Please contact City Admiaistration at 452- _ 1850 with requests. , , ; � CITY OF N�iDOTA 8$IGHTS DAKOTA COIINTYo MINNESOTA AIRPORT RELATIONS COI�Il4SISSION MINIITES 1QOVII�ER 10, 1993 The regular meeting of the Mendota Heights Airport Commission was held on Wednesday, November 10, 1993, � Council Chambers, 1101 Victoria Curve. The following mE Relations the City ibers were present: Beaty, Stein, Fitzer, Leuman and Olin. Commissioner Olsen was excused. Commissioner Healey was absento Also present were City Administrator Tom Lawell and Senior Secretary Kim Blaeser. APPROVAL OF MINIITLS It was the consensus of the Airport Relations Commission that the October 13, 1993 Minutes be approved. NEDQ AIRPORT SIT}3 SELFCTION Administrator Lawell explained that the Metropolitan Airports Commission (MAC) has identified Site No. 3 as the ipreferred airport site which is proposed to be located east of the City of Vermillion, southwest of the City of Hastings and�southeast of the Vermillion River. He explained that State Statutes require that an airport be located an equal distance from the cities of Minneapolis and St. Paul. He further explained that the proposed runway orientation (northwest to southeast) will be similar to the existing airport runway system. � Lawell explained that of the seven potential sites considered in the scoping process, four were eliminated from further conaideration. He explained that Site Noe 3 was ideritified as the preferred site partially because it would have less impact on the City of Hastings. He explained that Site No. 2 would have more adverse noise impacts, and place more constraints on the ability of Hastings to expand because of the orientation and location of the runways. � Lawell explained the Draft Alternative Environmental Document (AED) attempts to identify the specific anticipated noise impacts for Site No. 3, including Ldn and L1065 noise contours and flight tracking information. He stated that �the noise impacts experienced by Mendota Heights would be greatly decreased as a result of moving the airport. He stated that the information on Ldn and L1065 only describes�the most intense noise events closest to the airport. Commissioner Leuman inquired what the distance from Mendota Heights to the proposed new airport location site is. Lawell stated that the State Capitol is located 18 miles north of the +location. Commissioner Fitzer stated that the airplanes could be roughly � 0 Airport Relations Commission November 10, 1993 Page 2 5,000 - 7,000 feet above Mendota Heights at the time of approach. Lawell stated that this would be a vast improvement compared to what Meridota Heights is currently experiencing. Commissioner Fitzer stated that final approach begins around 10 miles from destination. Lawell stated the City should request that the MAC provide additional information regarding flight tracking within 15 miles of the new airport, including data on altitude and frequencye Lawell briefly reviewed a map indicating road access impacts associated with the new major airport site. He explained that with the placement of the new airport in southern Dakota County, the airport would substantially impact through traffic in and around Mendota Heights. He stated that it will be a monumental job to service a facility of this scale. He briefly explained the ground access impacts which will affect Trunk Highways 55 and 149, Interstates 494 and 35E and the Mendota Bridge. Lawell also stated the document does a disservice to the City by not indicating traffic count data for certain key trunk highway segments located within Mendota Heights (TH 149 north of I-494 and TH 110)e Lawell stated the AED also reviews various road and bridge widths which would require expansion in order to accommodate traffic demand. He stated the Mendota Bridge is currently being renovated but is intended to remain as four-lane bridge. According to the AED, the bridge would need to be expanded from a four lane design to a six lane design to serve the new airport. Lawell explained that TH 55 from the Mendota Bridge to 2-35E would need to be expanded from two lanes to four lanes. He further explained that the I-35E Bridge over the Mississippi River would need to be expanded from a four lane design to a six lane design. Lawell stated that the section of I-35E from the Mississippi River to I-494 is not discussed within the AED. He further stated that with the increase of traffic on these highways also comes increased noise impacts to City neighborhoods. He stated that this is an issue which should be reviewed further. In response to a question from Commissioner