DEPARTMENT REPORTS The Council acknawledged x Department monthly report the Fire Department month].y report for January, i974. ipt of the Police January, 1974 and r Minutes -2- � February 19, 1974 MENDOTA PLAZA Mr. Dicic SheeYiy was present to discuss a solution DRAINAGE to the problem of drainage from the Mendota Plaza Shopping Center. City Admi.nistrator Johnson stated that he has discussed with Mr. Sheehy some of the standards the City may want as far as surface treating the water and screening floating debris, sand and heavy debris from the drainage. Mr. Johnson stated that he had not yet seen the proposed plans, but that the proposal would at least be a start towards making improvements on one of the City's major waterways. I Mr. Sheehy stated that he would propose installing 500 feet of 72" pipe in the creek bed to carry the creek's water. He proposes to grade at the existing parking lot grade and then go up to meet the road, placing�catch basins to catch the runoff. He stated that this type of system could create a problem if sedimentation and debris from the lot flow into the pipe, causing a hazard to the normal flow of the water. Mr. Sheehy proposed that a screening device be placed on the catch basin to catch debris so that it does not floi� into the stream. i Engineer Kishel suggested that a small settling pond with �an overflow structure and a culvert structure of some type to catch any paper be constructed on the. Plaza property. He strongly felt that the Minnesota Highw� y Departmenttshould become involved in reviewing any proposal for this area. Mayor Huber directed that Administrator Johnson and Engineer Kishel work with Mr. Sheehy in the preparation of a proposed drainage plan.� Councilman Lockwood arrived at 8:35 P.M. NSP RATE INCREASE On the invitation of the Council, Mr. •Tom Connolly of NSP was present to explain the proposed 15� electric and 6� gas rate increase, which will become effee�ive on March 19. He listed the three major reasons for the increase as: inflation; expenditures necessary for pollution control equipment; and the energylirisis. You may nat be aware a#' it, but I have been told that shauld this biil pass, the citizens of St. Paul would lose approximately $7 mi1lion. As you state, Minneapolis would like io be in exactly the same�position as 5t. Paul and so is not asking far utility regulatian. j I have made one further suggestion to the authors af ihe bili and that is should the bill pass, instead of having the present Public Service Cammission adm�nister ihe pravisions it shouid be done�by ihe Energy Agency which is being set up under another bill ta regu ate energy in tFte state. I am riot in favor of jamming anything down any community's throat. I under- stand that discussions will be taking place between vari- ous communities concerning a new study and that a master plan or program will be adopted. I would appreciate hear- ing the results of �these meetings, because I want to be fair to each of the communities that I represeiit. In order to expedite the plan preparation, I would suggest� that the Council give Ed final directions on the Marie Avenue plans. If you will look at the plans, you will see that movi�g the road to the north of the center line will do several things. First, it will alleviate a couple of driveway problems. Second, parking on the south will give additional privacy to those homes on the s�outh side � and will leave the north side of the street as the no parlc�ing side. If at some future date a pedestrian way is to be developed, the Council at that time will not have to consider not only taking the privacy of the people on the south side with parking but also imposing a, additional lack of privacy via a pedestrian way. Third, if the decis�ion at this time would be to construct the street in the middle of the right-of-way, and if then at some future date a decision should be made�i�to install a pedestrian way, it would be most difficult to ask those p ople who already have parking on their side to bear the additionallburden of a pedestrian way on their boulevard. It would also be equally unfair to consider a pedestrian way near a curb that is next to an �a�ctive drivi�g lane, as this would pose an unsafe condition for people walking or riding on such a pedes�rian way. I In my own mind I am convinced that this'is the logical thing to do. I would appreciate this being a matter of record and�'that you give Ed Kishel instructions if a concensus can be reached. RESOLUTION URGING LEGISLATORS TO WITHHOLD AUTHORITY FOR DAKOTA COUNTY ROAD BONDING Wi�REAS, copies of a Dakota County thoroughfare plan have been distributed to Dakota County Legislators; and WHEREAS, such thoroughfare plan document has not been submitted to Mendota Heights officials for review; and WHEREAS, the facts and conditions as�set forth in Mendota Heights Resolution Number 74-21, adopted on February 19, 1974, still are � valid an� unchanged; and � WF�REAS, the legislative copy appeared to be a very hurriedly assembled and incomplete draft of a final document; and WHEREAS, a cursory review of a legislative copy of said plan _ indicates a number of opinions and conclusions that need clarification and elaboration; , NOW THEREFORE BE IT RESOLVED that the City Council of the City of Mendota Heights hereby urges the legislature to withhold authority for bonding until said plan has been broadly distributed, discussed with all interested groups and adopted by unanimous vote of the Board of Count�y Commissioners; and ' BE iIT FURTHER RESOLVED that copies of this resolution be forwarded to all Dakota County Legislators and the Dakota County Board of Commissi,oners.
