to pursue a parkway concept for the Mendota Heights portion of - I-35E north of I-494 consistent with, and-similar in.naturetto, �that which may be adopted by the City of St.-�Paul.;+and �^�; ��-� ��;°� � BE IT E'URTI�R RESOLVED, that any north/south bound traffic on I-35E � � therefore wo�l.dy be routed arountl,�tYie existing I-494 be3t-lirie and not.: � ' _ � - t Y . _ . _ a onto T.H. 110; and ° ' _: : �.� � .. . ; % . �., ; . � . • , : .