Stein, Administrator Lawell stated there is a light rail transit plan for Dakota County which has been designed to begin out of St. Paul and follow Highway 3 to I-494 west to the Industrial Park in Eagan. He further stated that the Mendota Bridge is not designed for a light rail transit system. Commissioner Leuman stated access to Minneapolis needs to be improved. He stated the Coun�.y is concerned about the role rail and/or light rail transportation woul.d play in�servicing the new airport locatione He stated the County is also concerned abaut environmental impacts a�sociated' with the location of the new airport, in particular, the possibility of drinking water cantamination. It was the consensus of the Airgort Relations Commission to recommend ta the Ca.ty Gouncil tha� formal comment��regarding the Draft Alternative Environmental Analysis be iorwarded to the MAC to address the fol.lowing concernss l. Proposed air �raffic control procedures 10-20 miles �rom the new airport may establish an arrival or�depar�.ure "gate" in the Mendota Heights area. More detaii in�ormation should be requested regarding the frequency and altitude of aircraft overtlights. 2. Substantial roadway capacity improvements wi].l be needed to serve the new ai.rport, including �he expansion of TH 55, TH 110, TH 149, I-35E and I-494. Further iriformation is needed regarding the impact these roadway and. bridge expansion projects will have on Mendota Heights. 3. The AED does not adequately de�cribe the role r�i]. and/or light rail transportation will play in �ervxng the new airport locati,an. Further information is necessary to evalua�e what, if any, impacts this will have on Mendota xeights. � j ,��t �s •- �r•- �:� Administrator Lawell e�alained�that air traffic volumes have changed a great deal.since�1943 when the Me�ropalitan Airports Commission was establiehed by Ghe State Legislature. Lawell briefly expl.ained the FAA Tower Order dated Ma.y 30, 1973 which res�ricted �he use of departure headings south of 1�1R runway heading. , � Administrator Lawe31 briefly e�alained the BraslauJCollette Study which proposed the fanning of airplanes equally aver the Gities of Mendota Heights and Eagan. Lawell stated,that the City of Eagan was not in favor of the proposal. � f Lawell exglained that from Augu.st 15 to C}ctober 15, 1991, �he MAC conducted a 60 day �.est of a revised flight corri�dor whzch utilized anly a 15 degree eane of air space. xe e�lained �.hat the MAG had assured the City �hat the procedures would � , � 1 Airport Relations Commission November 10, 1993 Page 4 significantly reduce air noise within Mendota Heights by routing departures over the athletic fields at St. Thomas Academy. Lawell stated that the test did not adequately restrict aircraft to this area, and that departures continued to directly overfly Roger's Lake, Friendly Hills, Delaware Crossing, etc. neighborhoodse Commissioner Fitzer stated that he knows the test was never operated as the tower gave instructions to the pilots to depart as they normally did. Commissioner Beaty inquired if there is a way the City could push the plan further. He further inquired who "polices" the research. Administrator Lawell responded that in the past the City had to take the "word" of the MAC that such studies were appropriately conducted. Lawell stated that the ANOMS is a much more reliable data source as it is tied directly to the FAA radar system. Commissioner Fitzer noted the the tower assigned departure track flown by the aircrafte need to differentiate between heading and the actual ground A brief discussion ensued regarding ground tracking procedures at MSP and other airports in the country and which airplanes are capable of flying a precise ground tracke Commissioner Fitzer stated that roughly 1/2 of Northwest airplanes are capable of ground tracking. In response� to a question from Commissioner Leuman, .Administrator Lawell stated there is approximately 3200 feet of separation between runways. Lawell stated there will be a new radar system installed which will provide the capability of dual landings during inclement weather. Mr. Leuma.n suggested that staff should contact different regions in the country whose runway systems are similar to MSP and find out what their procedures for , a' are. NIGBTTIME FLIGHT RESTRICTIONS Administrator Lawell explained the FAA Integrated Noise Model (INM) considers any noise event occurring between 10:00 P.M. and 7:00 A.M. as a nighttime noise event. Lawell explained that with the ANOMS noise monitoring system, the City now has access to much better data regarding nighttime operations. Lawell