The a,uestion comes up of what happens fio the areas north of Victory Avenue and east oi Trun!< Highway 55 which will be left. To answer this question, it will first be necessary'Ito decide what is meant by tne 1-erm "neighborhood" . Tne Cmmittee on fihe Hygiene of Housing of the American Pubfic HealtH in its bool<, P(anning the Neighborhood, Chicago: Public Administrai-io aefines i•he neighborhood as "the area within whi ch residents may a11 sha services, social activities and facilities required in the vicinity of the d (page 1), With regard i•o planning and neighborhood boundaries, the Co on fio say: I Asscciation, Service, 1960, the common ellings", im i ttee goes Every deve(opment area sliould be planned in relation to the whole city and cspecially io the bordering disi-ricts. The neighborlood boundaries sliould be so selected that the development will include all parts of the district whicli by their location, (and use and relation- ship to the territory surrounding them, logi cal ly form a part of ihe proposed neighborhood. The boundaries should be selected sio that physical barriers do not separafe parts of a neighborhood anci prevent its proper functioning (page 3). The Villqge has been involved in community planning since the late 1950's and fhis area has always been considered a part of the Acacia Park "neighborliood". Y,I ictory Avenue is not the type of physical barrier which by itself divides two neig{iborhoOds. At fihe present, there are too few peopl in the area to afford the facilil-ies and services most people expect. Coupled with this is the facfi thai- the neighborhood wilf be left with less chance of future development after MAC's acquisition. The noise pnoblem, tne high cost of ufiilities and the "cloud" caused by HUD noise guide(ines wil combine to effect future residential development. If the larger area is taken and rezoned industrial, fihis will present another handicap to residential development north of Victory Avenue. An industrial park across the street is not compatible to a residential community, This area has to fo(low with the larger ara in order to develop the entire neighborhood in a p(anned, rational manner, creating a liveable urban environment. , 6 . -5- With the redevelapment of t-iighway 55, the area east of fhe highway will iecome a separate neighla.o{oad. At that meeting, he was advised to put in current form the details of platting matters that were improperly recorded in 1967. I am enclosing a seven page summary in respnse to the direction they received on June 20. The letter tells about their activities and their alleged need for additional cemetery platting. I am enclosing a print of the Acacia Park Cemetery and have indicated in red the location of the two plats that were recorded in 1967. This is a considerable increase in platted cemetery land and I would advise the Council to weigh all evidence for and against the need for such platting.
