Johnson pointed out that this is a feasibilit�y hearing for installation of sewer mains, water mains, concrete curb and gutter, storm sewer improvements and bit�uminous surfacing for the property between Cheri Lane and Bluebill Drive. The petition for improvements was made by�the developers, Bjorklund and Hansen. The estimated costs are as follows: sanitary sewer extensions are estimated to cost a total of $33,336 or approximately $8.55 per assessible foot; watermains approximate total including services would be �30,239 or about $7.11 per foot; storm sewer costs for a total of about 4,400 feet is estimated to cost �about $57,750 using assessible square footage in the area from Bluebill to the centerline between Cheri•and-Wago�n �Iheel Trail, or about 5� per square foot; estimated cost of street constructi�on including bituminous base material, ,b�.tuminous surfacing and curb and gutter will be approximately $81,700 or about $15.13 per foot. The cost of sewer and Water connections will be $200 per connection. 1 Uillage Engineer Ed Kishel stated that those persons presently being assessed for street improvements will be as�sessed for one—fourth� of the length of their lot for the addition of curb and gutter because of the added benefit they will be receiving. Dwinell Community Planner , $wiss Miss Dairy Sfiore � The proposed sign for the Swiss Miss Dairy Store is approximately sixty-four (64) square feet per face and twenty-four (24) feet tall. The ordinance for the B�2 Zoning District allows an. "aggregate square footage of sign space per lot shall not exceed the sum of two square feet per front foot of bui Idin�g, plus one. square•foot of each front foot of lot not occupied by such building which fronts on a public right-of-way ..." Under this formula, the applicant would be allowed 150 square feet of sign surface. The proposed sign falls within these ordinance requirements. , II The parking ordinance requires one parking space per 100 square feet floor area. ' The proposed building will have approximately 2,400 square feet of �floor area, , � and require 24 spaces. The site plan indicates the provision of 24 p�arking spaces. The pylon sign has a 500watt floodlight, the purpose of which is to� light the parking area. If there is an alternative, it is recommended that the lights be located on the principal building in a manner similar to the wall mounted (ights indicated in the attached advertisements for Kim Lighting, Inc. The homes to be built o�� the north � side of Bluebill and the existing homes on Kressin, Rogers, and �5wan Drive will no doubt use Bluebill as their major access route. Bluebill will especially be preferable to the existin� homes due t�o the traffic blindness problem at Eake Drive and Dodd Road. Thus iae definitely feel due to lack of beneiit received, some consideration shoul� be given regarding the assessment of out lot for street improvemeri s. Secondl�, as relates to the proposed storm sewer; it wasl'ndicated at the hearing'on June 20th that once the project is complet.ed cases may be presented at the assessment hearing regardin� the amou�t of assess- �ent levied based on the amount of the lot area whi.ch benefits from th� storm sewer. 6'Ve do not feel our entire lot would benefitl �om the storm sewer. I spent a considerab1e amount of time with Mr. Brust discussing the various problems connected with animal control. He consented to continuing during July while his several requests were being considered� Among other matters, he brought tzp the matter of additional compensation. Upon analyzing the individual unit prices,,it is fairly obvious that $4.50 per hour is rather small compensation to provide a vehicle, the associated equipment and employee. The Village of Inver Grove Heights approved and accepted the $5.50 figure some time ago. The boarding fee of $1.00 per day may seem acceptable; however, $2.00 and $2.50 per day is the accepted private rate for boarding dogs. . - . Although this new rate will in all probabilities exceed the budgeted amount of $2,200, I feel that it is a f�air request; and believe that it will be necessary'in order to retain the type of dog catching we are accustomed to. In particular, a consultant whose background and experience lies with erosion control,�ponding,-and unique ideas in urban development was sought. • ; I interviewed two firms: i Eugene Hickok and� Associates , � Itasca Engineering,Company ' Ed Kishel accompanied me on both occasions. An attempt was made to determine the experience and qualifications'Iof both firms, especially as it related to our desires of more sensi- tive land use controls. Hickok and Associates seem to have performed more work in the area of endeavor we are talking about._ They,lhave a larger number of employees „which allows a more flexible work schedule,� but more importantly brings mo�e expertise on the subject. .In . addition to a number of municipal contracts,.they are presently preparing a storm water inventory report for the Metro Council. Itasca Engineering,�Lawrence Samstad, has done drainage ' plans for several semi-rural townships, in addition�to pre- paring a report for the Lower Minnesota Water Shed District.. , His firm is smaller and seems to have focused on rural drainage problems. - � I have received proposals from both firms, Eui spent several hours at Ed's office gathering inform� Mendota Heights „ and the area in question. As a re; proposal homes �in more on the specific area. Both � are based on $25/hr. for the principal consultant.�; talk in terms of $1500 to $1800 as a maximum for th� the Lassco area. � I am of the opinion that Eugene Hickok and Assc best provide worth-whi•le expertise and ideas toward land uses as concerns water run-off.