stated there are voluntary agreements in place between the MAC and air carriers operating out of MSP. Lawell stated that through the ANOMS report, the City is able to track cargo carriers and passenger carriers who have voluntarily agreed to only fly Stage 3 aircraft between 11:00 P.M. and 6:00 A.M. Ke explained that �his commit�ee wa.11 provide input and� review of work done on the MSP Long Term Comprehensive Plan,� LaweZl explained �hat the preferred expansion of �he MSP airport wauld include adding a narthjsouth runway, replacement of the west �erminal, removal of terminal and parking facilities �rom the area between the Gold and Green Concourses and replaced with aircraft parking gates and automobile parking facilities would be constructed on top af the new terminal. � Lawe11 explained that �he Cities of Richfield and Minneapalis are not happy with this particular concept. He stated �hat the City of Richfield does not like the orientation of the new runway and �.he City of Minneapol.is would prefer the airport be moved al.together. . i He stated the City of Blaomsngton likes this parti.cular concept rather than ext�ending Runway 4/22. The types of people who had been invited to participate were indicated, and the relationship of this committee to others that were being used for the remainder of the Dual Track Airport Planning Process was described. The Committee will be overseeing the Update of the Long Term Comprehensive Plan. for Minneapolis-St. Paul International Airport as �equired by the Met�opolitan Airport Planning Act. The initial plan, adopted by the MAC in late 1991, is to be updated prior to a recommendation being made to the Legislature. The update will take into account the revised aviation activity forecasts completed during the summer of 1993, and will address unresolved issues from the initial planning process. � The technical work on the project will be completed by a consultant team headed by representatives form HNTB;. Evan Futterman and Larry Dallam were introduced to the Committee as the primary contacts for HNTB. I Evan Futterman gave the Committee an .overview of the Alternative Environmental Process approved fo� use in the �Dual Track Airport Planning Process by the EQB. This p�ocess involves a series of tiered environmental documents relating to each step of the planning process. The documents are Alternative Environmental Documents ( AED's ) and cover the same information as an EIS except that the range of alternatives is much narrower. A brochu�e prepared to describe.the environmental process was desc�ibed and used in the presentation. One of the initial tasks of the Committee will be to review and comment on a Draft Scoping Document and Draft Scoping Decision Document related to the LTCP update.� This work will begin at the December Committee meeting. Larry Dallam provided a more detailed description of the process and timing related to the LTCP update environmental process, and the format and contents of the AED as a document. i .. , ; Aviation activity forecasts, revised during 1993, will be used as the basis for the update. Evan Futterman gave an overview of the revised forecasts, indicating diffe�ences from the original forecasts prepa�ed in 1989. The revised forecasts are lower for both passengers and operations; the impact of the revised numbe�s on facility requirements and potential development needs has not yet been determined but will be used during the planning process. Mr. Prosser asked about the price sensitivity of the forecasts and whether the report of the Governor's Task Force on Dual Track Planning would have an impact on the revised numbers. Mr. Tocho followed with a question regarding the grouping of alternative scenarios ; it was indicated that this work is being initiated based on recommendations from the Governor's Task Force and other groups. Nanethelesa, the City has some concern regarding certain aspects of the AED, namely aircraft noise and ground access. The balance of tha:s letter seeks to more clearly define aur cancerns! AIRCR.AFT NOISE IMPACTS Given the re3.ative proximity of the current MSP� to Mendo�.a Height�, obviously the aircraft noise impacts experienced by mo�t Mendota Heights residents would be greatl.y reduced by a� decision to re].oca�e M5P to southern Daka�a Coun�y. While the AED appear� ta do a good job describing the noise impacts for those communities near the new airport�sites, the impacts ,are less clear for �hose communities outside this first tier ot�communities. More specifically, t�he AED does not show the "secand tier° of air traf�ic control procedures which would direct aircraft to and from the new airpart. As described in the AED, the construction of a new major airport would require a substantial upgrade of the transportation system leading to southern Dakota County. Unfortunately, the AED does not adequately describe the likely impacts on roadways which bisect the City of Mendota Heights. The City requests additional information regarding the following: 1. Traffic counts and projections for certain State Highways within Mendota Heights appear to be incomplete. Please provide us with data for Trunk Highway 110 west of I-35E, Trunk Highway 110 east of I-35E, and Trunk Highway 149 north of I-494. 