SUBJECT: April 13th Meeting Announcement
As you are aware, it was necessary to cancel the March 9th
Airport Relations Commission meeting as three of our six members
were unable to attend. Attached please find an agenda packet for
our meeting scheduled for April 13th.
You will note that a number of the items from March have been
carried over to the new agenda. Agenda items marked with an
asterisk (*) are items to which additional information has been
added since last month's agenda. Agenda items marked with two
asterisks (**) are items new to this month's agenda.
Also note that items directly carried over from last month
have not been re-photocopied for this packet. Please bring to our
meeting on April 13th your copy of the March 9th packet.

NOISE REMEDY PROGRAM

Sound Insulation Program
On January 1,1991,the rateof insulationwas increased
from 175 to 350 homes per year as the result of the
Noise Mediation Agreement. The "Cost Share" program
has been converted to the "Standard Insulation"
program which means that the Port pays 100°k of the
costs. The Hardship Committee is made up of area
residents and was formed in June,1990. A modified
priority system, giving credit for the length of time an
individual is on the waiting list, began on January 1,
1991.
Sea-Tac Noise Advisory Committee
The Noise Mediation Agreement established the Sea-
Tac Noise Advisory Committee (SNAC) to monitor
implementation of all mediated noise abatement and
mitigation prograims. This report is published quar-
� terly to assist SNAC with its function. SNAC member-
ship represents the Air Transport Association, the
Federal Aviation Administration, the Airline Pilots As-
sociation, airport users, the Port of Seattle, and citi-
zens representing various geographic areas. The citi-
zens currently seated on SNAC are Irene Jones, Bob
Rudolph, John Musgrave,_ Jim Lynch, and John•
Whitlock. Alternate members are John Barber, Lorelei
Herres, and Bill Whisler.

NOISE BUDGET PROGRAM
The Noise Budget is the cornerstone of Sea-Tac's noise and cargo allocated airlines, respectively. ANF is the

Regular Variance: Written permission to operate outside the provisions of this program for a period longer than four
months. Issuance of a regular variance requires public notification and a comment process.
Temporary Variance: Written permission to operate outside the provisions of this program up to four months.
Exemptions: Cases where maintenance of the aircraft, delays due to unforeseen or emergency circumstances, or
factors beyond the control of the carrier affect the scheduled time of the operation.
Violations: Stage 2 operations determined to be in violation of the program and have been subject to corrective or
penalty actions. �
Operations Analyzed: Operations that appear to be Stage 2, during the restricted hours, that need further analysis
regarding aircraft type and reason for operation. For example, analysis may determine these flights to be Stage 3
aircraft, aircraft hushkitted to meet Stage 3 requirements, operating with variances, exemptions, or violations.
Operations Still Under Analysis: Operations that appear to be Stage 2, during the restricted hours, for which
information is still being gathered.
Corrective Actions: Stage 2 operations identified as violating the program, for which the responsible airline has
implemented an acceptable corrective action. This action may include changing schedules or utilizing Stage 3
aircraft. Resolution plans may precede an admonishment letter, in which case no admonishment will be sent.
Penalty Actions: Actions the Port of Seattle has taken against an airline with flights in violation. Penalties include
admonishment letters and fines. One penafty action may be taken in an effort to resolve several violations.

TRACKING NOISE TRENDS

noise measurements. For example, a high rate of south
flow departures results in higher average noise levels at
the south remote noise monitoring site (RMS 1) and
lower average noise levels at the north site (RMS 7).
The charts below show the changes in average noise
over time. (NOTE: Formerly, RMS 8 was used as the
noise data collection site for this report but was out of
seroice since October 1991 due to construction on the
school grounds where it is located. RMS 7 is lacated
near RMS 8, so the Port of Seattle now utilizes this for
on-going analysis and reporting.)

the permanent noise monitoring system indicate a

noise eaked in 1990 and has gradually declined

since. The decline is more significant for
communities south of Sea-Tac since there are more
departures overthose communities. Improvements
in the fleet mix also help. When compared with
Stage 2 jets, Stage 3 jets show a greater reduction
in departure noise than in arrival noise. Although
Stage 3 jets are quieter on landing than Stage 2 jets,
the differences in noise reductions are not as
significant as they are for jet departures.
Consequently, communities that experience a higher
number of departures should perceive greater noise
reductions.