2. The AED describes the need to expand the I-35E bridge which spans the Mississippi River to six-lanes, although there is no mention of any additional lane capacity being added to the I-35E freeway south of the river. Is this an oversight or an accurate reflection of the projected roadway needs. 3. The AED is silent on the role public transportation is envisioned to play in servicing the new major airport site. More specifically, the role of rail and/or light rail transportation is not discussed. Assuming such linkages would exist, the AED should address the impacts, if any, such systems would have on the surrounding communities .� Thank you again for the opportunity to comment on the Draft Alternative Environmental Document. The attaehed let�er was recently received from MPL requesting a financial cantribution from the Ci�y to heZp support ongoing legal cos�.s associated with the lawsuit. DISCIISSION As described in �he attached 3e�ter, MPL and SNfAAC recently won a Minnesota Court of Appeals ruling which found �Yiat "Federal law does not preempt application of state noise standards to the Metropalitan Airports Commission and the Minneapolis-Sto Paul Airport". This ruling opens the door �.o greater regulation of aircra£t naise at MSP which to tha.s point has primarily consisted of a series of voluntary agreements made with the various airlines usi:ng �he airport. � A� expected, the MAC has fil.ed an appeal of this decision with the Minnesota Supreme Court. The law firm oi Siegel, Bril1, Gruepner and Duffy represents MPL and SMAAC in this matter, and �o date, has accumulated legal bills in excess of $100,000. Should the Supreme Court accept the case far review, the cost will go stil.l higher. MPL believes an a�firmation af the Appeals Court rul.ing by the Supreme Court will potentially benefit the City of Meridata Heights, hence their request for financial sugport. The amount of �he request is $10,000. � I Given the urgency of the request, the City Council is scheduled to discuss MPL's funding request at their meeting scheduled for December 7, 1993. Council will likely decide whether or not to grant all or a portion of MPL's request at that time. In addition, a�number of our City Councilmembers have indicated they too would like to tour the facility. Staff has been in contact with Mr. Bruce Wagoner, FAA Tower Chief, to arrange two possible dates for the tour. Because it is unlikely everyone will be able to attend on any one give�n date, we will probably need to utilize both dates. They are as follows: Wednesday, January 12, 1994 at 3:30 pm Tuesday, January 11, 1994 at 10:00 am These dates and times were chosen for the following reasons. First, the January 12th date corresponds to our regularly scheduled January meeting and therefore would not require the Commission to meet twice in the month of January. Secondly, the times were chosen to correspond to peak departure periods at the airport so as to allow you a chance to see a"dual control departure push" (both runways in use at the same time with two air traffic controllers independently issuing departure headings). Lastly, times were chosen during daylight hours for obvious reasons. � Please bring your calendars with you to the December meeting and let me know your date preference. � � •, m � AIRPORTS: US RUNWAY CAPACITY nnual aircraft tlight delays ex- ceeded 20,OOOh at each of 23 US _ _ airports in_.1991,_according_to the US Federal Aviation Admini— stration. With an average airline operating cost of about $1,600 for each hour oE hold-ups, this translates into a minimum of $32 million caused by delays at each of the 23 centres. According to the FAA, resolving these delays will require an integrated approach which develops capacity improvements throughout the aviation system, while at the same time maintaining or improving on the current level of aviation safety. "These capacity improvements will in- but also development of new ATC [air- traffic control] procedures, improvements in terminal and en route airspace plan- ning, and implementation of new technol- ogies. There are many emerging technologies in the area of surveillance, communications and navigation that will further improve the efficiency of new and existing runways and of terminal and en route airspace," the FAA adds. The FAA says that its aviation system capacity plan should help airport manag- ers avoid runway gridlock at most of the 30 "hub" airports in the USA. A few large metropolitan airports in the north east and in California will continue to cause problems, however, and planned improve- ments will not be adequate to meet projected growth in demand, for a variery oE reasons. Aviation agency off`icials say that innovative solutions must be found to handle projected traffic loads at the problem airports. The construction of new airports and new runways are identi�ed as the most promising ways to reduce air-traffic delays caused by adverse weather and other problems. Denver Intemational is the only major new airport under construction, however, and its opening has slipped into 1994 because of technical problems which have dogged the ambitious $3.1 billion project. Originally scheduled to be opera- tional in October 1993, the opening has been delayed to allow for detailed check- out of complex airport systems, including the automated baggage-handling system and the AEG-Westinghouse-built Auto- mated Guideway Transit System. When the new airport finally .opens, Denver's Stapleton International will shut its doors. Denver International will open with five 3,700m (12,OOOEt) runways. A sixth, 4,900m international runway is scheduled to be completed in 1994. The airport is designed for up to 12 runways, to be constructed as required. Supplemental airports are being consid- ered at Dallas-Fort Worth; New Orleans; Seatde-Tacoma; Boston and Adanta. A new international airport would replace the existing Minneapolis-St Paul site. An all-cargo airport in North Carolina is being discussed, as is a new project in the Norfolk, Virginia, area. Construction of new runways and ex- tensions oE existing runways can immedi- ately improve airport capacity but, like new airports, they face environmental and financial obstacles. Despite that, 62 of the top 100 US airports have proposed new runways or runway extensions to increase capacity and 17 of the 23 airports experi- encing the most delays are in the process of constructing or planning new runways or extensions. The cost of completing these is expected to exceed $7.7 billion. ATC IMPROVEMENTS Meanwhile, the FAA has begun im- provements in ATC procedures, designed � to increase utilisation of multiple runways and provide extra capacity at airports, while maintaining safety margins. Aircraft spacing, which sets arrivaU departure capacities, is limited by wake- vortex restrictions. The wake-vortex phenomenon involves swirling air cur- rents which stream from an aircraft's wingtips and cause turbulence for follow- ing aeroplanes. Better understanding of Airport development, construction of new runways at existing airfields, new air- traff ic-control procedures and innovative technologies are part of the US Federal Aviation Administration's approach to improving capacity at US airports. These developments could lead to re- duced in-trail ap- proach and depar- -ture-separation-and- could possibly re- duce the minimum spacing required be- tween parallel run- ways for dependent parallel operations. Recent efforts have included meas- urement of the wake-vortex signa- tures of Boeing 757/ 767s. Much more research is needed before wake-vortex-associated spacing cri- teria can be revised, however. NASA researchers believe that new technology for ground-based sensing of weather conditions can now be used in predicting when wake-vortex separations can be reduced safely. These forecasts will be incorporated into the NASA/FAA Cen- terlfRACON Automation System, a set of computerised tools which helps control- lers orchestrate aircraft arrivals. If the effort succeeds, controllers would also have at least 20min notice if a combinarion of weather conditions and aircraft types conspire to create a wake- vortex hazard. ATC procedures include minimum lon- gitudinal-separation standards for aircraft in approach streams inside the Cinal- approach fix (FAF). In 1986, the FAA implemented a procedure which allowed a reduction of separation inside the FAF trom 6km (3nm) to 4.5km, provided that the runways were clear and dry and the runway occupancy time was 50s or less. AEter a series of demonstrations, the FAA amended the standard in 1992 to allow , reduced in-trail separadon of 4.Skm when ' runways ate wet. An increase of three to five arrival's an hour will result. A new development from AlliedSignal Aerospace will increase airport productiv- ity during low-visibility weather. Reduc- ing the required spacing between parallel runways for conducting simultaneous in- dependent instrument approaches from 1,300m (4,300ft) to as low as 1,OOOm is made possible with the Precision Runway Monitor (PRM) system, which can be used to increase the number of operations each hour, from around 29 to about 57. The prototype electronically scanned PRM _system_was_commissioned_at Raleigh_ Durham International earlier this year. The PRM scans once every O.Ss, compared with once every 4-Ss for a convenrional, mechanically scanned, radar. In 1992, the FAA awarded a$34 million contract for five PRM systems. There are also options for three more units. A production PRM system is sched- uled to be installed at Minneapolis-St Paul in 1994. The FAA has also increased the capacity of dependent parallei instrument ap- proaches by reducing the required diago- -nal-separation-between aircraft.-Rules-for- such operations were revisecl in June 1992. They now require a diagonal sepa- raaon between aircraft on adjacent ap- proaches of at least 2.7km (instead of the previous 3.7km) for parallel runways 760m-1,300m apart. Four additional arri- vals an hour are made possible. CAPACITY GAINS ; A preliminary analysis has been made of the capacity gains which might be achieved by dependent operations on parallel runways 300-760m apart. The research shows that arrival-capacity in- creases of 45-65% are possible, relative to single runway operations for diagonal separations of 2.7km and 3.7km between aircraft, respectively. AlliedSignal Aero- space engineers believe that the PRM can be used to achieve dependent operations on parallel runways 430-SOOm apart. Converging-runway-approach improve- ments must take into account the wide variety of converging runway configura- tions which are in use. The FAA's Termi- nal ATC Automation (TATCA) pro- gramme is designed to assist controllers in enhancing the terminal area air-traffic management process at busy airports. The TATCA consists of two projects: The Converging Runway Display Aid (CRDA); and, the Center-TRACON Automation System (CTAS). New air The objective of CRDA (also called "ghosdng" or "mirror imaging") is the estab- lishment oE staggered and appropriately spaced traffic streams ` � on to a selected pair of .;"����� converging runways. The staggered mode of �� �� , the CARDA operates � . during instrument me- ��, � ,,,, teorological conditions � • �'' and projects a "ghost" image of qualified air- craft on to the control- ler's radar display of the adjacent converging runway approach. The "ghost" image allows the controller more easily to maintain the proper radar separation,_allowing_ arrival_rates to_ap_ proach those achieved during visual mete- orological conditions. A test was conducted at St Louis' Lambert Field and national standards for this procedure were published in Novem- ber 1992. It is esamated that capacity increases of about ten arrivals an hour over single-runway arrival capacity are achievable with this procedure. The field test showed a 33% increase in arrival rates, from 36 arrivals an hour to 48. The CTAS, developed by NASA and the FAA, is designed to assist conuollers in been prototyped on a network of work- stations and is being developed and tested at the FAA Technical Center. The aviation agency plans to implement it within the Advanced Automation System. The Airport Surface TraEfic Automation (ASTA) project is designed to develop a comprehensive surface-safety system, to prevent runway incursions and provide traffic-management automation capability, integrated with other ATC automation systems, to reduce surface-related flight delays and increased efE'iciency. It is proceeding in phases. An early runway-incursion protection capability is represented in the airport movement area safety system (AMASS), which will add an automaaon enhancement to the Airport Surface Detection Equipment system made by Norden Systems. The AMASS is planned for nearly 30 US airports. The ASTA-1 is under prototype devel- opment. This system is an independent programme which, when connected to an appropriate surveillance-data source, will acdvate runway-status lighu to signal that a runway is active. The ASTA-2 will provide tower control- lers with aircrafdairport vehicle "tagging", in addition to incorporating the AMASS capabilities. The ASTA-3 is mostly a software enhancement of the ASTA-2.
